MINUTES OF THE COUNTY COMMISSION MEETING HELD FEBRUARY 26, 1979
Time: 10 A.M.
Present: Commission Chairman, E, S. Boyle, Commissioners Bill Dunow and Calvin Black. Also present
Deputy Clerk Peggy Jorgensen and Al Haskins.
Minutes of the previous weeks meeting were read and approved upon a motion made by Commissioner Dunow and seconded by Commissioner Black to carry the motion.
MELVIN DALTON Melvin Dalton met with the Commissioners to discuss the closing of roads by the BLM.
COMMISSIONER BLACK REPORTS
Commissioner Black reported on a resolution signed by the Governor against designating wilderness areas
until further land studies are completed.
He also reported that the legislature is in the process of passing legislation to call for provisions for County Commissioners to call special elections to divide a County if it is necessary. There is also a bill out which will not allow cities and counties to raise the pay of elected officials for a complete term of office.
He also reported on an AOG meeting he had attended in which the issue of accrued vacations had
been brought up. He presented to the Commissioners a draft of SEUAOG vacation policy in which
vacation cannot be accrued year to year, and unused vacation credits as of the end of each year will
be reimbursed at the rate equal to one-half day for each day of vacation accrued, not to exceed
the equivalent of one week's pay. The Commission plans to study this policy for possible improvements
in the County's personel policy.
Elected officials raises cannot take effect until after the next general election.
JONAS MUSTACHE
Jonas Mustache, Tribal Council Delegate from Red Mesa met with the Commissioners to present a resolution from the Red Mesa Chapter concerning the Road N-35 from the Chapter House of Red Mesa to the Arizona State line.
COMMISSIONER DUNOW REPORTS
Commissioner Dunow reported that he had attended meetings in Salt Lake City on Emergency Services. He also reported on the City Center Motel.
Commissioner Dunow also reported on the water problem in Bluff.
Commissioner Dunow also reported that he had purchased a typewriter for the Justice of the Peace,
and that Al will be purchasing another for the Travel Council Office when he goes to Salt Lake City
again.
JOINT STATE-CITY-AND COUNTY ROAD MEETING
There will be a joint State, City and County Road meeting March 21,22,&23 in Blanding. At 2PM on the 21st there will be a bus tour to Montezuma Creek and the surrounding area. That evening there will be an open house. Thursday there will be a breakfast meeting and in the evening a dinner at the High School Cafeteria for those attending the meetings and their wives. On Friday they will meet unitl noon,
RESIGNATION FROM LIBRARY BOARD
Mrs. Corrine Roring has resigned from the Library Board. The Commission will be studing possible replacements to the Board to fill the vacancies left by the resignation of Mrs. Roring and Mrs. Guymon.
RESIGNATION FROM HOSPITAL BOARD
Gordon Wood has resigned from the Hospital Board. Upon a motion by Commissioner Black and seconded by
Commissioner Dunow, Mr. Steve Nielson will be appointed to serve out the expired term of Mr. Wood.
CORRESPONDANCE
The Commission received correspondance from the following:
Department of Housing and Urban Development ....Release of Funds and Certification for Mexican Hat
Water Project.
Social Services..On Crisis Projects in South Eastern Utah.
Division of State Lands...Notice of Hearing on Energy Fuels Nuclear.
Praetor Engineering.. .Bluff to Montezuma Creek Road.
They also received a letter from UNDC requesting an extention of time for completion of the Montezuma
Creek Swimming Pool. This was approved upon a motion made by Comissioner Dunow and seconded by
Commissioner Black. The Chairman will write a letter of authorization to UNDC.

INSURANCE BIDS OPENED
Insurance Bids were opened at 2 PM with bids from Transwestern Insurance Agency and from Central Utah Insurance Agency, Central Utah Insurance Agency having the low bid. Commissioner Black made the proposal to approve the bid and accept it and the motion was seconded by Commissioner Dunow.
COMMISSIONER BOYLE (US 666)
Commissioner Boyle reported that he had spoken with Sam Taylor on the road East.^ He also spoke with Sterling Davis on the matter. This concerns U. S.666 East and the Curb and Gutters that are to be made when the road is under constuction.
SUMMER DAY CARE AND FOOD PROGRAM PROPOSED
Diane Jones and Hector Chacon met with the Commissioners and presented a proposed plan to provide recreation and a hot meal to children for approximately six weeks during the summer . The Commissioners said that they wanted more information on costs, the number of people needed and where the funding would come from. This plan was proposed initially by Social Services.
BRUCE SHUMWAY
Bruce Shumway met with the Commissioners with an Agreement for the Chairmans signature to increase
the price for Senior Citizens Meals to $1.50 for the San Juan Community Action PRogram and also
to increase the cost of the meals at Navajo Mountian for the Senior Citizens to $1.50. Upon a motion
By Commissioner Dunow and seconded by Commissioner Black the Amendment to the Contract was approved.
Mr. Shumway also discussed the need for more office space in the health department at Monticello.
The surplus buses are in the Blanding Shed and will be left there until the County Auction in the spring.
He also discussed the Bluff Building construction.
AGREEMENT BETWEEN COUNTY AND NATIONAL PARK SERVICE
The Sheriff signed an agreement between the County and the National Park Service and upon a motion made by Commissioner Dunow and seconded by Commissioner Black the Commission Chairman was authorized to sign into effect the agreement. This agreement authorizes the deputizing of Park Service personnel.
The following is a resolution adopted by Delegates at the NACo Conference in Hawaii:
Delegates at the conference adopted a resolution calling for no more wilderness
to be carved from commercial forests because of the inflationary impact of a reduced timber supply and the economic impact on counties dependant on the timber industry.
Supported limiting wilderness in Alaska to the 80 million acres called for in the Alaska Native Claims Settlement Act and protested use of the Historic Sites and Antiquities Act which created 57 million acres of wilderness in Alaska without a vote of Congress.
Supported full funding of the Payments-in-Lieu of Taxes Act to provide $108 million in federal payments to more than 1,500 counties to make up for the tax immunity of federal natural resource lands.
Opposed the transfer of the U.S. Forest Service from the Department of Agriculture.
Supported loans to counties affected by energy development.
Called on Congress to transfer most of the federal land holdings to the respective states.
Called on Congress to provide financial assistance for counties to meet federally mandated county jail standards.
Opposed a repeal or modification in the 1972 Mining Law.
Asked that the National Park Service work with counties to develop locally acceptable controls for private holdings within national parks.
Ask Congress to establish fair and equitable grazing permits for federal lands.
Favored the proposed Sugar Stabilization Act to provide sugar prices fair to the consumer and the sugar industry.
