MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD SEPTEMBER 25, 1978

Minutes were read and approved on a motion by Commissioner Guymon and seconded by Commissioner Black. UTAH STATE FAIR
Ruby Bronson met with the commissioners asking that they write to the State Legislature asking that the Utah State Fair be left at the Fair Grounds and not moved to the Salt Palace. This was discussed by the commissioners who felt that this was a good idea as there would not be enough room in the Salt Palace for all the exhibits and the animals and also that there is not enough parking space.
Mrs. Bronson also presented a letter for the Blanding Senior Citizens thanking the Commissioners for the "help that you have shown and the support that has been given to the Senior Citizens of our County the past two and one half years." They were also grateful for the equipment and facilities that have been provided for the use of the Senior Citizens in the Blanding area.
HOSPITAL ADDITION
Mr. Arlo Freestone met with the Commissioners to present the notice for bids on the hospital addition that is to be placed in the local paper. This notice was approved by the commissioners for publication.
BEER LICENSES
The Commissioners discussed the beer license election in Montezuma Creek area. This will be the policy that is, that any other part of the county may have an election to determine whether or not beer will be sold in their area. The area must manifest concern to the commissioners to have an election held. This will be held in connection with the general elections held in the county.
COUNTY ROAD MEETING
The Commissioners discussed and it was decided to hold the road meetings only on the 1st and 3rd Monday of the month.
MEXICAN HAT IMPROVEMENT DISTRICT
The Commissioners received a letter for the Association of Governments addressed to Don Latham, supporting the Mexican Hat sewer system grant because Mexican Hat will have a health problem if this is not granted.
CEDAR POINT FIRE TRUCK
John Baker and Commissioner Boyle reported that the Cedar Point Fire Truck had arrived. They stated that the people of Cedar point were really enthusiastic and happy about this truck. They had elected a fire chief and were having weekly meetings and drills.
BLANDING GOLF COURSE MOWER
Commissioner Guymon stated that LaRay Alexander needs a new mower for the Blanding Golf Course. This was approved by the Commissioners as long as he doesn't go over his budget.
COUNTY ROAD
Kent and Beverly Rowley met with the commissioners to discuss getting one and one-fourth miles of county road out by their land graveled. The commissioners stated that this could be done but that it would probably not be done for almost a year. They also cautioned the Rowleys' that this road is extremely difficult to keep open if we have a bad storm and that they might be snowed in for several days at a time. The Rowley's stated that they had taken this into consideration.
EMPIRE ELECTRIC'S CONTRACT - CEDAR POINT FIRE STATION
John Baker presented a contract from Empire Elctric for the Cedar Point Fire Station. There will be a $5.00 deposit and a minimum billing of $7.35 a month. This was approved by the commissioners and Commissioner Boyle signed the contract.
COMMISSIONER BLACK REPORTS
Commissioner Black reported that the Governor felt that the counties were not quite flexible enough on their wilderness position. The final position that might be adopted is that only those areas recommended by the State may be made into wilderness areas and that the counties must concur with these areas. All others not recommended should be turned back to multiple use areas.

Commissioner Black also reported that the legislature/was in favor of reducing taxes on owner occupied homes state wide with either a homestead exemption, circuit breaker applied to all homes that are occupied. Commissioner Black made the motion that the County Commissioners adopt the above as the County position . This was seconded by Commissioner Guymon and passed uananimously.
PICKUP BIDS
Redd's are unable to supply the specifications on the bids that were accepted last week. Therefore, they will provide the pickups with a V-8 engine at the same price, $5,601.00.
Bids were opened on dump trucks but were held pending further consideration. BRUCE SHUMWAY - MISC.
Bruce Shumway met with the commissioners to discuss a contract on the transportation. This was accepted on a motion by Commissioner Guymon and seconded by Commissioner Black and passed unanimously.
Mr. Shumway asked that the county pay Marsha Keele's salary again this month until they can get her
on the State merit system. This was approved on a motion by Commissioner Black, seconded by Commissioner

Guymon and passed unanimously.
Mr. Shumway also discussed the new office building in Blanding, which will be opposite the Albert R. Lyman grade school. Mr. Shumway needs to find out if Marion Hazelton wants to have offices there.
MASTER MUTUAL AID AGREEMENT BETWEEN COUNTIES IN THE STATE OF UTAH
Mr. Haskins presented the State of Utah's Master Mutual Aid agreement between Counties in the State of Utah. This was approved to be signed on a motion by Commissioner Black seconded by Commissioner Guymon and passed unanimously.
WINTERIZAT10N PROGRAM
John Helquist quit the Winterization Program. The state came down and audited John's books. They were very pleased about the work done but there seemed to be a problem with the record keeping. Mr. Haskins explained that this was very complicated as there was a lot of red tape involved. Alvin Black also quit the program. SEUCAP will hire a man and pay his wages for the work done on the reservation. Notah Tahe was the person to run the program on the reservation and he will find a man to do the work. This will be done through the UNDC.
COUNSEL OF DEFENSE
The commissioners received a letter from Don R. Sprattling commending Al Haskins for the excellent job he has done with the County Counsel of Defense. They also commended the County for its cooperation.
BUILDING FEES-BUILDING PERMITS
Clytie Barber, County Clerk, met with the Commissioners to discuss updating fees. The Commissioners adopted the following fees:
$1.00-$500.00 5.00
$501.-2,000.00 5.00 + $1.00 for each additional $100.00
$2,000.-25,000.00 20.00 for 1st $2,000. plus $4.00 for each $1,000.00
$25,000.-50,000.00 112.00 for 1st 25,000. plus $3.00 for each $1,060.00
$50,000.-100,000.00 187.00 for 1st 50,000. plus $2.00 for each $1,000.00
$100,000.-500,000.00 287.00 for 1st 100,00. plus 1,50 for each $1,000.00
$500,000.- up 887. 1st 500,000 plus 1.00 for each additional $1,000.00
The building inspection fees will be $8.00 for each inspection plus 25cents per mile with a minimum of
3 inspections on a home. This must be paid at the time of the purchase of the building permit.
This was made on a motion by Commissioner Black and seconded by Commissioner Guymon and passed unanimously.
The people can get a permit either from the County Clerk's Office or from the Building Inspector. STATE FAIR PLAQUE
Commissioner Guymon presented a plaque awarded to the San Juan County Fair Boothe at the Utah State Fair. The booth took 3rd place.

MINUTES OF THE SAN JUAN COUNTY ROAD MEETING HELD SEPTEMBER 25, 1978

Bernal reported he had hired Helen Dennision on C.E.T.A. Program at 23-1. This was approved by the Commissioners. Bernal also hired H. A. Gerling at 26-1 as a permanent employee. Approved.
Bernal reported the Brakes on #29 Truck had failed and the Truck ran into another Truck, causing extensive Damage to the Cab. The Commissiners suggested a new cab be purchased for this vehicle.
Ace recommended Juan Valdez be given a 90 Day probation raise and be made a permanent employee. This wa; approved by the Commissioners.
Ace requested a cab for the John Deere Mower and the Backhoe. It was approved to get one for the Backhoe.
Doug reported the new Pump was being installed in the Red Mesa Well today.
Doug reported he had met with Cassidy engineering firm on the Monticello airport. Their estimate was $432,600.00. The county share would be $19,000.00. This was approved by the Commissioners.
The commissioners suggested Road meetings be cut to two meetings a month. It was generally agreed to try this for a while.
