ROAD MEETING OCTOBER 1, 1979 TIME: 9:00 A.M.
PRESENT: COMMISSIONERS E. BOYLE, B. DUNOW, AND C. BLACK. SURVEYOR D. PEHRSON. FOREMEN L. LYMAN, B. BRADFORD, AND L. ADAMS.
MINUTES WERE READ AND APPROVED.
COMMISSIONER DUNOW REPORTED THE STREET TO EDGE OF THE CEDARS HAD BEEN APPROVED FOR OILING, WITH THE CITY TO PAY FOR 100% OF THE ASPHALT: 50-50 ON THE LABOR. A SUB-DIVISION STREET WILL ALSO BE BUILT WITH THE CITY PAYING 100% OF ALL COSTS. IN MONTICELLO, THE JIM BLACK ROAD WILL BE BUILT ON A 50-50 BASIS. LYNN AND EDDIE WILL WRITE A LETTER TO THE CITY INFORMING THEM OF A TIME LIMIT ON DOING THIS STREET.
DISCUSSION CONTINUED ON FORMING A POLICY ON CITY WORK IN THE FUTURE. TEEK REPORTED HE WAS MOVING TO FRY CANYON TO DO A PROJECT IN THAT AREA. BERNAL REQUESTED A 90 DAY RAISE FOR G.A. SICKLER. THIS WAS APPROVED.
DOUG REPORTED THE U.N.D.C. HAD REQUESTED SOME ROAD WORK TO THEIR CLINIC. THE COMMISSIONERS TURNED THIS DOW.
DOUG ASKED ABOUT (the) JIM BLACK ROAD. COMISSIONER DUNOW SAID THEY WOULD CURB AND GUTTER THIS STREET NEXT YEAR, THEN THE COUNTY WILL BLACK-TOP.
LYNN PRESENTED A LIST OF ROAD PROJECTS FOR 1979 FOR CONSIDERATION BY THE COMMISSIONERS. MEETING ADJOURNED 10:00 A.M.
MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD OCTOBER 1, 1979
PRESENT: Chairman E. S. Boyle, Commissioners Bill Dunow and Calvin Black, also present
Al Haskins and Deputy Clerk Peggy Jorgensen. TIME: 10:00 A.M.
Minutes of the previous weeks meeting were read and approved with the stipulated corrections and additions. The was done on a motion made by Commissioner Dunow and seconded by Commissioner Black to carry the motion.
ANNEXATION QUESTIONS
and Nell Dalton Mrs. Lee Wilkin, Gary Halls, and Vernon Schafer/met with the Commission to discuss with
them different view-points regarding the proposed annexation by the City of Monticello. The group expressed concern over the statements that have been made to obtain signatures for the petitions. The Commission explained that they have no legal jurisdiction regarding the annexation, but referred them to the County Attorney for answers to legal problems. The Commission also offered other suggestions. The Commission stated however, that if they have to approve the annexation as it is now, they will not approve it, and that if they do not have any say in the matter, they will protest and see what can be done.
COMMISSIONER BOYLE REPORTS:

Commissioner Boyle reported that he had met with Lao Memmit, Legislative Fiscal Analyst, and that Mr. Memmit is having difficulties with the population figures from the County. Mr. Memmit stated that he will have to come to the County and try and search out the differences.
Commissioner Boyle also reported on his meeting with Bruce Hymus and that Mr. Hymus had informed the Commissioner that the Uniform Accounting Code had been adopted in 1976, but that San Juan County had not yet conformed to the Code, nor had the County requested help from the State Auditors Office for assistance in setting this program up. Mr. Hymus or a member of his staff will come and set up the system and see that it is applied properly. The County Offices involved in this are to give 100% co-operation. Mr. Hymus reported to Commissioner Boyle that he had no desire to do a new audit, which would cost the County approximately $10,000.00. Commissioner Boyle also stated that now is the time to get things done once and for all.
Commissioner Boyle also reported on the Social Services Steering Committee he attended. MARIAN BAYLES
Marian Bayles, San Juan County Treasurer met with the Commission to discuss Circuit Breakers and Abatements,
COMMISSIONER BOYLE REPORTS TO OFFICIALS
Commissioner Boyle reported to Marian Bayles, Treasurer, Clytie Barber, Clerk-Auditor and Bill Francom, Deputy Auditor on his meeting with Bruce Hymus of the State Auditor's Office. He also reported to them on the discussion he had had with the Legislative Analyst. He reported to them that Mr, Hymus had stated to him that he didn't intend to throw the Audit out, but that he was trying to arrange 3-4-or 5 days to either come down or to send someone down to work with us until the County Accounting problems are straightened out. Commissioner Boyle stated that the Commission desires a line of Communication with the County offices. He also stated that he had promised 100% co-operation with the State Auditor's Office, and expressed concern that San Juan County is not in total conformity with the Utah Code. He also reported that according to Mr. Hymus, the County had not made a request for help until now. He stated that the County is not in compliance with the Uniform Accounting Code, and the Commission is desireous to know why, Again he commented that now is the time to do it anikeep it straightened out. CLEAL BRADFORD
Cleal Bradford met with the Commission to present to them a proposal for road maintenance at White Mesa. This agreement is similar to the agreement the County has with the BIA for the roads on the Navajo Reservation, This agreement covers the Ute Reservation and other alloted lands.
He also invited Doug Pehrson and / or Lynn Adams to attend a meeting Tuesday evening at 6 P.M. at the White Mesa office regarding the roads there.
He also discussed the Senior Citizens Center at White Mesa and the wishes of the participants to purchase draperies for their center out of the allotted money they have. The Commission stated that they had no objections to this purchase.
Mr. Bradford also discussed with the Commission the Health Care facility that is being discussed for Blanding,
T.V.
The Commission recieved a letter from Howard Valle of Mexican Hat reporting on the bad television reception there. The Commission stated that they would attempt to locate Jim Allred to have him check it out,
MONTICELLO CITY OFFICE_ANNEXATION
Monticello City Manager Richard Terry, Gene Etherington, and Bruce Halliday met with the Commission to discuss with them the proposed annexation of properties outside the City. The gentlemen stated that the annexation is designed to take in anything on City utilities. The Commission explained to them the statements they had heard earlier in the day regarding the gathering of signatures for the petitions for annexation. Mr. Terry informed the Commission that a Committee could be formed pursuant to the terms of the law. Commissioner Black made the motion that Commissioners Boyle and Dunow serve on the Committee, Commissioner Dunow seconded, to carry the motion. The Commission requested that the County Attorney Bruce K. Halliday attend these meetings and answer the concerns of the citizens. They also suggested that a Public Hearing be set up to answer complaints before a final decision is made. The Committee mentioned will be made up of seven members; two representing the municipal elected officials, two elected officials of the County in which the municipality is located and three individuals from the proposed annexation areas, who will be selected by the first four. The Boundary Committee (Commission) is a legal body to be established in each County for the purpose of reviewing disputed annexations involving more than five acres. Boundary Commissions also have the implied purpose of encouraging better planning and mitigating problems associated with growth.
COMMISSIONER BLACK REPORTS
Commissioner Black reported that he had spoken with Phil Acton, Building Inspector for the Southern part of the County regarding Building Permit Inspections. The Commission has invited the Building Inspectors in the County to meet with them the 8th to set up guidelines for fees for inspections for Commercial building.

Commissioner Black presented a letter to the Commission from the Department of Highways, Division of Aeronautics regarding the abandonment of the taxi-way at the Monticello airport. The F.A.A. has agreed to this abandonment if the taxi-way is marked with large white X's or if it is removed. They also recommended that any pilots who use the airport regularly should be contacted. The Commission will hold a Public Hearing to discuss the abandonment of the taxi-way October 15, 1979 at 3:00 P.M. in the Commission room of the San Juan County Courthouse. Interested parties are asked to attend and contribute to the discussion.
Commissioner Black further reported on the speaking engagements he had made in Idaho,
Montana and Wyoming. He reported that a great deal of interest has been generated for
the "Sagebrush Rebellion" and that many of the organizations have adopted resolutions
in support of Senate Bill 1680, which is aimed at transferring Federal Lands back to the States,
AL HASKINS
Al Haskins reported to the Commission that there were still a few things that are needed to complete the information for Outdoor Recreation.
He also reported that on Friday the Governor's Advisory Board for Surplus Property will be here for a meeting.
Al presented to the Commission an Agreement with the Aging Program for funds that will be matched by the State. Commissioner Black made the motion that the Commission accept this agreement and that the Chairman sign it into effect. Commissioner Dunow seconded to carry the motion.
AWARD OF BID WITH CHANGES RETURNED
Commissioner Dunow made the motion for the Chairman to sign the Agreement between the architect, and the Contractor for the Montezuma Creek Swimming Pool and the County for a correction in the amount of the Award of Bid. Commissioner Black seconded to carry the motion and the Chairman signed the Agreement into effect. Copies will be returned to S. E. Boberg, and Intermountain Specialties, and the Countyfs copy will be on file in the Clerk's office.
CORRESPONDANCE
The Commission received correspondance from the following:
Central Utah Insurance Co. re: Inspection of the Boiler system at the San Juan Hospital.
Association of Counties re: Recent support for funding of Payment-in-Lieu of Taxes, and
a recommendation that the Chairman on behalf of the Commission write a letter of appreciation to Gunn McKay for his efforts in this cause.
INDEPENDANT AUDITOR REQUEST PAYMENT FOR COMMISSION VISIT
Commissioner Dunow made the motion that the bill for $115.00 submitted by R. J. Fellmeth
C. P. A. for visiting with the Commission to discuss the mill levy be paid. Commissioner
Black seconded the motion with the stipulation that it be on record that the Commission
feels that the amount is excessive and that the Commission refuse to use his consulting services
again, without prior knowledge of the charges. The motion passed unanimously.
