MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD MAY 21, 1979.
PRESENT: E. S. Boyle, Chairman, Commissioners Bill Dunow and Calvin Black, Deputy Clerk Peggy
Jorgensen, and Al Haskins.
Minutes of the previous weeks meeting were read and approved, this being done on a motion made by Commissioner Black and seconded by Commissioner Dunow.
DOUG PEHRSON
Doug Pehrson met with the Commissioners to discuss with the them the possible locations for the airport hangers to be built. He also presented to the Commission the State Roads payroll schedual. Lynn Adams is going to be in Salt Lake City this week and he will get a job description and payroll rate from the State Department of Finance.
FERRAN SAMMONS
Ferran Sammons, met with the Commissioners to discuss with them the present television system in the County, a legnthy discussion followed. They discussed the possibility of a microwave system and Mr. Sammons will work up some specifications and possible costs far the Commission.
EVERETT JOHNNSON
Everett Johnson met with the Commission to discuss with them the possibility of the Monticello Police Dept. having a demolition derby at the County fairgrounds arena in the fall. The proceeds from this event will go toward a juvenile program in which the police and police reserves can give children safety programs on bicycles, drugs, cars and bikes and a possible program wherein teenagers can have the opportunity to go on patrol with officers and see first hand what the duties and risks of a policeman are. The Commission stated that the police department will be responsible for the clean-up and for furnishing their own insurance. A tentative date for this affair will be two weeks before the County Fair.
LYNN ADAMS
Lynn Adams met with the Commission and presented an application for a Cattleguard. Commissioner Dunow made the motion that this be granted and Commissioner Black seconded it to carry the motion. Lynn also discussed various county road problems.
WALDO BLACK
Mr. Waldo Black of near Dove Creek Colorado met with the Commissioners briefly to express his approval of the battle they are wageing agains the establishment of Wilderness areas in San Juan County. The Commission appreciated his vote of confidence.

COMMISSIONER BOYLE REPORTS
Commissioner E.S. Boyle reported that crews will be out working on the Ucolo Road soon. He also reported that he had received a letter from Gunn McKay acknowledging receipt of a letter which the Commission had sent to S. Gene Day regarding roads on Mancos Mesa. Rep. McKay stated that he will do all he can to help solve the problem.
Commissioner Boyle also reported that he had attended Health meetings in Greenriver for both Public Health and Mental Health and that budgets were discussed. The General Health Budget proposal will be $36,686.55 plus rental fees of $6,550.00.
BRUCE K. HALLIDAY
Bruce K. Halliday, San Juan County Attorney met with the Commissioners and presented to them a bill submitted by Samuel Naylor for Court appearances. After a legnthy discussion Commissioner Dunow made the motion that one-half of the requested fee be paid. Commissioner Black requested that he take the Chairmans seat due to his difference of opinion and this done, Commissioner Boyle seconded the motion, to carry it.
Attorney Halliday also stated that he had had a conference with Attorneys L, Robert Anderson and Eric Swenson. They have made adjustments in their billings and the Commission approved these for payment. The possiblity of retaining a Legal Defender was again brought up. The Commission authorized Bruce to draw up an agreement, with an escape clause and seek an Attorney for this cause. Mr. Eric Swenson has expressed interested in this job, however Mr. Halliday will contact the Attorneys in the area before making a final disposition,
COMMISSIONER DUNOW REPORTS
Commissioner Bill Dunow reported that Montezuma Canyon is now passable.
WALTER SNYDER
Walter Snyder met with the Commission and discussed with them the running over of a reserviour
onto his property, and what might possibly be done about it. Commissioner Dunow will look into the
situation.
COMMISISSIONER BLACK REPORTS
Commissioner Clavin Black reported that he had met with Dennis Jones of Blanding and he had
recommended Lisle Nielson, Francis Jones and Mr. Thornton for summer jobs for Blanding recreation.
Mr. Thornton will earn $650. per month working full time. Dennis Jones will manage the pool and
he will earn $675.00 per month, Francis Jones will earn $625.00 per month and Lisle Nielson will
earn $625.00 per month. The Blanding employees are full time, they organize the recreation and
take care of the parks in Blanding.
The Life Guards in the County will earn $2.50 to $2.75 per hour according to experience.
Cage girls will earn $2.25 per hour depending on experience.
Swimming lessons will be $5.00, Water Ballet lessons will be $5.00, the Dance and gymnastics
programs will be $5.00 each with a minumum number of people for each class. Instructors for
these will be paid $4.50 per hour with aides for these at $2.00 per hour.
Little League fee will be $4.00 per participant.
Family tickets for the Pools will be $35.00 and for Individuals $15.00.
Rental fees will be $35.00 this price including a life guard.
Entrance fees for Adult Baseball will be:
Slow Pitch, $5.00 each person Fast Pitch: $5.00 each person
The County will furnish bats, balls, officials, masks and lights.
Commissioner Black reported that the Soft Ball Assn. in Blanding has offered to donate $500.00 to materials plus donate the labor for the construction of restrooms and a small storage area near the ball field in Blanding. The Commission defers making a decision at this time.
Mr. Griffin who will be managing the pool in Monticello and Mr. Jones in Blanding will be getting together soon to discuss these matters.
Mr. Griffin will be making $650.00 per month and his helpers William Anderson and Craig Jensen will be making $3.25 per hour.
BEER LICENSE RENEWALS
The Mexican Hat Trading Post and Canyon Tours Inc. requested continuations of their beer licenses. The Commission approved this with Commissioner Dunow making the motion, Commissioner Black seconded it, making it a unanimous vote and the Chairman signed the licenses into effect.
JIM ALLRED
Jim Allred met with the Commission to report the television situation in the County. The Commission instructed him to turn in a log of his activities with his billing for payment.
COUNTY FAIR
The County Fair, thus far this year has generated no interest. It is in need of volunteers. Anyone interested please call Al Haskins at 587-2235. If no interest is displayed soon the Fair will have to be cancelled.
HOSPITAL ADDITION
Mr. Arlow Freestone and Mr. Jon Taft, Engineer for the new Hospital Addition met with the Commission. Commissioner Dunow made the motion that the County accept the Contract of Dale Howell, Construction Co. Commissioner Black seconded the motion, making it unanimous. The Chairman is authorized to sign the contract following the County Attorney's review of it. Mr. Taft is to contact Mr. Don Smith and give him the opportunity to bid on the alternate plumbing and heating system, He will contact the Commission following this visit.

AL HASKINS
Al Haskins met with the Commission to report on a letter he had received from Keith Burnett regarding Solar Heating. He also reported that an Amendment to the Aging Contract will allow $7,287.00 extra for the County to use. Commissioner Dunow made a motion that this Amendment be adopted, Commissioner Black seconded the motion to make it a unanimous decision and give the Chairman authorization to sign it.
Al also reported on the Emergency Services Meetings he attended in St. George last week.
There will be a Governor's Mini Conference on aging tomorrow (Tuesday May 22.) in Blanding
at 9:30 A.M.
He will also attend a Budget meeting on the 29th of the month.
PERSONNEL POLICY
Clytie Barber presented to the Commission the current personnel policy and the recommended changes she felt should Be applied. The Commission will have the County Attorney work on the policy.
PAYMENT TO COUNTY
The Commission received from the U. S. Army, Purchase Orders for re-imbursement to the
County (Sheriff's Dept.) for putting up warning signs and evacuating people during the
testing of missies in the County. Commissioner Black made the motion to approve this
and for the Chairman to sign the Orders. Commissioner Dunow seconded it to carry the
Motion.
CORRESPONDANCE;
The Commission received correspondsance from Bernie Rilderbrand regarding General Revenue Sharing. The County Clerk will publish notice of a public hearing on the proposed use of revenue sharing funds.

Dear Commisioner Creer:
In our Utah Taylor Grazing Committee meeting of the Moab District Moab, Utah April 20, 1979, which you authorized to be held, the Utah B.L.M. Wilderness Inventory Proposal was discussed.
The decision of the board was to recommend a zero acreage for wilderness for the following reasons:
Due to the large acreage already withdrawn for National and State parks, National Parks and Monuments, Reservations, National Recreation Areas, and Present wilderness areas.
We strongly appose to the locking up of any additional lands which now produce revenue for sustaining our economy, also our concern about the loss of production of food, fiber and energy.
Even though grazing will be permitted we feel production will be curtailed because of restriction on improvements and maintenance.
