MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD APRIL 23, 1979.

Present: Commission Chairman E. S. Boyle, Commissioners Calvin Black and Bill Dunow.

Al Haskins and Deputy Clerk Peggy Jorgensen.

Time; 10:00 a.m.

Minutes of the previous weeks meeting were read and approved upon a motion made by Commissioner

Dunow and seconded by Commissioner Black,

WILDERNESS

The Commissioners discussed the future meeting to be held at the Monticello and Blanding High school concerning Wilderness Designation in San Juan County. The Commissioners will meet May 9th at the MHS auditorium and on May 16th at the San Juan High School auditorium. Both of these meetings will begin at 8 p.m. The public is invited to attend and participate in the discussions. Wilderness designation will be defined, thoroughly explained and discussed for the benifit of all who attend.

Upon a motion made by Commissioner Black and seconded by Commissioner Dunow, a letter to S, Gene Day will be sent in answer to a letter from Mr. Day concerning Wilderness Designation, and the closing of public roads by the BLM. The secretary will make appropriate copies of the letter and mail them right away.

EQUIPMENT LOT IN MONTEZUMA CREEK

Commissioner Black reported that he had heard from Al Blankenship regarding the school bus facility in Montezuma Creek. Apparently the preliminary work has been completed and the project is ready to begin. The County and the School District will be joining in to do this project as it will benifit both entities,

TRAVEL COUNCIL

The Commissioners discussed the upcomming Canyonlands region meeting. They also discussed at some legnth a letter they had recieved from Grand County Development, Dixie Barker.

Brother Juniper met with the Commissioners briefly to discuss with them happenings in the Travel Council Office.

COMMISSIONER DUNOW REPORTS

Commissioner Bill Dunow reported that he met with the Cemetery District Wednesday to discuss the road into the cemetery.

On Thursday he went to Cedar Point and met with citizens there who want to change the road by taking out some corners. Mr. Medly will provide the property and give the County right of way to straighten the road.

Commissioner Dunow also visited Spring Creek Road and reported that there is no damage, but that it needs to be graded.

PERSONNEL POLICY

Clytie Barber, San Juan County Clerk met with the Commissioners to discuss with the them the necessity of clarifying the Personnel Policy of the County, she will draft a rewording of this policy and present it to the Commission at a later date.

COMMISSIONER BOYLE REPORTS

Commissioner E. S. Boyle reported on the meeting he attended in Richfield Thursday, April 19. He stated that the state was well represented at the meeting. The standing committee suggested Com. Boyle be put on the committee headed by Ted Sorenson who was elected chairman, with Commissioner Boyle and Lee Simke on the Committee, They mainly discussed the effect of T.V. across the state.

AL HASKINS

Al Haskins reported to the Commission that he had received a telephone call from H.U.D. and that he would receive a written answer regarding the Bluff Multipurpose Building this week. H.U.D. stated that the building of the Bluff Multipurpose Building Could be done by Murphy Construction Co d/b/a/ J&S Construction of Moab. Al also stated that as the cost of the Building is under $100,000.00 they would not be required to have a performance bond, however they will have to comply with the Davis Bacon wage regulations. The Commission will approve the contract provided the County attorney approves the legality of it. Al reported that Doug Pehrson has surveyed and staked the property.

Al also asked the Commission for approval of the hiring of a relief driver for the Senior Citizens bus. He suggested Dave Guymon for this position, and that his pay scale start at $4.07 an hour. Mr, Guymon will be on call at all times.

Al reported that he had attended an Interagency meeting and that he needs an assesment for the San Juan County census of those individuals in the Senior Citizens age group. He also said that there will be a meeting Wednesday with Richard Collins of the Navajo Aging Program but that he will not be able to attend, He has to attend a Mental Health meeting in Moab on that day that will have some benifit to the Civil Defense program.

Al stated that he had been in touch with Keith Burnett regarding solar heating for the swimming pools and reported on that to the Commission.

UNDC

Alan Rogers and Noteh Tahey of UNDC met with the Commissioners to request a contract between the County and UNDC for Summer Recreation programs in the South 3rd of the County for the summer. The Commission instructed them to draw up a contract and they would review it when the plans were completed.

HANGER BIDS OPENED

Bids for the hangers at the Monticello and Blanding airports were opened at 2:10 p.m.

These bids are for one airport. They will be taken under advisement by the Commission. MONTICELLO CITY COUNCIL

Mayor Keith Redd and the following members of the Monticello City Council met with the Commission to discuss with them the complaints and urgency to get needed road work done as soon as possible. Jack Young Jr., Hal Jensen, Bruce Adams and City Manager Rick Terry, spoke with the the Commission on a possible work schedual between the County and the City to enable them to get road repairs done, without inconviencing either road department. They also discussed curb and gutters and the possibility of an improvement district.

BLUFF MULTIPURPOSE BUILDING

Ground breaking ceremony for the Bluff Mulitpurpose building will be Monday April 30th at 3:30 p.m. The Commissioners will attend this ceremony.

CIRCUIT COURT

Justice of the Peace Harold Muhlestein, Judge Donald Crist of the Circuit Court, Sheriff Rigby Wright, County Attorney Bruce Halliday, Deputy Clerk Pearl Whittaker and Mrs. Muhlestein met with the Commissioners for their schedualed three month evaluation meeting. They discussed costs to the County and the effectiveness of the system as such. They also received a breakdown of the clerical work done in the Justice of the Peace Court. They all agreed that Circuit Court is working out quite well and that they would like to continue as they are now. Justice of the Peace Court is very busy and it appears that in the future it will be even more so.

Salary for the Justice of the Peace will be increased to 14500.00 to pay the Justice

and his clerk. This was done on a motion made by Commissioner Dunow and seconded by Commissioner

Black. This increase will be effective upon the approval of the County Attorney.
