MINUTES OF THE SAN JUAN COUNTY COMMISSION MEETING APRIL 22, 1985

The San Juan County Commission met in regular session on April 22, 1985, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.

The following members were present: Commissioner Kenneth R. Bailey,

Acting Chairman Commissioner Jerry Holliday

Commissioner Calvin Black was excused to attend a meeting with Governor Bangerter.

Minutes of the previous meeting were approved with the specified corrections on the motion of Commis-sioner Holliday. The motion was seconded by Commissioner Bailey and carried unanimously.

FAIR BOARD REPRESENTATIVE MEETS

Shirley Steffan, Fair Board Chairman, met with the Comnission to recommend the following persons be appointed to the 1985 Fair Board.

Sue Morrell Becky Young Carol Black Pearl Lewis Phyliss Heaton Trisha Powell Eva Torres

Mrs. Steffan also reviewed some of the events that will be included in this years fair. They include a flea market, rodeo, teen dance and the fair dance.

Mrs. Steffan reported that she is going to request assistance on the State Fair Booth from the Montezuma Creek High School Art Department.

REPRESENTATIVE MEETS TO DISCUSS NAVAJO HIRING POLICY

Ray Dan Lee from the Navajo Tribe met with the Commission to discuss the Tribe's guidelines for the establishment of Navajo manpower utilization requirements in construction activity. Mr. Lee reported that he wants to make sure that the projects scheduled for the reservation will use the Office of Navajo Labor Relations which has a list of people needing jobs and their skill and qualifications similar to Job Service. This would include the Montezuma Creek Bridge. Commissioner Bailey reported that the County will not be in charge of hiring for this project but is willing to help in anyway possible. Commissioner Bailey further reported that the construction bid has been awarded to Chapman Construc-tion Company from Roosevelt, Utah. Commissioner Bailey also suggested Mr. Lee contact UDOT regarding this project.

MONTEZUMA CREEK BRIDGE CONSTRUCTION CONTRACT AWARDED

The Commission received a copy of the letter from UDOT to Nile Chapman Construction Company awarding the construction bid for the Montezuma Creek Bridge contract to them.

ROAD IN LA SAL DISCUSSED

William Pierce met with the Commission to request the graveling of a road in LaSal. The Commission referred Mr. Pierce to Merz Hugentobler at the Road Department. This matter will be further discussed at the next weekly Road Meeting.

GRADATION SPECIFICATION FOR GRAVEL CRUSHING APPROVED

Doug Pehrson, County Surveyor/Engineer, met with the Comnission to review the gradation specification that will be required on the gravel crushing at Mexican Hat and the pit between Bluff and Montezuma Creek. The Comnission approved these specifications. Copies of the specifications are available at the County Road Department in Monticello.

D.N.A. REPRESENTATIVE MEETS RE: TAXATION OF VEHICLES OF RESERVATION RESIDENTS

Steven Boos from D.N.A. met with the Commission to discuss the taxation of vehicles belonging to reservation residents.

The Comnission feels that since the County spends a high percentage of money for services on and near the reservation that the payment of these taxes would be a token support of the County road program. Commissioner Bailey reviewed the length of time and process necessary to make the Montezuma Creek Road possible.

The Commission would like to see what action is taken by the Legislature regarding one time fees for vehicles. The County Attorney has already requested an Attorney General's opinion on this matter.

U.D.I.A. REPRESENTATIVES MEET RE: OLD CLINIC BUILDING IN BLANDING

Cleal Bradford, Anna Wells, and Wes Oshuly representing the Blue Mountain Dineh Chapter and U.D.I.A. re-garding the request by U.N.D.C. for use of the old clinic building in Blanding. Mr. Bradford reviewed the old lease with U.D.I.A. for the old clinic building. Mr. Bradford reported that the lease was not executed last year because U.D.I.A. was not legally able to complete the lease. Mr. Bradford further reported that U.D.I.A. is able to lease the building at this time. Commissioner Bailey reported that the County is considering selling both of the old clinic buildings in Blanding. Commissioner Bailey further reported that a decision will not be made until the May 6th Commission Meeting. Represen-tatives from U.N.D.C., U.D.I.A., and the School District will be invited to attend.

BLUE CROSS/BLUE SHIELD INSURANCE DISCUSSED

Al Price from Blue Cross/Blue Shield met with the Commission to review the insurance information regarding employees insurance for February 1, 1984 to January 31, 1985. Mr. Price reported that for the

1985 - 1986 policy there was no increase in the recommended funding level, and aggregate stop loss. The specific stop loss had a 41% increase.

Mr. Price also reviewed several proposals including:

1) $100 deductible for hospitalization

2) prescription card

The Commission deferred action on this matter until the May 6th Commission Meeting.

RECREATION BOARD APPOINTMENT

Commissioner Holliday made a motion to appoint Ron Barlow from Montezuma Creek for a two year term. The motion was seconded by Commissioner Bailey and carried unanimously.

LA SAL RECREATION DISCUSSED

The Commission approved a request to have the County level one baseball field in LaSal.

JOINT RECREATION INFORMATION REVIEWED

Rick Bailey, Commission Assistant, met with the Commission to present the information received from Carbon County regarding the joint recreation program between the County and School District.

LETTER TO BRUCE SHUMWAY

The Commission approved a letter to Bruce Shumway, Social Services Director, regarding the use of the

office across from the Commissioner's Roon. The Commission is requesting the office be exchanged for one located in the basement and that this change be effective no later than June 1st.

ARCHITECT AGREEMENT REVIEWED RE: PROPOSED JUSTICE FACILITY

John Peterson from Dana Larson Roubal and Associates Architecture and Engineering met with the Commis-sion to review the contract draft for architect fees on the proposed Justice Facility.
