Minutes of the County Commission Meeting held February 20, 1979

PRESENT: Commission Chairman E. S. Boyle, Commissioners Bill Dunow and Calvin Black.

TIME: 10:00 A.M.

Minutes of the previous weeks meeting were read and approved upon two corrections which will be done by the secretary. This was done upon a motion made by Commissioner Black and seconded by Commissioner Dunow to carry the motion.

COMMISSIONER BLACK REPORTS

Commissioner Calvin Black reported on a meeting he had attended of the Western Interstate Conference. The main topics discussed were in-lieu tax monies and wilderness area designation, and reports of the problems in Alaska due to the Antiquities Act recently signed by President Carter. They discussed concern about the National Park Service taking over public lands. They are attempting to pass a reso-lution to transfer lands back to the control of the states in which they are located.

He also reported on the AOG meeting in Moab Friday. With the resignation of Greg Beckstrom there is a need for a qualified and interested replacement, hopefully someone from the area who can replace Mr. Beckstrom yet have roots in the area. The AOG is going to set up a schedual for visiting Grand and San Juan Counties. Commissioner Black has also been elected President ot the Western Interstate Conference which will come into effect in July.

TRAVEL COUNCIL

The Commissioners are planning to have a legnthy discussion with Brother Juniper of the Travel Council as soon as he returns from Pheonix concerning the replacement for the Travel Council Office in the court-house.

DOUG NIELSON KUED

Doug Nielsen of KUED and Jim Allred of San Juan Communications met with the Commissioners to discuss alternatives to our current television system. Mr. Nielson presented the changes to be made and the various systems that would elieviate the problems. He also presented estimated costs for the project.

POLICE LIABILITY INSURANCE

James Chapman of the Professional Liability Insurance met with the Commissioners to present an insurance

plan which is approved by the National Sheriff's Association.

BEER LICENSES

Upon a motion made by Commissioner Black and seconded by Commissioner Boyle the application of the San Juan Bar for a Cararet License/ Also upon a motion made by Commissioner Black and seconded by Commissioner Boyle the Beer licenses of the Montezuma Creek Lounge, the Montezuma Creek Trading Post and Hatch Trading Post were apporved.

PUBLIC DEFENDER

The Commissioners discussed the need for a public defender but are deferring a decision at this time until

they have a chance to examine it more thoroughly.
