MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD AT MONTICELLO, UTAH ON JUNE 1, 1959 at 10 A.M.

Meeting opened with all Commissioners and Clerk present.

Routine work with the roadmen was conducted. Dave Guymon, George Barry, foremen were present.

Needs of the Blanding Road District

, Dave Guymon asked for permission to add several stalls to the ex-isting road shed.

Needs of the East District , Goerge Barry asked for permission to have a water tank for watering roads. ROAD TO BE CHANGED IN EAST DISTRICT

Mr. Don Mirgon was present with road foreman, George Barry, to ask that the County change the road through his ranch at Cedar Point to follow the Section Line. The new route will follow a course that will make grades better and eliminate two turns in the road. It was unanimously agreed that the road will be changed as fast as weather conditions permit and right-of-way can be secured.

COUNTY REQUESTED TO SPONSOR JOINT TOUR OF SAN JUAN COUNTY

Rell Argyle, County Agent, and Alfred Frost were present to ask that San Juan Cou nty sponsor a joint tour of range lands in San Juan County, that is being jointly planned by the Forest Service, Bureau of Land Management, Soil Conservation Service and Extension Service. They explained that lunch would be served to those participating in the Tour and they asked if the County would stand the expense of some items that needed to be purchased. It was unanimously agreed that San Juan County would sponsor the tour and would consider paying for the necessary items.

REQUEST FOR BEER LICENSE REJECTED

Mr. Ken Goodell made application for a beer license for South of Blanding on Highway 47 near Shirt Tail Corner. The application was rejected by unanimous consent.

ELECTION RETURNS CANVASSED

An Election having been held in San Juan County on May 29, 1959, to determine if San Juan County, Utah, shall incur debt and issue bonds to the amount of $155,000 to run for a period of not more than 10 years from the thereof and to bear interest at the rate or rates not in excess of 4 1/2 % per annum for the purpose of acquiring through purchase and construction and improving county recreational facilities, in-cluding land, buildings and equipment?

The canvass determined that the following votes were cast in favor or against the above issue:

A motion was made by Commissioner Hazleton, seconded by Commissioner Bartell, and cariied, that San Juan

County purchase the above shop tools from Monticello Implement Company and C. S. Thomson.

DELEGATION PRESENT FROM CEDAR POINT

A delegation of citizens from Cedar Point were present to further urge the Commissioners to gravel the

road as previously requested. They were told that thare has been no change in plans and that the work will be done as soon as possible.

The delegation also requested that the Commissioners consider buying the old School House at Cedar Point

to be used as a recreational center for the people of that area. Commissioner Hazleton was delegated to meet with the School Board to see if the building is for sale.

COUNTY EXPECTS TO PASS SALES TAX ORDINANCE

The Clerk was instructed to write to the State Tax Commission informing them that San Juan County expects to adopt the Ordiance for Sales Tax.

COUNTY NOT INTERESTED IN CONSTUCTION ON DEAD HORSE POINT ROAD AT THIS TIME

The Clerk was instructed to write to the State Road Commission in answer to their letter of May 14th in which they request the County to consider construction of Dead Horse Point Road on the secondary system, that San Juan County is not interested in construction at this time.

CANVASS OF VOTES OF SPECIAL BOND ELECTION FOR RECREATIONAL PURPOSES

A regular meeting of the Board of CountyCommissloners of San Juan County, Utah, was held at the Commissioners' Room in the County Court House in Monticello, Utah, on Monday, the 1st day of June, 1959, at the hour of twelve o'clock noon, there being present and answering the roll call the following:

Thereupn, the following proceedings, among others, were had and taken, to-wit:

The County Clerk presented a certification of the posting of the notice of the Election, held in said County on Friday, the 29th day of May, 1959, signed by the Registration Agents in each of the election precincts within the County, and the affidavit showing the publication of said notice, all in accord-ance with the 1sw and the resolution and order of the Board of County Commissioners duly adopted the 20th day of April, 1959. It was ordered that said certificate and affidavit be made a part of the rec-ords of the Board of County Commissioners.

The returns of the Judges of Election, held in said County on Friday, the 29th day of May, 1959, were thereupon received, and the Board of County Commissioners proceeded to canvass the result of the election. The result of the election was found and determined to be as follows:

There were 363 ballots cast at said election, of which 271 ballots were marked "Yes" and 89 bal-lots were marked "No". 3 challenged, not counted.

The following resolution was introduced, seconded and unanimously adopted:

RESOLUTION

WHEREAS, at said election there were 363 ballots cast, of which 271 ballots were marked in favor

of the issuance of the bonds, and 89 ballots were marked against the issuance of the bonds: 3 challenged, not counted.

and

WHEREAS, AT SAID election none but such qualified electors as had paid a property tax ,in San Juan County, in the year next preceding such election, were permitted to vote on the question submitted;

and

WHEREAS, the Board of County Commissioners has canvassed the result of said election and has found, and does hereby find, than more than a majority of the votes cast at said election were cast in favor of the issuance of said bonds;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF SAN JUAN COUNTY, UTAH:

That said election resulted in favor of the issuance of the General Obligation Bonds of San Juan County, in the amount of $155,000, to provide funds for the purpose of acquiring through purchase and construction and improving county recreational facilities, including land, buildings and equipment.

PASSED, ADOPTED AND APPROVED, this 1st day of June, 1959.
