MINUTES OF THE COUNTY COMMISSION MEETING HELD MAY 1, 1978

Minutes read and approved on a motion by Commissioner Black seconded by Commissioner Guymon. MONTEZUMA CREEK SWIMMING POOL
Bill Todichini and Ron Burg met with the commissioners to discuss the lease agreement. The commissioners stated that we must have a lease agreement and have the money for the pool obligated as of June 1st or else we would loose the money. Mr. Todichini asked if Commissioner Boyle would write a letter to Ralph Begay asking that this be put on the agenda for the May 9th meeting. Commissioner Boyle stated that he would do this.
EXTENSION AGENT
Jim Stevens met with the commissioners to discuss the Extension budget because of Fern Peterson's sick leave. The commissioners stated that this could come out of the general fund. They also discussed hiring a helper on the weed program.
EQUITABLE LIFE INSURANCE
Mr. Rick Hollingshead met with the commissioners to discuss his life insurance policy and medical policy. The commissioners stated that they were satisfied with Blue Cross-Blue Shield.
BEER LICENSE FOR FRY CANYON
Bill Jones, Paul Page, and Dave Badger met with the commissioners to discuss the Beer License for Fry Canyon. They are purchasing Orin Story's place. The commissioners stated their policy on beer licenses and the application will be turned over to Sheriff Wright for investigation.
XEROX MACHINE
The commissioners met with the Xerox Service man to discuss the problems that he has been having with the
machine. These are all operator related because unauthorized persons are using the machine and then
when it jams up they pull the plug or flip the circuit breaker. The commissioners asked him to have a
sales representative contact them about an audiotron which leaves the machine on but makes it impossible
to run the machine without a key.
Commissioner Black made a motion to adopt the following policy: That Patsy Schneidewind or her delegated
representative are the only ones authorized to run the Xerox Machine. The door will be kept locked
until an audiotron is purchased for the machine. All noncounty copies will be 10 cents a copy. Commissioner
Guymon seconded the motion and it passed unanimously.
Patsy will make some signs to put on the machine and on the door.
There will be a memo sent to all departments on the above entry.

TV
Jim Allred met with the commissioners to discuss the TV situation in San Juan County. He also discussed a Television meeting that was held in Richfield which he and Commissioner Boyle attended. There will be another meeting held on May 6th for this area of the county. All of the commissioners and Jim will attend. Jim was also authorized to attend a Television Technical Corporation Seminar on the llth and 12th of May.
ROAD WITHDRAWN
Clem Washburn met with the commissioners to discuss withdrawing a county road from the county system. This must be decided by a public hearing which will be held May 22nd, 1978/
AOG CITY REPRESENTATIVE
Commissioner Black made the motion that Mayor Keith Redd, be appointed to the position of City Representative to the Southeastern Association of Governments and the Ecconomic Development District. This was seconded by Commissioner Guymon and passed unanimously.
SICK LEAVE
The commissioners discussed Fern Peterson's accumulated sick leave. The policy is that the maximum accumulated sick leave that can be accumulated is 90 days up to 1975. Then the current policy goes into effect.
PUBLIC HEARING
The public hearing for the planed Revenue Sharing Expenditures for the 9th entitlement period, 10/1/77
thru 9/30/78 with an estimated allocations of 199,732. The proposed usage of Revenue Sharing funds
were for Public Transportation. There being no opposition voiced the motion was made to use this
money as allocated. Motion by Commissioner Black, seconded by Commissioner Guymon and passing unanimously.
The public hearing opened at 2:00 P.M. with no one other that the County Commission present.

PUBLIC HEARING ON AIR QUALITY FOR VARIOUS AREAS IN SAN JUAN COUNTY
Commissioner Black reported that there will be a Public Hearing on May 5th, 1978 at 2 P.M. in the Monticello Public Library. The hearing will be to hear the publics feelings on changing various areas in the county, including Grand Gulch to Class 1 air standards. They are presently at class 2. The commissioners are opposing this action as it will mean that there can't be any drilling or any mining anywhere near these areas. It also means that nothing can happen in or near these areas. Class 2 standards do not prohibit mining or drilling. Class 2 standards mean very clean air with no health hazards or visibility deterioration. Class 3 is well with the health levels. The towns on the Wasatch Front don't even meet Class 3 air standards. There are meetings held to dtermine the public opinion on changing Natural Bridges and Hovenweep to Class 1 standards. This would bring industry in San Juan county to a standstill. It is hoped that the public will attend these hearings and vote against changing the air standards.
Commissioner Black also attended the Energy Council, Power Plant Task Force meeting in Delta. The IPP may be approved. However, the Environmentalists are going to fight the building of this power plant. Evidently, they don't think there is a power shortage and their goal is zero growth.
Commissioner Black also attended the Wilderness Committee meeting. They are opposing the current Wilderness Proposal. They will review and make recommendation. They also feel that any area that is made into Wilderness should be taken away from the BLM or the Forest Service and be given to the Park service to administer. These idea is well received in Congress.
RECREATION DIRECTORS
The commissioners discussed the pay for the athletic directors and the recreation directors. Commissioner Guymon stated that he wanted to hold a meeting soon to determine the pay for helpers, etc. in the Recreation Program.
Commissioner Guymon also reported on Bill Dineharts meetings with various groups in Bluff and Blanding. WINTERIZATION AND LOW INCOME HOUSING
John Helquist met with the commissioners to get approval to hire Alvin Black at Grade 27 Step 1, at $3.94 an hour. This was approved on a motion by Commissioner Black and seconded by Commissioner Guymon. It passed uanimously.
John Helquist asked for a raise of 1 step which was approved on a motion by Commissioner Guymon and seconded by Commissioner Black. It passed uananimously.
ZONING ORDINANCE
There will be a public hearing at 5:00 P.M. Monday, June 5th on the zoning ordinance. There will be three copies of the zoning ordinance at the clerks office for inspection.
MEMORNDUM OF AGREEMENT FOR ROAD MAINTENANCE
The commissioners approved the memorandum of Agreement for Road Maintenance. This will be on file in the clerk's office.
MEMORANDUM
The commissioner signed a non-participation Memorndum electing not to participate in the medical program provided by the State of Utah.

MINUTES OF THE SAN JUAN COUNTY ROAD MEETING HELD MAY 1, 1978

PRESENT: Commissioners E. Boyle, D. Guymon, and C. Black. Engineer D. Pehrson, Foremen L. Lyman
B. Bradford, L. Adams and A. Holden.
Minutes were read and approved.
Commissioner Black presented a letter from Paul Gilgen in regard to time schedule on Bluff to Montezuma Creek. He reported there was some conflict on previous commitments. He said he would follow up on this.
Teek reported he was hauling pit run on Ismay Road, and would be ready to move as soon as he was through. Dave said he would check on easements on Cross Canyon Road, so teek could move there next.
Bernal reported he was waiting on approval from BLM to move Crucher to Mexican Hat.
Commissioner Black reported a public hearing would be held on Friday in regard to the clean air act in' parts of San Juan County. He encouraged residents to attend and express their opinions.
Doug reported four survey points had been established within the city by private survey units.
Lynn reported he was advertizing for bids May 22 on culverts, tires, fuels, motor oil, grease and L. P. Gas.
