MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON MONDAY, THE 24th DAY OF NOVEMBER, 1969

Meeting opened at 10:00 O'Clock A. M. with Commissioner Hazleton in the Chair.
MINUTES OF THE PREVIOUS MEETING WERE READ AND APPROVED. Motion for approval was made by Commissioner Black, seconded by Commissioner Young and carried unanimously.
CEDAR POINT ROADS DISCUSSED
Raymond Carter and Ross Carhart met with the Commission and expressed appreciation for the road work done in the Cedar Point area. They also stated that they had heard the snow-removal, which had previously been done by the Dolores County equipment, was going to be discontinued. The Commissioners informed the men that no cancellation of the sno-removal agreement had been discussed with Dolores County officials; that they would look into the matter and if a change in the previous agreement is to be made, an announ-cement will be made by our Commission. The Commissioners also assured the Cedar Point residents that in the event of an emergency snow condition, if word can be received by one member of the Commission, the required snow removal will be taken care of.
AUDIT FOR 1969 & 1970 DISCUSSED
Dale Bingham, representing E. J. Glaus, C.P.A., met with the Commission to discuss terms for the County Audit for the years 1969 and 1970.
The County Treasurer was in attendance to give her opinion on the value of an efficient audit. Mr. Bing-ham discussed the schedules and reconciliations they would like prepared by the Clerk's and Treasurer's offices.
The Commissioners assured Mr. Bingham that they would have a decision regarding the Audit for 1969 and 1970 within a few days.
INDIAN TRAINING DISCUSSED
Gene Porter, representing the Employment Security, met with the Commission and informed them that his agency is cooperating with the City of Blanding on a Training Program on the Police Force, and asked if the County would be interested in such a program.
Commissioner questioned the value of such a program as after the Indians are trained, there is no open-ing in the immediate area and when the trainee is sent to a new area they often get home-sick and leave the job. The Commissioners then informed Mr. Porter that this decision would have to come through the Sheriff's Department.
ARVILLA WARREN, COUNTY RECORDER requested, permission from the Commission to have "THE SAGA OF SAN JUAN" available in her office. The Commissionirs replied that they have no objection to this arrangement.
SALARY RAISE FOR CUSTODIAN APPROVED
George Hill met with the Commission as requested a raise in salary. The Commissioners unanimously agreed that his work had been very satisfactory and approved a raise of 5% effective November 1, 1969. It was also stated that another 5% raise would be granted on January 1 of 1970.

CIVIL DEFENSE MATTERS
Joe Berry reported to the Commission that he is having difficulty obtaining permission from various owners of mines to obtain said mines as licensed Shelters so that supplies can be stored in them. He stated that he is having to make personal contact in most instances to negotiate the leases. Mr. Berry also stated that perishables will be stored at the Courthouse.
HIGHWAY NUMBERING PROTESTED
A letter was received from Bro. Juniper protesting the action taken by the U. S. Route Numbering Sub-Committee pertaining to the numbering of highways in the Four Corners area.
The Commissioners are preparing a letter protesting the said numbering in as much as the action taken was entirely different from that recommended by all the States involved and by local officials and Civic Groups in the Four Corners region. Copies of the Commission letters have been forwarded to all agencies involved.
AIRPORT AGREEMENT RECEIVED
A fully executed copy of Cooperative Agreement No. SA-A-69/20 was received from the State Division of Aeronautics. This pertains to the County share (75%) of the total amount of tax collected from fuel sold or used for aviation at the San Juan County Airport.
CLEAL BRADFORD PRESENTS INFORMATION ON SOUTHEAST ECONOMIC DEVELOPMENT DISTRICT
Mr. Bradford gave out information to the effect that San Juan County could be the recipient of moneys to operate programs for improvement of roads and for health assistance. He also asked the Commission if they had any objections to the Southeastern Economic Development District being appointed as the Clearing House for such applications. The Commissioners had no objections to these proposals.
Mr. Bradford presented a check in the amount of $800.00 to represent their share of the Secretary's salary, this being a cooperative agreement with the Tourist & Publicity Secretary and who is also the Civil Defense Secretary.
PUBLIC DEFENDERS FEE DISCUSSED
As a statement had been received from Attorney Thorit Hatch of Helper, Utah, in the amount of $462.40 which represented his fee for serving as Council for the Defendant Michael Follis, and the Commissioners being of the opinion that this fee was excessive; the County Attorney was requested to ask for an adjust-ment on the fee.
The County Attorney then offered to contact Attorney Bruce Halliday and L. Robert Anderson and inquire as to whether either of them would be interested in assuming the position of Public Defendaer for the County on a Retainer Fee.
FOREST SERVICE DISCUSSES ROADS
Rangers Roy S. Verner and John D. Campbell met with the Commission to discuss the needed road improve-ments and bridge replacements on an area of mountain road that involves a Timber Sale. As the road travels thru' land owned by Clyde Barton and as the Forest Service must obtain easements before the improvements can be made, the Commissioners informed the Rangers that the County will cooper-ate if the Forest Service is successful in negotiating with Clyde Barton.
THE COMMISSIONERS approved the attendance of the County Assessor at the ASSESSORS' SCHOOL scheduled for December 5, 1969.
COMMISSIONERS DECLARE "BUCKAROO WEEK"
PROCLAMATION
WHEREAS, inter-mural athletics constitute an important and exciting part of the educational system of High School students of the state of Utah, by developing participants both physically and mentally, fostering school spirit, requiring team cooperation and instilling in athletes a desire to do their very best in competition, while being fair and honest; and
WHEREAS, there is a thrill when victory is achieved and such thrill is accentuated by winning over a highly favored opponent; and
WHEREAS, the Utah High School Activities Association, for the school year 1967-1970 created for the first
time three classes of leagues for athletic competition in the high schools of Utah, with the Monticello
High School being in the Class B division; and
WHEREAS, Monticello High School on November 21, 1969 won the state of Utah football championship in
Class B league over a highly favored opponent, thereby bringing great honor to Monticello High School,
its supporters and to San Juan County;
NOW THERE, THE Commissioners of San Juan County, a body corporate and politic of the State of Utah,
hereby declare the week of November 23 to 29th, 1969, as MONTICELLO HIGH SCHOOL BUCKEROO WEEK, and extend
to Coaches Ray Odette and Karl Blake, the Buckeroo football team, and Monticello High School its
congratulations and best wishes for continued success.
Adopted at a regular meeting of the commission this 24th day of November, 1969.
