Minutes of the Board of County Commissioners meeting held July 23, 1979.
Present: E. S. Boyle, Commission Chairman, Commissioners Calvin Black and Bill Dunow. Also in
attendance, Al Haskins, John Baker and Doug Pehrson. Peggy Jorgensen, Deputy Clerk.
Time: 10:00 A. M.
Minutes of the previous meeting were read and approved with the stipulated corrections, this being done upon a motion made by Commissioner Black and seconded by Commissioner Dunow to carry the motion.
COUNTY SALARY RAISES
Commissioner Black made the motion that the Commission approve the raises for County employees as indicated, pursuant to the proposed raises stated at the Public Hearing. Commissioner Dunow seconded the motion, making a unanimous decision by the Commission. The raises as stated will be on file in the secretary's file.
COMMISSIONER BLACK REPORTS
Commissioner Black reported that the meetings in Kansas City revealed information about rural affairs and the developement of energy impact assistance, for areas where energy developement is active. Public Land issues relating to energy were discussed. In Lieu taxes and general revenue sharing were also discussed.
He also reported that there will be a State Wilderness meeting August 3rd, and the Committee will state its position on management plans and wilderness proposals.
The Commission expressed its approval for the organization of a meeting with the Commissioners
of Wayne, Kane, Garfield, Grand and San Juan Counties. Commissioner Black will prepare a statement
for the entire area on the Glen Canyon National Recreation Area/Wilderness.
There will be an Association of Governments board meeting August 2, 1979 at 10 A. M. in the San Juan County Courthouse.
COMMISSIONER DUNOW
Commissioner Dunow reported that he had met with the City Commission Wednesday on streets, and that light poles will have to be moved so that the streets can be rebuilt. As soon as this is accomplished the County will do its job. He also reported that the County had replaced a cattle-guard on Peters Point Road, and that the road going up the mountain will be worked on soon.
COMMISSIONER BOYLE
Commissioner Boyle stated that he concurred with Commissioner Black on the meetings in Kansas City being informative and that they obtained a lot of good information.
He also discussed with the Commission the need to re-roof the Courthouse and that there needs to be built a partition in the Justice of the Peace office. The Commission authorized him to get quotes for both of these projects and make the final decision.
CLEAL BRADFORD
Cleal Bradford met with the Commission to discuss with them the $1500 allocated for the Senior Citizens at White Mesa. Commissioner Dunow made the motion that they be allowed to carpet their building if that is what they desire to do with their money. Commissioner Black seconded the motion for a unanimous decision by the Commission.

Mr. Bradford also reported that there will be a Health Committee meeting in Blanding August 1, at 8 P.M. at the Library. He stated that there will be five committees making presentations. The Commission told Mr. Bradford that it is interested in improving facilities for the betterment of the citizens of the county, but that factual information needs to be offered in this matter.
LA SAL FIRE DEPARTMENT
Fire Chief Terry Marks, Alice Chartrand, Tammy Walker, Anita Combs, and Helen Fuller met with
the Commission to discuss with them the possibility of establishing a Park and recreation area
and the building of a firehouse for their fire engine. They described to the Commission their
proposals for a baseball fields,playground, picnic area, arena for small rodeo events, a cemetry and a
recreation building. They stated that there are volunteers who will donate time and labor and machinery
for this project. The Commission stated that it will take time and money and has to be planned
and budgeted. They also stated that all cemeteries have to be done in districts, and this is subject
to petitions for same. The Commission gave the deligation other options that they may want to
look into, and the availability of grants for improvements in their community. They suggested
Curtis Pehrson, Southern Planner work with the group and provide for them the possibilities that
they may have the opportunity for. The group from LaSal stated that they will meet Wednesday
night at 7:30 at the school to discuss these possibilities, and Curtis Pehrson will meet with them
and explaine the procedures necessary to obtain funding.
CURTIS PEHRSON
Curtis Pehrson reported to the Commission on the contingency plan recently set out by Gary Tomsic of the Association of Governments. He also stated that the AOG is doing an economic survey and asked for projectes which the County is planning except roads for the years 1979-1980-1981. The Commission listed: Community & recreational complex at LaSal, two ambulances, Extention of the Blanding airport runway, Hospital extention, Senior Citizens center for Monticello, a Road department maintenance yard and shop at Monetzuma Creek. Curtis also asked the Commission if he could devise a personnel system and list more accurate job descriptions. The Commission approved this work and stated that they would be more than happy to have such a plan on hand.
PACK CREEK RANCH ROAD
A deligation made up of Carl L. Mikesell, Jeanette Mikesell, Sylvia Levening, John Levening, Greg Mayberry, Susan Mayberry and Lynn Chipman met with the Commission to discuss with them the condition of the Pack Creek Road, and commended the Commission on the good service they have received lately, however they stated that there were some places that are really unsafe. They requested the Commission try to plan out a permanant solution for the road problems in their area. They presented a plan which they had drawn up to the Commission. Commissioner Dunow stated that he would be going over all of the County roads during the next week or so and that he planned to check the road out carefully soon. He will have one of the residents of the area go with him to point out trouble spots.
B.L.M.
Ed Scherick and Bob Turri of the BLM met with the Commission to discuss with them the recent letters sent in by residents and Officers of the County. They explained the effect of these letters on the boundaries of the Wilderness Study areas. They stated that there will be a 60 day comment period after the boundaries are published stating the adjustments made by the BLM. The gentlemen both stated that the form letters did substantiate the feelings of San Juan County residents, and that there had been many letters received from individuals who likewise expressed their points of view. The BLM and the County Commission are planning to meet with the Mayors of both Monticello and Blanding and Representative C. Hardy Redd Aug. 1, at 10:00 A.M. to discuss public roads.
PUBLIC HEARING ON ROAD CLOSING
At 2:15 P.M. the Public Hearing on the Closing of a road on Black Mesa was called to order by
Chairman Boyle. Enery Fuels was represented by Mr. Roberts. The road in question is an
access to Black mesa from the East that will be changed from its present entrance only for reasons
of the property owner Energy Fuels Nuclear. The entrance will be two miles further since the
new road to Black Mesa to the west goes out another road. Commissioner Black made the motion
to allow Energy Fuels to close the road, providing that they grade and install any culverts on the alternate road
where necessary. Commissioner Dunow seconded the motion to make a unanimous decision by the
Commission. There were no negative responses to this action.
BRUCE SHUMWAY
Bruce Shumway met with the Commission and presented to them a Transportation agreement for a family to go see their child in the northern part of the state who has to live with a foster family, due to the childs need for special medical aid. The Commission approved of this if there would be other funding to cover the money the County paid out.
Mr. Shumway also presented a Lease agreement to the Commission for a room in the Bluff Commun-ity Center. The County is to be paid $250. per month. Commissioner Dunow made the motion that the Commission accept this contract and that the Chairman sign it into effect.. This was seconded by Commissioner Black^and signed by the Chairman for a unanimous decision by the Commission.
Mr. Shumway also stated that there would be a meeting Thursday at Windowrock Arizona regarding the establishment of the Navajo Reservation as an area agency.
AL HASKINS
Al Haskins reported to the Commission that he would be attending a Civil Defense Board Meeting
next week. He also reported that the Senior Citizens in Monticello have possibly located a
building that would be suitable as their center. He discussed this with the Commission but no decision was made.
BID OPENING
Bids were received at 3:00 P.M. for a parcel of property the County is disposing of. Issac Vigil offered the only bid which was $400.00. Commissioner Dunow made the motion that they accept the bid, and Commissioner Black seconded the motion, selling the property to Mr. Vigil.
BILL FRANCOM
Bill Francom reported to the Commission on the meeting he had attended in Orem regarding bill 303 sponsored by Representative Brockbank. They discussed this at legnth.
