Minutes of the Board of County Commissioners Meeting held August 20, 1979
PRESENT: Chairman E. S. Boyle, Commissioner Bill Dunow, Commissioner Calvin Black being excused for the day to attend Wilderness meetings in Cedar City. Also present Al Haskins and Deputy Clerk Peggy Jorgensen.
TIME: 10:00 A.M.
Minutes of the previous weeks meeting were read and approved with the stipulated corrections and additions. This being done on a motion made by Commissioner Dunow , Commissioner Boyle relinquished the Chair to second and carry the motion.
TODAHANAIDAKANI COMMUNITY RESOLUTION:
Mary Benally met with the Commission to present to them a resolution that had been prepared in a meeting wherein they stated that the road in the Bluff area is in need of improvements where children are being picked up by school district buses. Commissioner Dunow will check into this and see what needs to be done.
MONTEZUMA CREEK PROJECT
Donald Jack, Melvin Walker, and Al Blankenship met with the Commission to discuss with them the Montezuma Creek Project, the joint venture of the San Juan School District and the County wherein a building to store the ambulance and fire truck in Montezuma Creek will be built by the County at a later date, and also parking space for County equipment in the area. The School district will be storing buses and maintaining the ones in the area in a building that will belong Harmon's bussing, which contracts for the school district. For the time being the area where the County will be building will be fenced in. They also discussed installing fuel tanks, and the type of fencing that is being used.
They also discussed the sidewalk that is going to be built from the high school to the intersection. The Commission will call the Engineering Firm of Preator, Watson and Eckoff today to verify the width of the asphalt walkway. Doug Pehrson will get a center line reading for them as soon as possible.
They also discussed the Navajo Taxation problem and what is being done on the matter.

COMMISSIONER DUNOW REPORTS
Commissioner Dunow reported that the "insufficient-funds" checks had been cleared by the Bank and the matter is finished. He also reported on road reports he had heard.
COMMISSIONER BOYLE REPORTS
Commissioner Boyle reported that he had received $150.00 for replaceing the incinerator that
was destroyed by equipment when the City was having new sewer lines installed by the Swimming pool.
He has turned this money in to the Treasurer.
He also reported that the Award of Bids for the Montezuma Creek Swimming pool had a typecgraphical
error in them,wherein the Bid Awardee Intermountain Specialties Inc. was to receive $72,000.00
for the pool when they had bid $63,450.00. He had contacted Mr. Boberg who is the architect of
this project, who stated that his office had made the error and that he had contacted the contractor
who would make the change immediately. Commissioner Boyle stated that he had Attorney Halliday
draw up a document wherein the error was plainly stated and the necessary change. The secretary
mailed three copies of this to Mr. Boberg with a cover letter. He will have the documents signed
and return them to the Commission as soon as possible.
He also presented to the Commission a letter of Resignation of Marion Hazleton from Public Health,
effective the first of the year. There will be a meeting Wednesday night of the Health Board to
check over the applications for filling the vacancy made by Mr. Hazletons resignation. Commissioner
Boyle will attend this meeting.
He will also be attending a meeting the 3Qth of August as a member of the A.O.G. Social Services
Committee.
LASAL COMMUNITY RESOLUTION
The La Sal Community has prepared a resolution for the Commission to study and adopt. The Commission when all of the members are present will make a decision as to what further steps need to be taken in this area.
AL HASKINS
Al Haskins met with the Commission and discussed with them the progress of the Bluff Community Center, and the changes he felt were necessary.
Al also reported that Wednesday a representative of H.U.D. will be here to check over the distributions made on the Mexican Hat District &the Bluff Building. He stated that this is a routine check. He also stated that he would meet with Kaiserman Associates Wednesday and with Don Spadling, the Director of Civil Defense. He also stated that the State Division of Aging would be here to make an evaluation of our Aging Program.
DEPARTMENT OF ENERGY
The Commission received a presentation from various members of the Department of Energy on possible repository sites in San Juan and Grand Counties. Nell W. Fraser representing the Department of Energy, Sigrid Higdon and Jack Lyman representing the D.O.E., Fred Conwell and Terry A. Grant representing the Woodward Clyde Corportation who is doing exploration for the Department of Energy, Noah A. Frazier of Batelle, Office of Nuclear Waste Isolation,and Gary Tomsic of the Association of Governments who introduced the group to the Commission.
Mrs. Fraser pointed out to the Commission the objective of the study is to provide a location for radioactive wastes. She also discussed alternate disposal methods. She told of the history of the waste program. She explained to the Commission that the purpose of this group is to provide public knowledge, and gain a social concensis of the area regarding nuclear wastes. Mrs. Frazer presented the budget that the Federal Government is expending for the developement of this project. She explained that there are many factors to determine before a sight for a repository can be made. The top of the site will require 240 acres and will need 2,000 acres below the ground.
N. A. Frazier of Batelle told the Commission that present geologic exploration is going on. They have already drilled in Salt Valley in Grand County. They will also be doing some deep drilling in the Elk Ridge Anticline area and in the Gimsone Dome area, and that temporary siezmic systems at 24 stations are operating on Federally managed lands. Mr. Frazier stated that the study is in the very early stages, and that investigations are just getting underway.
SOCIAL SERVICES
Bruce Shumway and Lynn Samsel met with the Commission to discuss the Senior Citizens Program and other various items. Commissioner Dunow made the motion that Chairman Boyle sign the Mental Health Contract, Commissioner Boyle relinquished the Chair to second the motion and then signed it into effect.
Commissioner Dunow, Al Haskins and Bruce Shumway will meet with John Johnson and Bill Snow of J & S Construction regarding the Bluff Community Center at 3 P.M. Tuesday. The Commission advised that the Construction Company should be held to the word of the Contract with the County.
