MINUTES OF THE COUNTY COMMISSION MEETING HELD JANUARY 22, 1979

TIME: 10:10 A.M.

PRESENT: COMMISSION CHAIRMAN E.S. BOYLE, COMMISSIONERS BLACK AND DUNOW, DEPUTY CLERK PEGGY JORGENSEN

AND AL HASKINS

Minutes of last weeks meeting were read and approved upon a motion by Commissioner Black and Seconded by Commissioner Dunow.

COMMISSIONER BLACK REPORTS

Commissioner Black reported that he would be attending an AOG Board meeting Thursday, January 25 in Price, Utah. The Board is going to change the schedualing of meetings throughout the year to include meetings once a year at Monticello, once a year at Castledale and the remainder of the year at Moab and Price, alternately.

He also reported that the Tax Reducation Program he introduced recently has been quite well received.

MONTEZUMA CREEK CANYON

The Commissioners met wiht Melvin Dalton to discuss the need of a culvert in Montezuma Canyon

across from the Perkins Ranch. Bill will be looking into the problem and will meet with Doug on it.

COMMISSIONER DUNOW

Commissioner Dunow reported that he had attended a Weed Meeting Tuesday all day. There were six instructors and five persons present.

Al Haskins and Commissioner Dunow are looking into the B. R. U. T. Buildings as a possibility

for the Bluff Senior Citizens and Community Center.

The Monticello Lions Club is also looking into purchasing one of these buildings for their use in

Monticello.

Bill also reported that he had been told of a flood in Bluff, however upon looking into the situation he found that drainage had been blocked on private land and that the County could not interfere with the problem.

In the future, anytime the Road Crews are out on Saturday working someone will have to be in the Road office to answer the phone and be on the Raido in case they are needed.

COMMISSIONER BOYLE

Commissioner Boyle reported that the recent T. V. program made by Doug Nielson of KUED sounded encourageing to him and that he was looking forward to the report Mr. Nielson will be giving the Commission.

AL HASKINS

Al presented to the Commission an agreement for the Chairman to sign. This is to release Title 20

money for parents in the County to go see their children in the American Fork Training School.

Upon a motion by Commissioner Dunow and seconded by Commissioner Black, the Chairman signed the contract,

Al will also attempt to attend a CAP Board Training Meeting, Friday in Salt Lake City.

DOUG PEHRSQN

Doug reported on SOS Road Projects. The plans for these were mailed Thursday.

BLM

Lester Sweeney, Paul Happel and Robert Turri of the BLM met with the Commissioners to discuss the assignments of wilderness areas. They said they were in need of public comment on specific reasons why a wilderness area should not be so designated. The Commission commented that if wilderness areas were to be stopped from being designated that people would have to show much interest and out-organize groups who are determine to get wilderness proposals passed. It would be much in the interest of the County for individuals to become interested in this cause because of the effect it will have on them not only now but for the future.

BRUCE SHUMWAY

Bruce Shumway met with the Commissioers to discuss and present plans drawn up by the Bluff Senior

Citizens for their building.

He will be attending meetings with Jim Ware for instruction in which direction to go to transfer

funds.

The Commission will be sending a formal letter to the Mental Health Authority concerning the January

30th meeting.

SEU CAP

A deligate agreement between the SEU CAP and San Juan County was signed upon a motion by Commissioner Black and seconded by Commissioner Dunow. This to replace an agreement previously made bud not with the technical information needed in the contract.

NEW MAN HIRED

Lou Calvert has been hired by the County temporarally as an operator of heavy equipment, mostly a grader and his starting pay is at 29-1 on the pay scale. This motion was made by Commissioner Dunow and approved.

The Commission received correspondance from the following:

San Juan County School Board, requesting informantion reguarding signs and cross walks at the Whitehorse School in Montezuma Creek.

The Attorney General of the State of Utah concerning the proposed bill for creating a District Attorney.

Utah Association of Counties.

Minutes of the Interagency Meeting

State Water Pollution and Protection Committee concerning grants.

Kaiserman Associates, which the secretary mailed to T. J. Knight for approval.

BRUCE K. HALLIDAY

County Attorney Bruce Halliday met wiht the Commissioners to discuss the furniture situation in

his office and some legal problem the Commissioners had questions to.
