MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD SEPTEMBER 24, 1979.

PRESENT: Chairman E. S. Boyle and Commissioner Bill Dunow, Commissioner Black being excused

to be away on business. Also present, Al Haskins and Peggy Jorgensen.

Minutes of the previous weeks meeting were read and approved with the stipulated additions

and corrections. This was done on a motion made by Commissioner Dunow and seconded by Commissioner

Boyle who relinquished the Chair, to carry the motion.

JAY NELSON

Jay Nelson met with the Commission and requested a payment draw on his contract. He also discussed the pool and building construction of the Montezuma Creek Swimming Pool. The Commission has made the decision to not accept the pool until next spring. Mr. Nelson stated that he may need a time extention to complete the building, and that he will write a letter to the Commission requesting this.

COMMISSIONER BOYLE

Commissioner Boyle reported that he had spoken with the City Manger of Monticello and that tentative plans are being made to build a theatre and also a storage build for Harold Young east of the city across from Redd's. The Commission discussed this at length and will direct the city as to the County's Building Permit requirements that they will have to meet.

He also presented to the Commission a letter from Jake Garn regarding the Commission's recent letter on Glen Canyon Recreation Area, and his support of the Commission's views.

Chairman Boyle stated that the Courthouse custodian will be getting figures (amounts) for tree trimming around the Courthouse. He further stated that the roofing crews should be here today.

Chairman Boyle also presented his copy of a Law Suit that is about to be instigated against the County, the Commissioners, San Juan Hospital and Dr. D. L. Gibbons. They discussed this briefly with the County Attorney.

Commissioner Boyle will be in Salt Lake City, Thursday for a Social Services Steering Committee meeting,

COMMUNICATIONS EQUIPMENT ON MOUNTAIN

Arlow Freestone and Mr. Chad Mock of the DHEW met with the Commission to discuss with them the

Emergency Communications equipment that is on the Mountain. Mr. Mock stated that there may be

a change in the vehicle use time factor vs mileage for replacement of ambulances. He asked questions

regarding the budget and how things could be expended which the Commissioner explained. He

also presented to them a list of requirements for grant assistance which the secretary is to type

on County letterhead and send to Mr. Mock, along with amounts needed for grant assistance. This

was also an agreement to maintain the equipment already obtained through grant assistance.

COMMISSIONER DUNOW REPORTS

Commissioner Dunow reported that he had attended an Association of Governments meeting in Castledale on the 21st. He stated that names had not yet been nominated for the B.L.M. Advisory Board. He also reported on the Blanding City streets that are being built,and will check on matters before they are completed. AL HASKINS

Al Hasins reported that he had gone to Bluff to check on the Bluff Multipurpose Center and that there are still leaks in the water lines and that the air conditioning is not working. He further stated that the workmen may have had time to repair these items later in the week.

He also reported that he had met with Bruce Shumway and that they had discussed the Navajo Aging Program. He stated that $ 1,600,000.00 has been alloted for this program, and divided as follows: $100,000.00 for the Utah portion of the reservation that will be distributed from Fort Defiance Az. Red Mesa: $24,000.00, Aneth: $24,884.00, Montezuma Creek: $24,809.00, Oljato: $24,909.00 and Navajo Mountain is considered an Arizona Nutrition Site. Mr. Haskins further stated that these amounts are subject to change. According to Mr, Haskins each site should have a Site manager, a Service and activity co-ordinator, bus driver, and head cook. The Commission discussed the Senior Citizens meals and the moneys that are brought in with Mr, Haskins.

Al will be attending a SEU-CAP Board Meeting in Price on the 3rd of October and a Civil Defence meeting, wherein he will get together with private security people on the 5th and 6th.

MR. FRANCOM MAKES REPORT TO COMMISSION

Deputy Auditor Bill Francom met with the Commission, Marian Bayles, County Treasurer,&County Clerk Clytie Barber to report on his meeting with the State Auditor's Office. Mr. Francom began by telling Commission that he had showed the Audit report to the DHI Computing Service in Provo and that the Company stated that they could and would make the proper adjustments and begin the new year with a zero balance, and that to make any adjustments before that time would incur a great many problems and difficulties,

Mr. Framcom further reported to the Commission that he had met with Bruce Hymus and that Mr. Hymus

and/or his staff would be down to assist him in every way to balance the books. According to the

report the County's accounts have been set up like a business, and carried on as set up in the

past. Mr. Francom also stated that the Accounting codes will have to be changed, and that the

County will have to operate on 16 mills of assessed valuation plus expected State and Federal Funds.

The Commissioners again stated that they are not placing blame on anyone, but that the errors must be

corrected and the books remain corrected. They also stated that there has been a lack of communication

between the Commission and the County Offices. Mr. Francom earlier in the meeting stated that

Mr. Hymus was indeed planning to re-do the audit, at least that was his impression after speaking with him,

Mrs. Barber and Chairman Boyle exchanged opinions on several matters.

VISTA WORKERS INTRODUCED

Jim Kindred of the San Juan Center for Higher Education met with the Commission to introduce to them the new VISTA workers in the County. They are listed as follows and the places that they will be working: Sharon Wainshilbaum, Monticello, at the Career Center, M.H.S., January Chaix, Montezuma Creek (UNDC), Barbara Bennett, San Juan Center for Higher Education, Blanding, Linda Meier, Blanding San Juan Center for Higher Education, tutoring nursing students, Richard Rolof, Blanding at UNDC, Stephen Gaines, Bluff, Headstart and Adult Education, Katherine Merkle, Navajo Mountain, UNDC, Jane Hosmer, Mexican Hat, Trenly Tyson, Blanding, San Juan High School, counselor, Richard Bennett, Blanding, UNDC, Jean LaSarre, Monetzuma Creekm Whitehorse High School, Career Education, Brooksie Stevens, Montezuma Creek for the San Juan Center. The Commission welcomed these young people to the County and extended to them an invitation to meet with the Commission whenever they desired.

TRAVEL COUNCIL

Brother Juniper of the Travel Council met with the Commission to present a recommendation for the new Director Ms. Sande of pay scale Grade 8, Step 5. This amount would be $979.00 monthly. The Commission declined the recommendation and set Ms. Sande's pay at $835.00 monthly and will reconsider this action in three months, when she will then be eligable for County Benefits. Commissioner Dunow made the motion that this be the decision and action of the Commission and Commissioner Boyle relinquishing the Chair, seconded, to carry the motion.

TELEPHONE CALL

Commissioner Boyle contacted S. E. Boberg by telephone and relayed the wishes of the Commission to him regarding the Montezuma Creek Swimming Pool and the decision of the Commission to wait until next year to accept the pool. Mr. Boberg agreed with the decision.

STATE FAIR REPORT

Mrs. Ruby Bronson met with the Commission to present to them the third place plaque, and ribbon the County's booth at the Utah State Fair had received. She also presented some billings. The commission expressed their appreciation to Mrs. Bronson and the other individuals who aided her in putting

together the booth and representing San Juan County, She also reported that there will be a meeting in Moab the 28th regarding the proposed Wilderness areas.

ZONING ORDINANCE DISCUSSED

Jim Kindred met with the Commission to ask questions regarding some property he is contemplating purchasing and building on. The Commission answered his questions to his satisfaction.

BRUCE HYMUS RETURNS CALL

Bruce Hymas, of the State Auditor's Office returned the telephone call of the Commission and discussed with the Chairman his intentions for coming to the County. He stated that he would come himself or send members of his staff to meet with the Clerk-Auditor's Office and the County Commission to be certain that all of the Uniform - Accounting proceedures are being adhered to. He has no desire to put the County to the expense of doing the Audit over, but has several statements in the recent Audit Report that he wants to check out,

COUNTY CLERK-AUDITOR REQUEST

County Clerk-Auditor Clytie Barber, met with the Commission to request their approval for the purchasing of a new typewriter and the hiring of a new clerk. Commissioner Dunow made the motion that this request be granted, and Commissioner Boyle, relinquishing the Chair, seconded, to carry the motion. This amount will come out of the District Court Budget.

BOOKMOBILE

Mr. Paul Butres of the Utah State Library Commission met with the Commissioners to explaine the raise in the cost of the Bookmobile to the County, He reported that the Bookmobile is spending a lot of time in the Montezuma Creek and Aneth areas, but that they are trying to cut back on travel as much as possible to conform with the Governor's Energy Plan. He presented to the Commission a Letter of Intent regarding the County paying its share for the bookmobile in the County. The cost of this is $20,371.00. Commissioner Dunow made the motion that the Commission accept this Letter and Commissioner Boyle relinquishing the Chair seconded to carry the motion and then signed the letter. A Copy of this will be on file in the Clerk's Office.(NOTE) Egnar Colorado pays $1,100.00 toward this amount. IBM REPRESENTATIVE VISITS

Mr. Gene Trotter of IBM met with the Commission and introduced to them the new IBM Copier. He requested that the Commissioners drop by the office in Salt Lake and see the machine and consider getting one for the County's use. The Commission has a very descriptive booklet on file for future reference.

ROAD MEETING OCTOBER 1, 1979 TIME: 9:00 A.M.

PRESENT: COMMISSIONERS E. BOYLE, B. DUNOW, AND C. BLACK. SURVEYOR D. PEHRSON. FOREMEN L. LYMAN, B. BRADFORD, AND L. ADAMS.

MINUTES WERE READ AND APPROVED.

COMMISSIONER DUNOW REPORTED THE STREET TO EDGE OF THE CEDARS HAD BEEN APPROVED FOR OILING, WITH THE CITY TO PAY FOR 100% OF THE ASPHALT: 50-50 ON THE LABOR. A SUB-DIVISION STREET WILL ALSO BE BUILT WITH THE CITY PAYING 100% OF ALL COSTS. IN MONTICELLO, THE JIM BLACK ROAD WILL BE BUILT ON A 50-50 BASIS. LYNN AND EDDIE WILL WRITE A LETTER TO THE CITY INFORMING THEM OF A TIME LIMIT ON DOING THIS STREET.

DISCUSSION CONTINUED ON FORMING A POLICY ON CITY WORK IN THE FUTURE. TEEK REPORTED HE WAS MOVING TO FRY CANYON TO DO A PROJECT IN THAT AREA. BERNAL REQUESTED A 90 DAY RAISE FOR G.A. SICKLER. THIS WAS APPROVED.

DOUG REPORTED THE U.N.D.C. HAD REQUESTED SOME ROAD WORK TO THEIR CLINIC. THE COMMISSIONERS TURNED THIS DOW.

DOUG ASKED ABOUT (the) JIM BLACK ROAD. COMISSIONER DUNOW SAID THEY WOULD CURB AND GUTTER THIS STREET NEXT YEAR, THEN THE COUNTY WILL BLACK-TOP.

LYNN PRESENTED A LIST OF ROAD PROJECTS FOR 1979 FOR CONSIDERATION BY THE COMMISSIONERS. MEETING ADJOURNED 10:00 A.M.
