Minutes of the Board if County Commissioners meeting held August 27, 1979. Time: 10:00 A. M.
Present: Chairman E. S. Boyle, Commissioners Bill Dunow and Calvin Black, also present Al Haskins and Deputy Clerk, Peggy Jorgensen.
Minutes of the previous weeks meeting were read and approved, this being done upon a motion made by Commissioner Dunow and seconded by Commissioner Black.
Commission Chairman Boyle and Commissioner Dunow briefed Commissioner Black on the happenings of last weeks meeting in detail.
COMMISSIONER BLACK REPORTS:
Commissioner Black reported on the hearings in Cedar City on Wilderness. He stated that there had been a big turnout and that a great deal of interest had been generated on the Wilderness issue.
He reported that he will attend a Utah State Tax Study meeting this week sponsored by the Utah Association of Counties regarding property taxes wherein the use of these taxes be eliminated for the Uniform School Fund and replaced by corporate Franchise taxes and larger income taxes. Commissioner Black said that this proposition is getting alot of support and that there is great interest in totally preserving the property tax for the local level.
The access road to Energy Fuels Nuclear was discussed, and Commissioner Black stated that Energy Fuels has offered to help with this by offering the use of some of their equipment.
Wilderness The Commission discussed the recent/recommendations that have been given to the State offices of
BLM from the local offices and stated that the State BLM doesn't pay attention to these recommendations. The State BLM concurred with the local BLM in dropping only small areas and reducing some areas minimumally and ignoring other decrease recommendations. Regarding the BLM Lawsuit against Grand County for opening the road to Negro Bill Canyon, Commissioner Black moved that the San Juan County Commission support Grand County in this dispute, Commissioner Dunow seconded the motion, for a unanimous decision of the Commission. They will write a letter to the Grand County Commission offering their support.
Commissioner Black will be going to the Governors Advisory Countil meeting Friday, August 31. COMMISSIONER DUNOW
Commissioner Dunow reported that he and Al Haskins went to Bluff to check on the Bluff Community Center and found discrepencies, and that J & S Construction will put the doors the way they are to be so that they swing out, and that a small amount of their final payment ($1,000.) will be held until the utilities are hooked up to make sure everything is in fine working order. Mr. Snow of J & S Const, met with the Commission and presented to them a bill for the final amount due, he agreed with the Commission on the holding of the final amount, and will submit a voucher for the amount after the testing is done.
Commissioner Dunow further reported that he had spoken with the B.L.M. and that the Sand Island

picnic area will be open for people to drive in, but that a fence will be built down by the river.
Commissioner Dunow presented a letter he had received from the State Department of Health regarding the dust on a public road in the LaSal area. The Commission discussed the suggestions offered by the Department.
JIM BLACK
Jim Black met with the Commission to express the need for more tie-downs at the Monticello airport. Commissioner Black will check with Jay Nelson about putting tie-downs or a cable down to fasten the planes to. He also suggested that a grader smooth out the entrance to the airport, and that there is a need for a fixed base operator. The Commission suggested that he take this to the City Council and present a proposal based on the need.
D.L. GIBBONS
D. L. Gibbons met with the Commission to discuss the dedication of the Solar Powerplant at the Natural Bridges National Monument. This will be sponsored by the Department of Energy. The Commission stated that they want to be kept posted on the progress of things and that they will discuss the events to come further at a later date.
BOB FELLMETH ON AUDIT
Bob Fellmeth met with the Commission and presented to them the audit for the year of 1978. He indicated that he would like to meet with the Commission, the Auditor/Clerk and the Treasurer to discuss the audit. The Commission will be meeting with these individuals Tuesday September 4, 1979 in the afternoon .
JIM STEVENS
Jim Stevens met with the Commission to exress his concern over the amount the County is paying for mileage and meals. The Commission stated that to change anything they will have to budget it for the next year. He also asked what the rate of pay for part-time help was, the Commission suggested that he meet with Mr. Bill Francom, Deputy Auditor. Upon his return from meeting with Mr. Francom, he reported that $3.00 per hour was the usual rate of pay for a part-time typist. The Commission approved of this.
MONTEZUMA CREEK PROJECT
Commissioner Dunow discussed with the other members of the Commission the putting in of gas tanks at the Montezuma Creek project area. The Commission agreed that the adequate size for the tanks would be 10,000 gallon tanks, 1 for diesel and 1 for gasoline, each of these to have a key lock dispenser.
COMMISSIONER BOYLE
Commissioner Boyle reported that the Health Board had met and set up a steeting committee to study applicants for Public Health Director to replace Marion Hazleton.
AL HASKINS
Al Haskins reported that Sheral Miller of H.U.D. had been here Wednesday and Thursday to go over the books and the plans of the Bluff Community Center, and that she had inspected that building. Al asked if the building should be on the County Insurance, to which the Commission answered yes. He will have that taken care of right away. Al reported that the Mexican Hat project had been looked into, and that the Grant had been approved, but the land exchange had not gone through as yet.
Al reported that Don Spradleman of Emergency Services had been here to inspect the program. Al presented the Local Civil Prepardness Annual Program Paper for the Commissions approval. Commissioner Dunow made the motion for the Chairman to sign the paper, Commissioner Black being absent from the room, the Commissioner Boyle relinquised the Chair to second and carry the motion. The Chairman then signed the Prepardness Paper.
Al also presented the Area Aging Plan for 1980. Commissioner Dunow made the motion that the Chairman sigh the Plan into effect. Commissioner Black still being absent from the room, Commissioner Boyle relinquished the Chair to second and carry the motion, he then signed the Plan. Al stated that when the people from the Division of Aging were here last week they were very impressed with the things that had been done in San Juan County regarding the Aging Program here.
Al reported that he would be leaving the 5th of September for meetings up north. On the 7th he will be attending a Civil Defence Directors meeting, 6th Aging Division, also on the 6th a meeting with Outdoor Recreation to get re-imbursement for the Montezuma Creek Swimming Pool. On the 10th he will appear before the State Board of Directors of the Aging, the llth, 12th, 13th, he will be attending quarterly aging committee meetings regarding administrative changes.
Al further stated that the State Division of Aging had allocated funds to Area Agencies to rent transportation to the Governors Conference on Aging the 12th of September. The San Juan Area Agency can receive up to $622.00. Al suggested that they rent 1- 40 passenger bus with the money to take the Senior Citizens up that have already signed up for the trip.
Al will be meeting with Ed Scherick soon to talk about a land lease for the Mexican Hat water Project.
