SAN JUAN COUNTY COMHSSION MEETING MINUTES NOVEMBER 25, 1985
The San Juan County Comnission met in regular session on November 25, 1985 at the hour of 10 a.m. at the San Juan County Courthousef Monticellof Utah.

MEDICAL FACILITIES - HARDY REDD
Hardy Redd met with the Commissioners to let than know he supports the Comnission in the decision of selling the San Juan County medical facilities. Mr. Redd feels that a private industry can do a better job than a public industry, that there is more incentive to do an efficient job. Commissioner Bailey agreed and thanked Mr. Redd for his statement.
OMAN PROPERTY - PAUL MORTENSEN
Paul Mortensenf attorney, met with the Commissioners to discuss the problem Milton Oman, his client, has with his private land at Bug Point. The county improved a road by Mr. Oman's land and Mr. Oman says that the land is water bogged because the culvert is too high and has prevented him from farming it. Mr. Mort-ensen showed the Comnission a video of Mr. Oman's land, showing ponds of water around the culvert and the problems that have occurred with so much water. Commissioner Bailey said that there are two reservoirs that sit above the property and feels that this is part of the problem. Doug Pehrson, engineer, said that the culvert has been there at least 15 years and the county road has nothing to do with the booged problem, but agrees the culvert is too high. Mr. Mortensen said that Mr. Oman would like to settle this out of court and wants the county to: One, drop the culvert; Two, dig a ditch so that the water will run off: Three, take care of the thistle problem. Commissioner Bailey said that the county will agree to put a bigger culvert pipe, which will make it lower, but feels that the county should not do work on private land to dig a ditch or take care of the thistles. Mr. Mortensen will meet with Bruce Halliday, county attorney, to come up with a reasonable agreement.
MONTEZUMA CREEK POOL
I Ccxttnissioner Bailey received a letter from the State of Utah, Parks and Recreation, stating that an on-site inspection was made at the Montezuma Creek Pool in compliance with regulations of the Land and Water Conservation Fund grants-in-aid program. The report was satisfactory.
FILING FEES INCREASE
Rick Bailey, Administrative Assistant, reported that Mary Lou Mosher, Recorder, made a note to the Commissioners that the Recorders on the Wasatch front are proposing a fee increase, doubling the fees that are now in use. The other Recorders of the state are against any raise in fees and feel that it should be at the discretion of each individual county. Rick Bailey will write letters to the UAC, Senate, and others to notify them that the Comnission are against this fee increase.
CEP ROOM
Tauna Degraw, a CEU employee, met with the Commissioners to ask if it would be possible to borrow the county desk she is using now in her office until the CEU can furnish one. The Commissioners approved moving the desk in the CEU office to San Juan Recreation Office if this became desirable.
UTAH STATE DEPARTMENT OF HEALTH
Rick Bailey, Administrative Assistant, had three grants for the Commissioners to approve and sign. The amount $15,161 was given to the county for 50% of the cost of a new ambulance, training and for Monument Valley Hospital. Commissioner Holliday made the motion to approve this. UNANIMOUS
LA SAL AMOOO ROAD
Comnissioner Bailey said Amoco in La Sal asked the county for permission to post a sign that would prohibit snowmobiles from using the county road that Amoco runs their trucks on. Amoco will keep the road open this winter but doesn't want snowmobiles running up and down the road which may cause accidents. Commissioner Bailey asked Doug Pehrson, surveyor, to follow up on this. The sign will be posted at the state highway.
MEDICAL FACILITIES REVIEW PROPOSALS
The Commission met with Rayburn Jack, Health Care Service Director, and John Bramall, representative of Bonneville Health Systems to discuss the proposals on the medical facilities. Mr. Jack had been showing Mr. Bramall the facilities of the Nursing Home and the Hospital and Mr. Bramall says that Bonneville Health Systems is definitely interested in the Nursing Home. Commissioner Bailey gave a report on the proposals that were received last week, saying they will need alot of follow up and the problem with the deed to the Nursing Home property from City of Blanding still exists. San Juan Health Care Services made a proposal that has two options; One, to make an outright purchase; Two, an operating agreement. Southwest Health Management is interested in completing their proposals and negotiations that includes all entities of health care. Proposals from Castle Country Care Center are for management of the nursing home, home health agency and the ambulances. Bonneville Health Systems is not in enough detail but there is a interest in every aspect of health care. Rick Bailey, Administrative Assistant, said he met with Ted Stagg, CPA developer, and he is making a list of other county medical facilities in the area that have sold to private companies and the price and outcome. Mr. Stagg will meet with the Commissioners on December 16, 1985, with this information and to go over the proposals that were received. Commissioner Bailey said that the Commissioners are setting up a Blue Ribbon Committee to help them evaluate the proposals and alternatives.
BILL BAYLES, OEftJNICATION ENGINEER
The motion was made and approved for Bill Bayles, Communication Engineer, to advertise in the paper to sell the county Arctic Cat snowmobile. Mr. Bayles said he will ask for sealed bids by December 20, 1985 to be sent to the clerks office.
FOREST SERVICE PERMIT
A motion was made and approved by Commissioner Holliday to renew the Communication permit and payment with the Forest Service at Abajo Peak Communication Site Plan.
HALLS CROSSING AIRPORT
The Commissioners signed the Project Application and Grant Agreement for State Aid for Development of Public Airports from the Division of Aeronautics. Rick Bailey, Administrative Assistant, will submit these

applications for the Halls Crossing Airport.
SPOTLIGHTING
The Commissioners received a letter from Burton Black pointing out that the county ordinances on spot-lighting conflict with the State Law and wants the Commissioners to look further into this. The Commis-sioners will follow up on this next week.
LIBRARY BOARD
Harold Allen and Oleen Hatch were re-appointed to the library board with their terms beginning December 1,
1985 and expiring December l, 1989. The motion was made by Commissioner Holliday. UNANIMOUS. Gene Hacking was previously appointed to the library board with her term beginning December 1, 1985 and expiring December 1, 1988.
RECREATION'S BUDGET
Gail Johnson, clerk, met with the Commissioners to discuss the budget for the recreation department. Mrs. Johnson said that Mr. Allred, recreation director, is buying equipment for his office, baseball equipment, hiring part time help, etc. and wanted to know if this had been approved from the Recreation Board. Commissioner Holliday said that Mr. Allred purchases had been approved by the board. Mrs. Johnson
said that she would like to be notified of all the things Mr. Allred is authorized to purchase that the
county is responsible for making payments on.
