MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON MONDAY, THE 20th DAY
OF OCTOBER, 1969 j

Meeting opened at 10:15 O'clock A. M. with Commissioner Hazleton in the Chair.
Minutes of the previous meeting were read and approved. Commissioner Black moved to approve the minutes as read, Commissioner Young seconded the motion and it carried unanimously.
SURPLUS PROPERTY TO BE SOLD ON BID
Roads Clerk, Lynn Adams, requested permission to buy the old pickup truck that was obtained through
Civil Defense, and which he has been currently driving.
The Commissioners informed Clerk Adams that any property the County sells must first be advertised
and sold to the highest bidder.
Various items of surplus equipment were mentioned, and the Commissioners instructed the Clerk to make
a listing of the items to be disposed of, They particularly mentioned the Wing to the old Patrol, which
might be of interest to San Pete County.
HOSPITAL REQUESTS LOAN FOR REMAINDER OF YEAR'S EXPENSES
Arlow Freestone, Hospital Administrator, met with the Commission and informed them that because the Hill-Burton funds have not been received, it will necessitate the Hospital borrowing $20,000. from the County to provide funds to enable the Hospital to operate the remainder of 1969. This action may require opening the budget to obtain the needed funds.
CLOSED ROAD ON PETERS POINT DISCUSSED
Larry Bailey and Kedric Somerville met with the Commission to discuss the problems created by the public using the road which travels through their property. They stated that they had tolerated all the van-dalism they will put up with. They also reviewed the findings of the Field Trip taken with Mr. Hoster- man and Roy Verner and the existing Loop Road which enables travelers to reach the desired area without traveling through their privately-owned land. Larry and Ked then made formal request that the Commis-sioners would consider dropping the charges and cooperate in an attempt to influence other agencies involved, to push the travel back on the Loop Road.
Commissioner Black then introduced the motion that the County Attorney be instructed to request dismissal of the Law Suit on the conditions that the Defendants leave the road open to the public and the County Commissioners will work with the agencies involved to overcome the problem, and the Defendants notify the Commission before barracading the road again.
Commissioner Young seconded the motion and it carried unanimously.
The Commissioners had previously stated that they had no objections if the agencies invloved, would repair the Loop Road, which is severely water-barred, and push the traffic onto this road, then the County would maintain the "B" road to the Forest boundary, and the old road thru' private property could be closed off.
COUNTY INSURANCE DISCUSSED
Eddie Boyle and Mr. Lundberg met with the Commission to discuss the Insurance for County-owned property. Vehicle, Fire, and General Liability were discussed and the need for a current appraisal was emphasized. Commissioner Black then made the motion that Commissioner Young take the assignment of getting our inven-tory and statement of values for insurance up-to-date, and authorize him to make contacts and expenditures as required, and have it completed by November 1, 1969. Commissioner Hazleton seconded the motion and it carried unanimously.
CEMETERY IMPROVEMENTS REQUESTED
Alden Stevens, of La Sal, requested assistance from the County for improvements at the Cemetery at La Sal.
The cemetery in question, is an area 50 feet by 160 feet in section 3, Twp. 29 S, R 24 E., and was deeded
to San Juan County by Redd Ranches in 1965.
It was also brought to the attention of the Commission that Karl Barton is desirous of deeding the
cemetery at Verdure to the County.
The Commission stated that these people will be notified by letter what the decision of the Commission
is regarding improvements for cemeteries.
LETTERS TO CONGRESSMEN
Letters have been sent to our Congressmen, Governor, State Hwy. Director,and Commissioners of neighboring Counties soliciting their support for completion of Highway No. 95.
Letters have also been sent to the B.I.A., Congressmen and other appropriate officials for support for the bridge and access roads at the San Juan river and South to Mexican Water.
ROADS CLERK & PURCHASING AGENT HIRED
This was the day and hour set for considering applications for the position of County Roads Clerk and purchasing Agent, and the Commissioners having considered said applications (both verbal and written), it was unanimously approved to hire Ralph (Randy) R. Stanard at a starting salary of $2.59 per hour ($449.00 per month), and after 3 months raise the salary 1 step, or 5% which would be $471.45 per month. Mr. Stanard was requested to report to Lynn Adams as soon as he is free from his present job; also to inform Commissioner Young, so that he might assist with preparing the inventory needed for the County insurance bids.
NOTICES RECEIVED
Notice was received from the State Road Commission that the bid opening formerly set for October 21st on the Verdure Project - Hwy #47, has been postponed until November 4, 1969.
A Resolution was also received regarding "Money in Lieu of Taxes" for Public Lands.

D.U.P. REMITS PAYMENT
Pearl Butt reported to the Commission that the Daughters of Utah Pioneers had turned another payment
in the amount of $176.00 to the County Treasurer. This making a total of $1,034.50 thus far re-payed on the advancement made by the County for the new edition of "Saga of San Juan".
