MINUTES OF THE BOARD OF COUNTY COMMISSIONERS HELD OCTOBER 23, 1978

Minutes were read and approved on a motion by Commissioner Guymon and seconded by Commissioner Black and passed unanimously.
COUNTY ROAD
Mr. Vince Jones and Mr Orrin Story met with the Commissioners to discuss reinstating a county road. This road which runs northwest after leaving Highway 163 near Long Canyon used to be a county road up to the Roundup Corral. Lynn will find out why it was taken off the county system. If the reason was unjust or arbitary then it will be put back on to the system as far as it was at the time it was removed from the system. The rest of the road must be brought up to county standards then an application would have to be made to have the rest of the road up on the county system.
ANETH TO ISMAY ROAD
Vernon Schafermet with the commissioners to ask that the Aneth to Ismay road be graded. He stated that it was really in terrible shape. The Commissioners stated that now that we had moisture this road would be graded some time this week.
COMMISSIONER BLACK REPORTS
Commissioner Black attended the power plant siting task force committee. This committee had approved the Utah International Power Plant to be built near Escalante. He also attended the Tax Study Committee, They are almost finished with their recommendations. The final meeting will be this Thursday.
He stated that the AOG board meeting would be held October 30, 1978 and that he would attend that.
He also stated that he was nearly finished with the letter to the Navajo Tribe about the Red Mesa Well.
FAIRBOARD MEETING
Commissioner Guymon reported on the fair board meeting that he had attended. He stated that they had figured out a budget for next year. They had also decided to eliminate the stock and farm produce exhibits due to lack of interest. Commissioner Boyle suggested having a study to find out if there was enough interest in the fair to have it next year. Both Commissioner Guymon and Al Haskins stated that there was a lot of interest this last year and that the fair board was really enthusiastic about next years fair. Commissioner Guymon stated that all of the fair board workers had done a really excellent job.
BLANDING AIRPORT
Bud Nielson, Blanding City Manager, asked the commissioner to write a letter saying that the extending of the Runway at the Blanding Airport meets the San Juan County Zoning Ordinance and has commission approval. The commissioners agreed to do this.
4 CORNERS MENTAL HEALTH
All 4 county Commissions will met together to discuss the Mental Health budget.
WINTERIZATION PROGRAM
Bruce Shumway hired Vet Bradford to do the Winterization and Low Income Housing but he doesn't have a pickup. The Commissioners stated that either the Golf Course pickup or the Weed Control Pickup would soon be available for his use.
BLUFF MULTIPURPOSE BUILDING
Commissioner Boyle reported that he had received a letter from HUD stating that they were deleting the Water and Sewer Improvement Grant and adding the Bluff Multipurpose Building to San Juan County's grants. Commissioner Boyle reported that he had sent a copy of the letter to Bruce Shumway and to exmayor, Inez Wilson. Commissioner Boyle also presented a copy of a letter that he had written to Bluff Senior Citizens.
MONTICELLO CENTER
Commissioner Boyle reported that he had received a letter from Gene Day on the BLM building which the county is trying to get for the Monticello Senior Citizens. The letter stated that there had been no change but that Mr. Day would keep working on it.
DARYL REDD RESEVOIR
Lloyd Young presented a letter about Daryl Redd's reservoir at the head of Pearson Canyon. He asked that the Commissioners write a letter that was similar to help get this reservoir. The commissioners agreed to this. Commissioner Black made a motion that the County Commission go on record supporting the application for a reservoir in Pearson Canyon. The chairman is to write a letter. Commissioner Guymon seconded the motion and it passed unanimously.
MONUMENT VALLEY ROAD
George Mestose of the BIA asked that the Commissioners meet on the 26th of October at 10:00 in the park building to discuss the improving of a road in the park and putting it on the BIA system and on San Juan County's maintenance agreement. Commissioner Guymon, Lynn and Doug will go to this meeting.
BLUFF TO MONTEZUMA CREEK BRIDGE
Mr. Streatham the engineer from Shiprock asked for permission to put load limits signs on the bridge over the San Juan River. The commissioners stated that they were in full accordance with

this request.
JUVENILE DETENTION CENTER
The commissioners received a letter from Lester E. Prall. He stated that a study had been made on juvenile delinquence in the state of Utah and that San Juan and Grand counties had the greates need for a juvenile detention center. The commissioners want to see the study before making any decisions, The Utah Council on Criminal Justice Administration is willing to provide a grant to help fund such facilities of up to 50% of the construction cost, the remaining 50% must be a local cash match. The Commissioners will take this under advisement.
ABATEMENT APPROVED
The Commissioner approved Louven Guymon's abatement on a motion by Commissioner Black and seconded by Commissioner Guymon.
SPRING CREEK ROAD
The Commissioners received a letter from Max Bailey asking when the county was going to oil the Spring Creek Road. The commissioners stated that they never anticipated oiling that road.
PUBLIC HEALTH BUDGET
Marion Hazelton met with the Commissioners to discuss the public health budget. The commissioners took this under advisement.
BID OPENING
At 1:30 the Commissioners opened bids for the new 12 seat buses. The only bid was Redd Motors with a bid of $8,180 per unit. Dave made a motion to accept this bid if it met with the advertised specifications. Commissioner Black seconded the motion and it passed unanimously.
RECEIPTS FROM FOREST RESERVES
1976 17,021.51 receipts from forest reserves
1977 22,606.60 receipts from forest reserves
1976 90,060.44 receipts from mineral leasing
1977 6,914.51 receipts from mineral leasing
1978 -0- receipts from mineral leasing.
This information is related to the in lieu money that was held out by the Dept. of the Interior to be deposited to the Uniform School fund.
DISTRICT AGING MEETINGS
Area
Al Haskins reported on the District/Aging meeting. He stated that Title 3 & 7 will be consolidated. And that the President signed a bill into law stating that we must ahve an area director who will be paid out of the Title 3 funds.
He also stated that the could get 2 M37-4x4 trucks and 1 jeep from the surplus property division. SAN JUAN COUNTY ZONING ORDINANCE
Bill Jones met with the commissioners to discuss the county zoning ordinance and subdivision ordinance.
TRANSIENT ROOM TAX
The commissioners received a letter from the San Juan County Travel Council asking that the county raise the Transient Room tax. The commissioners would be in favor of this only if the motel owners agree to it and if it becomes the total funding. There would be no money taken from the general fund to cover tourism. The deputy clerk was instructed to write a letter to all motel and travel trailer park owners asking them to meet with the Commissioners and the Travel Council.
