MINUTES OF THE SAN JUAN COUNTY COMMISSION MEETING NOVEMBER 19, 1984

The San Juan County Commission met in regular session on Monday, November 19, 1984, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.

The following members were present: Commissioner Kenneth R. Bailey,

Acting Chairman Commissioner Robert Low

Commissioner Calvin Black was excused as he is attending the Western Interstate Region Board Meeting.

Minutes of the previous meeting were approved with the specified corrections on the motion of Commis-sioner Low. The motion was seconded by Commissioner Bailey and carried unanimously.

ELECTED OFFICIALS MONTHLY MEETING

The following elected officials met with the Commission for the regular monthly meeting:

Mary Lou Mosher, County Recorder Marian Bayles, County Treasurer Barbara Montella, County Assessor

Commissioner Bailey reported to Mary Lou Mosher that the next County surplus auction will be next fall. The Coninission encouraged all departments to see if any other department can use surplus property before it is sold at auction.

Barbara Montella reviewed a proposal by several other Counties to hire an auditor to audit the State assessed property. The Commission stated that they feel this would be very cost effective.

The Commission reported that all budgets should be figured based on the same amount of revenue as last year. The Coninission further emphasized that an increase in one budget would mean a decrease in another.

The Commission reported that all submitted budgets will be left as they are until after the budget hearings. All department heads should be present at the budget hearing on December 10th in the County Courthouse at 6:00 p.m.

BRINE DISPOSAL PIT DISCUSSED

Brian Wood met with the Commission to request the Coninission's support regarding the establishment of a brine disposal pit by Hay Hot Oil. Mr. Wood also stated that Hay Hot Oil would be willing to upgrade the Bluff Bench Road to County standards and then would like the County to take it over. Commissioner Bailey stated that if the road is upgraded to County standards the County would be willing to take over the road maintenance. Commissioner Bailey also agreed to draft a written statement in support of the brine disposal pit.

PETITION PRESENTED RE: EMPLOYEES RETIREMENT FUNDS

Rita Bryan met with the Coninission to present a petition signed by 19 county employees requesting the following:

Since the retirement money will not be deposited into the 401-K anytime soon, we would like to have the money in cash for the months of July through November as a Christmas help.

Commissioner Low stated that he felt the 3.35% is the employee's money and they should be allowed to use it as they wish.

Commissioner Bailey stated that he felt the funds should go into a supplemental retirement plan such as the 401-K program as soon as possible.

The Commission decided to defer action on this matter until the November 26th Commission meeting.

DIVISION OF WILDLIFE RESOURCES REPRESENTATIVE MEETS

Guy Wallace of the Utah Division of Wildlife Resources met with the Commission to report that Foy Lake has been drained in an effort to work on the vegetation problem.

Commissioner Bailey stated he would like to make an official protest regarding the handling of a road-killed deer. Commissioner Bailey reported that in October he reported the location of a road-killed deer to Richard Mann of the Utah Division of Wildlife Resources so that the meat could be saved. Commissioner Bailey later found out that the animal was left in a wooded area to rot. Commissioner Bailey requested a written report regarding this incident from Mr. Wallace.

UTAH AIR CONSERVATION COMMITTEE SCOPING MEETING REPORTED ON

Al Haskins reported to the Commission on the Air Conservation Committee he represented them at last week. Mr. Haskins reported that a letter from Representative Howard Nielson was presented stating his opposition to integral vistas. Mr. Haskins further reported that only one person present was in favor of the integral vista monitoring.

HEALTH CARE SERVICES DISCUSSED

Commissioner Low reported on the meetings he attended in Albuquerque, New Mexico last week. Commissioner Low stated that among the options discussed for small rural hospitals was sale or hiring a management firm.

Rayburn Jack met with the Commission to present the budget requests for the various departments in Health Care Services.

HIGH LEVEL NUCLEAR WASTE POLICY WORK GROUP MEETIMG SCHEDULED

Commissioner Low reported that the High Level Nuclear Waste Policy Work Group will have a meeting on November 28th in Salt Lake City. Commissioner Low is planning to attend this meeting.

OCTOBER ROYALTIES FROM MI VIDA MINE REPORTED

Royalties received by San Juan County from Rio Algom, MiVida Mine for the month of October was in the amount of $2/841.30.

QUIT CLAIM DEED RECEIVED

The Commission received a quit claim deed from Max and Nell Dalton for the following described property:

TOWNSHIP 33 SOUTH, RANGE 24 EAST, SLB&M

Section 32: Beginning 55 feet South and 850 feet East of the Northwest Corner

of Section 32, South 200 feet, East 15 feet, North 200 feet, West 15 feet to point of begin-ning. Excepting and reserving all minerals, with right of ingress and egress.

The deed was recorded in the County Recorder's office on October 24, 1984.

BID ACCEPTED FOR HEATING SYSTEM IN BLUFF SENIOR CITIZEN BUILDING

Rayburn Jack presented the bids received regarding the replacement and remodeling of the heating system in the Social Service and Senior Citizens building in Bluff. Commissioner Low made a motion

to accept the bid of $2,000 submitted by Kay P. Lyman Heating and Sheet Metal. The motion was seconded

by Commissioner Bailey and carried unanimously. Mr. Jack was instructed by the Commission to place a time limit for completion of the work in the agreement.

MENTAL HEALTH BOARD APPOINTMENTS

Rayburn Jack recommended the following names for appointment to the Mental Health Board:

Mary Jane Cantsee 3 year term Norma Nielson Hobbs 4 year term Kathleen Lyman 4 year term Rayburn Jack 5 year term

Commissioner Low made a motion to approve these appointments. The motion was seconded by Commissioner Bailey and carried unanimously.

DRIVERS LICENSE EXAMINER DISCUSSED

Commissioner Bailey reported that he has recieved several complaints regarding the fact that the drivers license examiners only visit Monticello once a month.

COMMUNICATIONS ENGINEER MEETS

Milt Rose, Communicatins Engineer, met with the Commission to report that he feels that there is no need for renewing the lease with the BLM for the T.V. translator site in Bluff.

Mr. Rose reported that a $500 engineering fee will need to be paid for the microwave link between the Sheriff's Office and Abajo Peak.

MEETING WITH JAIL ARCHITECT DISCUSSED

Commissioner Bailey reported that he met with John Peterson last week to review the 3 proposed jail sites. Mr. Peterson will draft some sketches for the Commission to review.

PACK CREEK ROAD DISCUSSED

Commissioner Bailey reported that due to the water problems on the Pack Creek Road, Bill Long will be hired to drive some piles and help build a bridge.
