BOARD OF COUNTY COMMISSIONERS MEETING HELD MONDAY, MARCH 20, 1978

Minutes were read and approved on a motion by Commissioner Guymon and seconded by Commissioner Black

EMT INSTRUCTORS

Deanna Scorup met with the commissioners to ask if the Emt's that are going after an instructors license could stay at the Tri-Arc and have the county pay the hotel. The commissioners stated that they would take it under advisement.

ENERGY CONSERVATION WORKSHOP, ENERGY CONSERVATION PROGRAM

Jim Stevens, San Juan County Extension Agent met with the Commissioners to ask Chairman Boyle if he would welcome the visitors to the Energy Conservation Workshop training program for Volunteer Leaders. Commissioner Boyle consented to do this.

DIRECTIONAL WIND AND SPEED INDICATOR

Commissioners Black and Guymon talked with Jon Hunt on purchasing a directional wind and air speed indicator. Mr. Hunt stated that he could not by this piece of equipment wholesale. The commissioners will have Mr. Hunt work through the county purchasing agent, Lynn Adams.

ROAD EQUIPMENT FOR SALE

Mr. Harold Young met with the commissioners to discuss purchasing a spare piece of equipment from the county. All old county equipment must be put up for bids. The commissioners decided to get a list of equipment that was ready to be sold and they would advertise this in the San Juan Record.

MONTEZUMA CREEK SWIMMING POOL

Commissioner Boyle talked with Ralph Begay of the Navajo Tribe about the lease agreement for the Montezuma Creek Swimming Pool. Mr. Begay was to get the contract approved by the Navajo Nation Officials and send it to the County Commission for their approval. Commissioner Boyle stated that if this was not done soon the County would loose the money for the construction of the swimming pool.

CLOUD SEEDING MACHINES

The commissioners discussed the cloud seeding machines that the water conservancy districts had been renting from an outfit in Salt Lake City. They felt that they people in Salt Lake did not understand the pattern of storms in this area as they told the machine operators to turn the machines on when there were no clouds in the sky and to turn them off just as a new storm came in.

BLUFF SENIOR CITIZENS CENTER

Mr. Bruce Shumway met with the commissioners to discuss the Rural Access meeting that he had attended in Salt Lake. This meeting was to help designate the money that had already been designated for the rural areas of Utah. He also met with Mr. Don Latham who stated that he was in favor of transfering the money from the St. Christopher's Mission Sewer System Plan to the Bluff Multi-Purpose building that will also be used as the Bluff Senior Citizens Center.

Mr. Shumway also reported that the Southeast Utah Community Action Program will be employing two Senior Citizens in a Vista type program such as the Crisis Intervention Program or the Winterization Program.

Mr. Shumway and the commissioners also discussed the Mental Health Contract. This will be taken under advisement.

FOREST SERVICE MEETING

Bryant Christensen, Norbut Snaff, and Lieb Miller met with the Commissioners to discuss having the county take over maintenance on the South Cottonwood road. There will be 9 mines in this area by late summer and several of them will be quite large. The Forest Service is not funded for maintenance on roads that have heavy commerical use. The commissioners asked these men to find out if there could be a Memorandum of Agreement between the Forest Service and the County. The commissioners would also like to have the Forest Service pay a nominal fee for the upkeep of this road. It was suggested that Mr. Christensen get a copy of the Memorandum of Agreement which the county has with the Bureau of Indian Affairs. Mr. Christensen stated that he would get a copy of the agreement and met back with the Commissioners next week at 1:00.

COMMISSIONER GUYMON REPORTS

Commissioner Guymon reported that Glenn French refused the salary that was offered to him by the

commissioners. This was for the Justice of the Peace in the Bluff Precinct.

LEGISLATIVE CONFERENCE IN WASHINGTON

Commissioner Black reported on the legislative conference that he attended last week in Washington, B.C. He stated that they had the first meeting of the Rural Affairs Committee of the National Association of Counties. Commissioner Black also met with the new BLM director who stated that he was against alot of Wilderness Areas. He will take the wilderness areas under advisement but the environmentalists must back up their stand with facts and figures.

ECKHOFF, WATSON, AND PREATOR

Commissioner Guymon made the motion to approve the payment for the Periodic Estimate made by the engineering firm of Eckhoff, Watson, and Preator on the Bluff to Montezuma Creek Road. The amount of this payment was $9,900. This was seconded by Commissioner Black and it passed unanimously.

RAISE FOR COMMISSIONERS

The commissioners discussed raising their salaries instead of hiring a secretary. They decided to hold a public meeting on April 4, 1978 at 7:30 P.M. in the Courtroom at the County Courthouse. They also decided to have a lot of publicity on this public hearing.

TV

Commissioner Boyle discussed a letter that he had sent to Commissioner Murray Webb on the TV situation in the outlying areas. This letter relates to a meeting that the various commissioners would like to have with the technicians from the Salt Lake Television stations.

SUBDIVISIONS

The commissioners approved two subdivision plats on a motion from Commissioner Black, and seconded by Commissioner Guymon, passing unanimously. The stipulation in the motion is that these subdivisions would be accepted by the county but the roads would not be maintained or accepted into the county road system untill the subdivider brings the road up to county standards. The two subdivisions are the Mitchell Subdivision and the deRieux Subdivision. These are located in LaSal.

SAN JUAN COUNTY ROAD MEETING HELD MONDAY, MARCH 20, 1978

Minutes were read and approved. Doug reported H. Young was ready to pour the abutments for the bridge at Brown's Hole. Doug reported on Mexican Water raod. He said Bill Frazier from the area office said there were a few details to work out but they should be ready to start this project sometime this year.

H. Young reported on investigating the railroad cars for the Brown's Hole bridge. He recommended we redesign the abutments to give more strenth to the bridge.

The commissioners recommended the Raod Department take another look at this with heavy truck traffic in mind and come back with recommendations.

Ace recommeded a raise for three employees. Dave made motion this be approved; there were mo objections.

Purchase of a used chip spreader was discussed. The Commissioners suggested the foremen take a list of roads they need to use a chip spreader on and Lynn will inspect a used chip spreader available from the U. D. 0. T.

Lynn was instructed to present a list of equipment usage and equipment needs for 1978.

The minutes were read and approved on a motion by Commissioner Black and seconded by Commissioner Guymon.

WEST FOYER IN COURTHOUSE

Mr. Tom Kendrick met with the commissioners to discuss finishing the west foyer in the Courthouse and payment of the bill for this work. The commissioners stated that they would approve payment for this work and that this company would be payed as soon as the work was completed.

STATE FAIR MURAL

The commissioners discussed various places that the prize winning San Juan State Fair Entry could be placed. It was decided to loan this mural to the Edge of the Cedars Museum. Commissioner Boyle felt that they should take the responsibility for the upkeep. That is, if the painting were damaged then the Museum should seet that it is repaired.

PUMP

Mr. Del Hunter meet with the commissioners to discuss the pump that is^presently on the furnace in the courthouse. He felt that it would not last much longer and that it might be wise to order a spare. The commissioners agreed and Del was asked to look into the various pumps and order the best one for our use.

BLUFF TO MONTEZUMA CREEK ROAD

Commissioner Black reported that the Joint County and City Roads and Streets Commission approved One Million Dollars for the Bluff to Montezuma Creek road. This money comes from the Federal Aid Secondary Funds programmed for the fiscal year of 1981. However, if the plans and equipment are ready to go then it could be possible for the county to get the funding before 1981.

Commissioner Boyle presented a letter from Les Sweeney, Area Manager of the Bureau of Land Management to the Utah Department of Transportation asking for better coordination on the Bluff to Montezuma Creek Road. Commissioner Boyle asked the deputy clerk to send a copy of this letter to Eckhoff, Watson, and Praetor asking that they work more closely with the BLM in the future.

WEED MEETINGS

Commissioner Guymon reported that Jim Stevens, Jim Heaton, and Commissioner Guymon attended weed control meetings at Utah State University. Commissioner Guymon stated that the weed specialists at Utah State don't like the idea of using fields of Morning Glory or Bindweed as pasture land as it spreads the morning glory rather than killing it. Morning Glory or Bindweed is a large problem in San Juan County.

LIBRARY BOARD MEETING

Commissioner Guymon stated that there would be a library board meeting held Tuesday night at 7:30 to hire a new custodian for the Blanding Library.

MENTAL HEALTH MEETING

Commissioner Boyle reported on the Mental Health Meeting. He stated that there had been a Management Survey had been made.

VOTING DISTRICTS IN BLANDING

Commissioner Black made the motion to adopt a resolution dividing the voting precincts in Blanding. Commissioner Guymon seconded the motion and it passed uananimously. The legal discription of the voting districts are as follows:

to intersection with 5th N, E to center of Johnson Creek Road, N!ly along center of Johnson Creek
