MINTUES OF THE SAN JUAN COUNTY COMMISSIONERS MEETING HELD
FEBRUARY 21, 1984
The San Juan County Commission met in regular session on Tuesday, February 21, 1984, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.
The following members were present: Commissioner Calvin Black, Chairman
Commissioner Kenneth R. Bailey Commissioner Robert Low
Mintues of the previous meeting were approved on the motion of Commissioner Bailey. The motion was seconded by Commissioner Low and carried unanimously.
GOLF COURSE PRO SHOP DISCUSSED
Grant Leavitt met with the Commission to discuss the propsoed location of the new Golf Course Pro Shop. Mr. Leavitt is recommending the Pro Shop be placed by the No. 1 tee because all of the utility hook-ups and the parking area are already near there. The Commission agreed with Mr. Leavitt's recommendation.
REPRESENTATIVE FOR STATE'S NUCLEAR WASTE POLICY WORK GROUP DISCUSSED
Carl Eisemann met with the Commission and reported that at the February 16, 1984, meeting of the State's Nuclear Waste Policy Work Group the San Juan County representative was advised that a formal written re-quest is necessary for the Governor to appoint a San Juan County representative to the policy work group. Mr. Eisemann also reported that at the February 7th meeting of the San Juan County Development Board a formal resolution was unanimously passed requesting that the Governor appoint a San Juan County representative to the policy work group to provdide local input on the repository issue. Commissioner Bailey made a motion to approve a letter to the Governor Matheson endorsing the San Juan County Develop-ment Board's resolution and submitting Commissioner Low's name es the representative. The motion was seconded by Commissioner Lwo and carried unanimously.
WORKMENS COMPENSATION POLICY DISCUSSED
Gail Dalton, County Clerk, met with the Commission to discuss the rewritten Utah State Insurance Fund workmens compensation policy. Miss Dalton reported that San Juan County's experience rating is good and that a new rate for clerks has been added that should reduce the premiums San Juan County is now paying.
COURTHOUSE VENDING MACHINES DISCUSSED
Gail Dalton, County Clerk, met with the Commission to report that the Coca-Cola company has increased the cost of the product to the County for the County owned Coke machine so the price will have to be

increased. Miss Dalton also reported that there have been complaints about the service of the present vending machines not owned by the County. The machines are causing problems for the offices in the Courthouse because they are not working properly. The County is not receiving any revenue from them. The problem needs to be resolved by either the County having the machines removed or receiving a percentage of the revenue from the machine. The machines should be properly operated and maintained if they are kept in the Courthouse. The Commission authorized Commissioner Bailey to resolve the problem.
BLUFF TO MONTEZUMA CREEK ROAD FUNDS DISCUSSED
Commissioner Bailey reported that he received a letter from the UNDC on February 16th regarding the re-quest by San Juan County for a contribution of $450,000.00 of oil royalty funds administered by the Utah Division of Indian Affairs for the Bluff to Montezuma Creek road paving. The letter stated that the UNDC Board passed a motion not to support the request. A copy of the letter was sent to the UDIA Board. Commissioner Black reported that he and Harold Lyman attended a meeting of the Utah Division of Indian Affairs Board to present a request for funding of $450,000.00 for the paving of the Bluff to Montezuma Creek road. Commissioner Black reported that after discussion of the UNDC letter and the recommendation of the UNDC Board the UDIA Board voted to approve the request for funding of $450,000.00.
EASTLAND COMMUNITY RECREATION DISCUSSED
Lorraine Barry met with the Commission to discuss the Eastland Community Center. Mrs. Barry reported that the School Board has agreed to deed the building and property to the Eastland Community Center. The Commission recommended Mrs. Barry consult the County Attorney about the legalities of deeding the property to the Eastland Community and reported that the change would not affect the Eastland recreation budget.
MONTICELLO AIRPORT DISCUSSED
Commissioner Bailey reported that he has reviewed copies of the airport bills with Bill Christensen of the Monticello City Council and the County will bill the city for the amount of the unauthorized bills which will be back charged to Mitch McCann by the City, Commissioner Bailey also reported that Bill Christensen, Rick Terry, and Mitch Mc Cann are going to set up an airport authority similar to the one in Blanding. Commissioner Bailey stated that the County is going to obtain a tool inventory from the airport to keep on file at the Road department. Commissioner Bailey also reported that the telephone and unicornm lines are buried and Jim Allred needs to connect them to the trailer.
OILFIELD DISPOSAL POND DISCUSSED
Commissioner Bailey reported that the oilfield disposal ponds at Keystone-Wallace will need approximately 3,000 feet of fence and approximately $2,000.00 to repair the dike before it could be used.
COMMISSIONER BAILEY REPORTS
Commissioner Bailey reported that the DOT annual road meeting will be held Wednesday February 22, 1984, in the courtroom to discuss B & C roads.
Commissioner Baiely reported that the County patrols at Hovenweep and one near Aneth had some of the windows broken out of them by vandals.
BIG INDIAN ROAD DISCUSSED
Commissioner Bailey reported that he received a letter from Max Bailey concerning the Big Indian Road. After reviewing the cost of construction to lessen the grade Commissioner Bailey is recommends delaying the realignment of the road for a year. During which time the hill will be sanded and sand barrels will be put out.
JUSTICE DEPARTMENT LAWSUIT DISCUSSED
Bruce Halliday, County Attorney, met with the Commission to report that Mr. Schermerhorn makes it a policy not to meet in public meeting on matters still under litagation. Mr. Schermerhorn further requested that they not meet in executive session. The Commission and the County Clerk met with the County Attorney and Mr. Schermerhorn privately in the attorney's office to discuss the lawsuit against the County by the United States Justice Department that it is still pending.
CONTEL MAINTENANCE AGREEMENT DISCUSSED
The Commission decided not to renew the service agreement with Contel for the Courthouse phone system. The phone system maintenance will be handled by Jim Allred.
OLD CLINC BUILDING IN BLANDING DISCUSSED
Commissioner Low reported that there has been inquiries regarding the purchase of the old clinic building in Blanding. The County Attorney will research the statute regarding this.
DOLORES RESERVOIR PROJECT DISCUSSED
Commissioner Black is going to make the necessary contacts to support the reservoir project in Dolores County, Colorado.
NURSING HOME EXPANSION DISCUSSED
Commissioner Low reported on the architect's projected time frame schedule for the nursing home expansion, They are as follows:
