MINUTES OF THE BOARD OF COUNTY COMMISSIONER'S MEETING HELD AT MONTICELLO, UTAH ON SEPTEMBER 21,1959-10 A.M.

The Board of County Commissioners of San Juan County, State of Utah met in regular session September 21,1959 at 10 A. M. , all commissioners being present, also deputy clerk. Commissioner Walton presiding.

PHYSICIAL EXAMINATION REQUESTED FOR COUNTY ROAD EMPLOYEES

A motion was made by commissioner Marion H. Hazleton that the present county road employees submit to a physical examination, and that all future county road employees have a physical examination prior to em-ployment, the above program to be inaugurated as of October 1, 1959 and to be followed up with a physical examination each succeeding year for road employees. Motion seconded by commissioner Bartell.

LETTER WRITTEN TO DISTRICT ENGINEER AT PRICE, UTAH

A letter was written to James West, District Engineer of State Road Commission at Price, Utah, requesting permission to extend the 2" water line through State Road Property at State Road shed, in an easterly direction to connect with the San Juan County property. San Juan County, Utah agrees to compact and re-fill with gravel any piece of ground disturbed.

DATE SET FOR BIDS ON GASOLINE AND DIESEL Date for bids on gasoline and diesel on three-month contract was set for September 28, 1959 at 10 A. M.

AGREEMENT BETWEEN SAN JUAN COUNTY, UTAH AND JAMES F. MEDLEY

"AGREEMENT"

Agreement made this 10th day of September, 1959 by and between San Juan County, hereinafter referred t to as First Party, ana James F. Medley hereinafter referred to as Second Party.

WITNESSETH:

In consideration of $10.00 and other considerations receipt of which is hereby acknowledged, Second Party hereby gives and grants unto First Party, the right to go upon the following described premises in San Juan C ounty, State of Utah, to wit:

The South 1/2 of the Northwest 1/4 Section 15, Township 35 South, Range 26 East, Salt Lake Meridian

and to gather and remove any amount of rock therefrom for road building purposes without any additional costs to be paid by the First Party.

First Party hereby covenants and agrees that at the end of the term of this agreement it shall leave said premises in a neat and clean condition at any place or places of working which the First Party has had on said premises.

This agreement shall be in force and effect up to and including the 10th day of September 1962. WITNESS the hands of the parties the day and year first above written.

MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' SPECIAL MEETING HELD AT MONTICELLO, UTAH ON SEPTEMBER 21, 1959 AT 8 P. M. SAN JUAN COUNTY HOSPITAL BOARD, CITIZENS CLINIC COMMITTEE IN ATTENDANCE.

Meeting opened with Commissioner Hazleton in the Chair. He asked Norwood Porter to report on the findings of the Clinic Committee, their plans and progress to date.

Chairman Porter explained to the assembled group the blue prints of the Clinic Building in detail. George Palmer asked to see the equipment bids that had been received. There were two, one from A. S. Aloe Company, of Salt Lake City, Utah, and one from Surgical Supply of Salt Lake City. Considerable time was spent corn-pairing the two bids by Mr. Palmer. It was pointed out that A. S. Aloe Co. is the largest manufacturer and distributor of surgical supplies in the world and that their bid was firm and included a $2,700.00 discount on a cash basis. The bids from Surgical Supply was incomplete and included a firm bid clause of good only if order is placed before October 1, 1959.

George Palmer raised the question , is the Citizens Clinic Committee legally authorized to accept bids for the construction of the building, equipping the Clinic, and buying an ambulance when the moneys for the project will come from County taxes. F. Bennion Redd was called to the meeting to explain this legal point. He stated he could not answer from memory but would look into this problem the next morning and inform the County Commissioners and the Clinic Committee of his findings.

George Palmer asked the County Commissioners if they were going to be the administrating body for the clinic and if not who would. Commissioner Hazleton suggested a committee or board similar to the Hospital Board be organized of Blanding Citizens with possibly a Hospital Board member also serving. Commissioner Walton stated the County Commissioners definitely would not act as governing body and a committee or board would have to be appointed by the Commissioners. Mayor Hurst suggested the administrative duties of the

clinic be turned over to the Blanding City Council. Commissioner Walton said he thought this an excellent

suggestion.

Commissioner Walton asked the group if anyone had any other comment before adjourning. George Palmer/asked just what the County Commissioners were going to do. Were they going ahead with the program as the Clinc Committee had it outlined? Commissioner Walton answered by saying the CountymCommissioners were definite-ly going ahead with the project and that the bids for the building would be advertised as soon as possible and that they would proceed immediately with the legal requirements necessay for the furtherance of the clinic project.
