MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD NOVEMBER 26, 1979.
PRESENT: Chairman E. S. Boyle, Commissioner Bill Dunow. Commissioner Calvin Black being excused from the meeting to be in Washington D. C. Also present, Al Haskins and Deputy Clerk, Peggy Jorgensen.
TIME: 10:00 A.M.
Minutes of the previous weeks minutes were read and approved, this being done on a motion made by Commissioner Dunow and seconded by Commissioner Boyle who relinquished the Chair to carry the motion,
COMMISSIONER DUNOW REPORTS:
Commissioner Bill Dunow reported that Commission Chairman Lewis Bucklow of Delores County had contacted him and that Delores County will honor the snow removal agreement with San Juan County for clearing snow at Ucolo.
Commissioner Dunow also reported that the Christmas Party will be December 21, 1979 at 1:00 P.M. according to County Recorder Louise Jones who is in charge of the party this year.
Commissioner Dunow further reported that people building in the County are not getting their building permits. He has checked with the Sheriff regarding this matter and the Building Inspectors for the County are charged with enforcing the law on this matter. Failure to obtain a building permit constitutes a misdemeanor and punishable as provided by law.
COMMISSIONER BOYLE:
Commissioner Boyle reported that he had received a letter regarding population estimates from

John Brockbert of the Utah Population Work Committee of the Department of Vital Statistics for the State of Utah. Mr. Haskins was asked to fill out the enclosed questionaire and return it with the correct population figures that had been accepted by the Legislative Analyst of the State of Utah.
AL HASKINS:
Al Haskins reported that John Scott has been chosen to be the Executive Director of the SEU-CAP Board,
Al Also presented the following Employment Policy for County Mini-Bus Drivers. Commissioner Dunow made the Motion that the Commission accept the policy with Commissioner Boyle relinquishing the Chair to second and carry the motion.
EMPLOYMENT POLICY FOR SAN JUAN COUNTY PASSENGER BUS DRIVERS:
1. To be employed as a San Juan County passenger bus driver an applicant must have at time of employment:
A. A valid Utah chauffeurs license of the class required to drive a passenger bus for hire. This license must be kept current during time of employment.
B. A Medical Examiner's Certificate showing that the applicant is physically qualified
in accordance with Motor Carrier Safety Regualtions, ( 49 CFR 391.41) to drive passenger buses for hire. In cases of employees under 65 years of age this certificate must be renewed annually. In cases of employees 65 years of age or older, this certificate must be renewed semi-annually.
2. As soon as possible after employment an employee must complete satisfactorily an official defensive driving course and must continue to take and pass such course annually. Drivers may also be required to take other bus driving courses.
3. San Juan County will pay for required driving courses and physical examinations but will not pay drivers for time required to take such courses and examinations.
4. Drivers employed by San Juan County at the time of adoption of these policies must conform at the earliest practical opportunity.
5. Drivers will be responsible for the maintainence and cleanliness of buses. Drivers will be responsible for a daily inspection of the bus to be driven and will record on a pretrip in-spection checkoff sheet, any repairs or maintainence needed and when such conditions are corrected. Special consideration will be given to safety factors.

Mr. Haskins also reported that he was attempting to locate Mr. Jay Nelson in that the tank for butane had not yet been installed at the Montezuma Creek Swimming Pool and that the contractor is in need of heat immediately. Mr. Haskins during the course of the meeting spoke with Mr. Lisle Adams of Monticello L. P. Service and Mr. Adams will get the tank down to the pool as soon as he possibly can.
Mr. Haskins stated that the Bluff Community Center final payment had been received of $18,000.00. He discussed with the Commission the amount needed to put the finishing touches on the building for more satisfactory use.
JIM BLACK- AIRPORT:
Jim Black met with the Commission to discuss with them the condition of the airport and the need for the strips to be plowed more often than they are now. He stated to the Commission that the runways are dangerous and that the chances of pilots not knowing the strip having a terrible accident are great. The Commissioners discussed this and the hangers with Mr. Black at length. Commissioner Boyle stated that he would get in touch with Ron Thebold of the Utah Department of Transportation in charge of airports for aid in repairing an upkeeping the airport.
CURT PEHRSON- SOUTHERN PLANNER AOG:
Curt Pehrson, southern planner for the Association of Governments met with the Commission to discuss with them the preparation of a Master Plan for the County.
CORRESPONDANCE:
Commissioner Boyle presented a letter he had received from Dixie Barker requsting a letter from from the County to the State Travel Council regarding matching funds. Commissioner Boyle will write a letter on this matter strongly stating the County's stand if there is equal representation.
JIM DANDY:
Jim Dandy met with the Commission to discuss with them the walk-way at Montezuma Creek. The Chairman will write a letter to Mr. Dandy explaining the situation with the walk-way and who owns the property on which it is placed.
