MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD NOVEMBER 19, 1979.
PRESENT: CHAIRMAN E. S. BOYLE, COMMISSIONERS CALVIN BLACK AND BILL DUNOW. ALSO PRESENT AL HASKINS AND DEPUTY CLERK PEGGY JORGENSEN.
TIME: 10:00 A.M.
Minutes of the previous weeks meeting were read and approved, this being done on a motion made by Commissioner Dunow and seconded by Commissioner Black.
AIRPORT HANGERS:
Commissioner Boyle reported that he had checked with the City of Monticello and that the City has a machine that will bore under the road at the airport so that the power lines can be installed to the hanger. He also reported that on Tuesday of last week he and Commissioner Dunow went to the airport and checked out the new hangers there, and also examined the sewage problems that are being experienced there and possible solutions to those problems. They instructed the secretary to obtain a journal and receipt book and keep accurate records of money obtained for rental of the hangers at the airport.
BUDGET HEARING SET:
The Commission set the day and hour for the Budget Hearing for December 10, 1979 at 7:30 P.M. in the Courtroom of the San Juan County Courthouse. The secretary was instructed to prepare and have placed in the paper for two weeks notice of the hearing.
TRESSPASSING ANIMALS ROUND-UP:
Commissioner Boyle reported that the Bureau of Land Management is in the process of gathering up tresspassing animals on B.L.M. lands. All of the round-up will be conducted on the ground with no aircraft aiding in the search.
COMMISSIONER BLACK:
Commissioner Black stated that the Commission should arrange a meeting with the City Councils and managers of Monticello and Blanding, U.N.D.C. and representatives from the La Sal area to

discuss with them the establishing of a policy on Recreation expenditures. JOHN BAKER DISCUSSES FIRE PROTECTION:
John Baker met with the Commission and discussed with them the forming of a Fire District to join with the one in Grand County for fire protection of the residence of Spanish Valley. The Commission will look seriously into the proposal of Grand County regarding this matter and Commissioner Black will check on this personally. John also brought up the possibility of purchasing more equipment. COMMISSIONER BLACK:
Commissioner Black reported that he will be attending a Tax Study Committee meeting all day Tuesday.
BLANDING HOSPITAL FACILITY DISCUSSED:
Commissioner Boyle presented drawings from Architect Jon Taft to Commissioner Black for the possible Hospital facility in Blanding. The Commissioner discussed the drawings and the feesability of such an operation and also the costs involved.
COMMISSIONER DUNOW:
Commissioner Dunow reported that the County will be hauling reject (gravel and clay) to the airport at Monticello to make a packing layer before asphalt is put on this next summer for the hanger entrances.
AL HASKINS:
Al Haskins reported to the Commission that he had spoken with Bruce Shumway regarding the Indian Drunkenss situation and the outcome of their conversation.
He also stated that the repearter for the Emergency Medical Vehicles is on the mountain and working.
Al stated that he had spoken with S. E. Bogerg regarding a cover for the pool at Montezuma Creek and that Mr. Boberg had found another bidder with a lower cost than the one from Aquatec Pools Inc.
He reported that he had met with the Bluff Group who is schedualing times and events for the Bluff Multipurpose Center, but that they have not set fees as yet. He further stated that the gym is in need of accessories and that it is imperative that fees be charged so that the County will not be at expense for these items.
Al also discussed with the Commission the requirements he had obtained from Al Blankenship for the busdrivers for the school district. The Commission feels that it is in the best interest of the citizens of the County and the Senior Citizens that the same requirements be met by the drivers of the mini-buses of the County. Al will write up a policy and present it to the Commission next week.
BRUCE HALLIDAY:
Bruce Halliday met with the Commissioners to present to them a Mining Lease between San Juan County and Union Carbide and Hecla Mining. The Commission will meet with a represenative from Union Carbide on November 26, 179 at 2:00 P.M. to discuss the matter.
JAY NELSON:
Jay Nelson met with the Commission briefly to report on the airport hangers both at Blanding and Monticello and also to discuss the pool at Montezuma Creek and the progress on that project.
DEPARTMENT OF TRANSPORTATION LETTER:
The Commission received a letter from the Department of Transportation advising them that there will be a meeting at the Courthouse for the County road engineer, city councilmen and mayors and other County representatives. The secretary will notify parties interested of the meeting to be held January 8, 1980 at 10:00 A.M. at the Courthouse.
ED SCHERICK:
Ed Scherick of the B. L. M met with the Commission to inform them that Gary Wicks will be speak-ing to the City at Chamber of Commerce meeting November 27, 1979. He invited the Commissioners to attend this meeting. He further informed the Commission that on the 15th of January the field work for Wilderness will be completed. The Commission discussed with Mr. Scherick the Wilderness Designation.
TRAVEL COUNCIL:
Vivian Sande of the Travel Council met with the Commission to discuss with them new appoint-ments to the Travel Councel. The Commission stated that they would take under advisement the names suggested for these positions if they were submitted in letter form. She also suggested that an advisory council be appointed to keep the regular Travel Council informed on what is happening where.
JIM HEATON:
Jim Heaton met with the Commission to discuss weed control problems and problems of dispursing killers for noxious weeds. The Commission suggested to Mr. Heaton that next year only Banville and Tordon purchases be reimbursed by the County.
LOUSIE JONES, COUNTY RECORDER:

Mrs. Jones met with the Commission to discuss with them the purchasing / renting of an I.B.M. Copy machine. After discussion Commissioner Black made the motion that the County proceed on the I.B.M. proposal and that the Chairman sign the Contract. Commissioner Dunow seconded to carry the motion and Chairman Boyle signed the document into effect. Xerox will be notified that the County is cancelling its rental agreement.
HANGERS AT AIRPORT:
The Commissioners directed the secretary to write the renters of the hangers at the Monticello airport regarding their desire to/electricity to their individual hangers at a cost of a minimum of $8.50 per month or whatever else they use.
BUDGETS DISCUSSED:
The Commissioners discussed the budget sheets that had been handed in to the Clerk's Office, and the individual sheets of the Commission.
