MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD AT MONTICELLO, UTAH ON MONDAY THE 23rd DAY OF NOVEMBER, 1959 AT 10 A. M
Meeting opened with all Commissioners and Clerk present.
DON TALLENT D/B/A MONTICELLO AUTO SERVICE TO BE PLACED ON BID LIST FOR NEW CARS
Don Tallent , doing business as Monticello Auto Service was present to ask that he be given a chance to bid on police cars when such bids are to be called for. He was assured that he will be given speci-fications when bids are called for.
APPLICATIONS MADE FOR FREE USE PERMIT ON GRAVEL Applications were made for free use gravel on the following described premises:
1. SW1/4NE1/4, SE1/4NW1/4, Section 8, Twp. 33 S. Range 23 E. , SLB&M.
2. E1/2E1/2NW1/4, W1/2W1/2NE1/4NW1/4 Section 21, Twp. 36 S, Range 22 E., SLB&M.
3. SW1/4NW1/4, S1/2NW1/4NW1/4, N1/2NW1/4SW1/4, Section 24, Twp 36 S., Range 22 E., SLB&M.
SUPERINTENDANT ZENOS L. BLACK PRESENT TO DISCUSS ROADS
Superintendant Zenos L. Black was present to discuss various matters as follows:
1. The previous agreement between San Juan County and the School District was reviewed in regards to graveling the road to the new school in Blanding. It was determined that San Juan County would gravel the road in preparation for oiling.
2. Mr. Black reported that the East Summitt road is in very rough condition and the school bus is hav-ing difficulty in going over it, and if possible he would like to have the road improved.
The Commissioners stated that they were aware of the condition that existed because of dry weather and rough and uneven surface because of base material, but that the County would see that the road was improved as soon as feasible.
3. Lights for the area in front of the Bluff school were discussed and Mr. Black was asked if the school district would pay for the maintenance of one light in front of the school, and if so the county would pay for the maintenance of another light farther down the street. Mr. Black would not commit himself
as he said the school would prefer to pay for the light and then have the County pay for the maintenance, Negotiations will be furthered with Utah Power & Light Company regarding the same.
OIL AND GAS LEASE CONSUMATED WITH SUPERIOR OIL COMPANY
An Oil and Gas Lease was signed by the Board of County Commissioners in behalf of the Superior Oil Company to the following described lands:
Township 28 South, Range 23 East, S. L. M. Section 25: N1/2SW1/4 Township 29 South, Range 24 East, S. L. M.
Section 3: Lot 2
Section 5: Lot 4 & W1/2 of Lot 3 & SW1/4NW1/4 & W1/2SE1/4NW1/4, less the following described tracts: Beginning 485 feet South of the Northwest corner of lot 3; thence South 61° 31 ' East 750 feet; thence South 500 feet; thence West 659.25 feet; thence North 867.67 feet; to the point of beginning, containing 10.273 acres.
Beginning 720 feet East of the Northwest corner of lot 4; thence South 100 feet; thence SE'ly 61°31' 646 feet along highway; thence North 338 feet; thence West 600 feet to the point of beginning, containing 3 acres, more or less.
Containing in all a total of 212.31 acres, more or less.
MELVIN DALTON PRESENT TO ASK THAT COUNTY BEGIN WORK ON ROAD FROM MONTEZUMA CREEK TOWARD HOVENWEEP NATIONAL MONUMENT AS PREVIOUSLY PROMISED
Melvin Dalton was present to ask that San Juan County begin work on the road near Hovenweep National Monument as was previously promised. He was promised that as soon as feasible the road would be worked in the meantime he was urged to pay taxes on mining property in that area.
COUNTY APPOINTMENTS MADE FOR SAN JUAN/CLINIC BOARD OF BLANDING
A motion was made by Commissioner Hazleton, seconded by Commissioner Bartell, and unanimously carried, that the following men be appointed to act as members of the San Juan County Clinic Board of Blanding:
1. Dr. E. N. Porter
2. Marvin Lyman
3. Chan Moulton
4. Phillip Hurst
5. George M. Palmer.
It was also suggested that Bill E. Cline be continued as Clerk of the above Board, and that the Clerk notify member of their appointments.
RECORDER DISCUSSES USE OF VAULT BETWEEN WELFARE OFFICES AND BUSINESS TRIP TO SALT LAKE CITY
The County Recorder, Mrs. Arvilla E. Warren was present to discuss the use of the vault that is located between the Welfare Offices in the San Juan County Court House. She stated that it is now necessary to begin using such vault for the overflow of books in her office and asked that it be locked each evening. The Commissioners concurred in such practice.
Mrs. Warren further stated that it was necessary to make a trip to Salt Lake City in connection with her
work as Recorder to investigate necessary microfilming machines for her office, and also for storage of
records until such time as they can be bound into books.
A motion was made by Commissioners Hazleton, seconded by Commissioner Bartell, and carried, that Mrs. Warren be allowed expenses of $75.00 for such trip.
