MINUTES OF THE SAN JUAN COUNTY COMMISSIONERS MEETING HELD
APRIL 19, 1982
Time: 10:00 a.m. in the Commissioner's room at the Monticello Courthouse.
Members Present: Chairman Calvin Black, Commissioner Robert Low, and Commissioner Kenneth R. Bailey.
Minutes of the previous week were read and approved upon the motion of Commissioner Low and the second of Commissioner Bailey and it carried unanimously.
JOHNSON CREEK ROAD AGREEMENT FINALIZED;
Monticello District Ranger, Ron Dickemore and Ted Fitzgerald, construction engineer, met with the Commission at 10:00 a.m. Also present for the meeting were Road Superintendent, Bernal Bradford and County Engineer, Doug Pehrson. Mr. Dickemore presented the finalized Project Agreement for further reconstruction of the Johnson Creek Road. Mr. Bradford reported that the Read Department will begin work on the project as soon as the weather allows. Mr. Dickemore authorized the County to obtain gravel from the lower pit on Johnson Creek and the County is to notify the Forest Service when the work begins.
FOREST SERVICE COOPERATIVE AGREEMENT FOR ROAD MAINTENANCE DISCUSSED;
Monticello District Ranger, Ron Dickemore and Ted Fitzgerald also met with the Commission to discuss the Cooperative Agreement, Schedule A, between the Forest Service and San Juan County to develop and maintain roads within the County and the Forest Service Ranger District. Mr. Fitzgerald presented maps outlining the present roads included on the Cooperative Agreement.
It was requested by the Commission that the following roads be kept on the Schedule:
1. The Loop Road out of Monticello; the County Road Department agreed that it will adequately sign and improve the by-pass in the slump area this year, as part of an over all plan to repair the slump.
2. The Indian Creek - Johnson Creek Road.
3. The Causeway Road.
4. The Spring Lake Road.
5. The Blue Mountain Ranch Road.
6. The LaSal Buckeye Road.
7. The LaSal Guard Station Road.
8. The LaSal Pass - Pack Creek Road; the County Road Department agreed to chipseal to the end of the pavement.
9. The Hang Dog Road.
10. The Dark Canyon Lake Road.
11. The Geyser Pass Road.
12. The Hearts Draw Road.
It was requested by the Commission that the following roads be added to the schedule:
1. The Abajo Peak Road.
2. The Old Highway #24 to the Bears Ears.
3. The Kigalia Scenic Way.
4. The South Cottonwood Road.
It was also requested by the Commission that the Forest Service perform preliminary survey and roadway design for extending the Johnson Creek road project another 1 1/2 to 2 miles, and to check for a better access to the Johnson Creek road from the Monticello side, and perform the engineering on Hearts Draw road. Mr. Fitzgerald and Mr. Dickemore indicated that the Forest Service would be agreeable to these requests.
LA SAL LOOP ROAD DISCUSSED:
Mr. Ted Fitzgerald of the Forest Service, reported that the LaSal Loop Road is close to completion and the Grand County Commission has agreed to take over the easement for the section of the road in Grand County. The Commission felt that the LaSal Loop Road is of higher priority to Grand County than to San Juan County and there would be no objection to Grand County holding an easement to that section of the Loop Road in San Juan County.
FOREST SERVICE TO HOLD MONTHLY MEETING WITH THE COMMISSION:
In order to keep the Commissioners informed of the current Forest Service Land Use Plans, Monticello
District Ranger, Ron Dickemore, will be scheduling meetings with the Commission the first Tuesday of each
month.
BLUFF TO MONTEZUMA CREEK COOPERATIVE AGREEMENT SIGNED;
Upon the motion of Commissioner Bailey and the second of Commissioner Low, it was unanimously voted to approve the Cooperative Agreement between San Juan County and the Utah State Road Commission for the work to be done on the Bluff to Montezuma Creek Road. Chairman Calvin Black then signed the Cooperative Agreement.
COUNTY EQUIPMENT APPROVED FOR MONTICELLO CLEAN-UP CAMPAIGN AND BLANDING CITY CLEAN-UP CAMPAIGN;
Upon the motion of Commissioner Bailey and the second of Commissioner Low, it was unanimously voted to
allow the use of County equipment on the weekends for the Monticello City and Blanding City clean-up campaigns & they
will reimburse the county for the operating expenses.
NUCLEAR WASTE LECTURE IN GRAND COUNTY;
Commissioner Low reported that he had atteded an excellent lecture on nuclear waste storage presented by
the Grand County Commission. Professor Gary M. Sandquist, Nuclear Engineer, from the University of Utah
was one of the guest speakers at the meeting. Commissioner Low recommended that a public meeting be held
in San Juan County to present the issues on nucler waste storage , and invite Dr. Sandquist as the guest .
speaker.
Commissioner Low also reported that Julene Cook was in Monticello on April 15th to evaluate the office space

available for the part-time information office on nuclear waste.
Chairman Black reported that he will be appearing on the Deseret News Staff Round Table April 20, 1982 to discuss the nuclear waste issues.
GOVERNER'S LETTER RECEIVED REGARDING NUCLEAR WASTE STORAGE;
Each Commissioner received a letter from Utah's Governor, Scott Matheson, regarding his concerns that the procedures for fteview required by the National Environmental Policy Act and Federal Land Managemen Policy act are followed for establishing the suitability of siting a repository in Utah. . . . and only when the required studies have been completed will we have sufficient basis for accepting or rejecting a repository at any site.
The Commission was in agreement with the Governor, and it was felt that impact studies should be conducted as each phase of the repository project progresses.
INTERMOUNTAIN HEALTH CARE AUDIT DISCUSSED:
Commissioner Low reported that Intermountain Health Care, Inc. will have their audit of the San Juan Hospital completed soon. They have indicated that the County will be owing $57,000 for the operation of the San Juan Hospital prior to the relinquishing of management responsibilities back to the County
AGING ADVISORY COUNCIL APPOINTMENT:
Upon the motion of Commissioner Low and the second of Commissioner Bailey, it was unanimously voted to appoint Mr. Kirk Helquist, as an elected official, to serve on the Aging Advisory Council. Kirk Helquist and Robert Low will be serving as the two elected officials to the San Juan County Aging Advisory Council.
TWO - COUNTY AIRPORT OPERATION DISCUSSED;
Commissioner Low reported that he has discussed with the Grand County Commission the possibility of Grand County and San Juan County working together to develop an airport between Moab and Monticello. Commissioner Low felt they were receptive to the project and further discussions would be appropriate at this time.
COUNTY LAND USE POLICIES DISCUSSED:
Mr. Al Haskins reported that he has received several inquires in regards to the existance of any county land use policies other than the County Zoning Ordinance. The Commission confirmed that the present County Zoning Ordinance encompassed all county land use policies.
JIM HARRIS REVIEWS "PROJECT GOOD WORK":
Mr. Jim Harris met with the Commission to review the development and goals of "Project Good Work." He explained that the program provides economically disadvantaged youths help to bridge the gap between school and employment, and also gives the private sector an opportunity to provide input to the schools. Mr. Harris feels that students who have participated in the program have increased their self-confidence. Participating employers now have more positive attitudes toward hiring the disadvantaged students, and teachers have been able to carry over teaching objectives from the program into their regular classrooms. Because the 1982 budget for the program is approximately $27,000, efforts will have to be concentrated in the southern part of the county where there is the greatest need and the largest portion of available part-time jobs. As more funds become available, the program can be expanded to other areas of the County. The high schools in Monticello and Montezuma Creek have expressed an interest in participating in "Project Good Work."
EQUALIZATION DATES SET FOR 1982:
Upon the recommendation of the County Treasurer, Marian Bayles, the Commission set the Equalization
Dates for 1982 as follows:
Tuesday, August 3, 1982, 9:00 a.m. to 12:00 noon.
Tuesday, August 17, 1982, 9:00 a.m. to 12:00 noon.
TAX REFUND LIMIT SET FOR 1979 OVERCHARGES;
It was agreed by the Commission that a tax refund base limit of $5.00 be set for the repayment of the overcharges from the 1979 mill levy. The County Treasurer, Marian Bayles, was advised of this policy, and she felt that to have refunded amounts below $5.00 would exceed the expense to the county to make the refund.
BLUFF AIRPORT ACCESS ROAD DISCUSSED;
Mr. Gene Foushee, Mr. Robert Greymountain, and Father Southworth met with the Commission to report that the gate across the access road to the Bluff airport is locked periodically. They expressed their concern and discussed three possible access routs to the airport. Mr. Foushee also reported that there is a need for more tie-down space at the Bluff airport.
BEER LICENCE RENEWED FOR KITE STORE AND HITE MARINA;
Upon the motion of Commissioner Low and the second of Commissioner Bailey it was unanimously voted to
renew the Beer License for Kite Store and the Beer Licence for Kite Marina.
HEALTH PLANNING STRATEGY FOR STATE DISCUSSED;
Mr. Bob Furlow, director of the Four County Public Health; Mr. Bill Howell, executive director of Southeastern Utah Assoc. of Local Governments; Mr. Bruce Shumway, director of San Juan Community Social Services; and Mr. Steve Bonnie, director of Health Systems for the State of Utah, met with the Commission at 3:30 p.m. Mr. Furlow explained that a new State Department of Health, Health Planning Mandate will require a planning review body to present local recommendations to the State. Mr. Bonnie discussed the chain of health planning and decision making, which starts with local advisory councils, Mr. Shumway explained that the County has orginized a Health Care Services Board to over see the needs of all the County for health care services.
The Commission advised Mr. Furlow that it would recommend the County's link to the State Health Depart-ment be through a Four County Health Board whose members from San Juan County would consist of two members of the San Juan County Health Care Services Board, the San Juan Hospital administrator and the Co. Commissioner serving on the Health Care Services Board.
1981 FEDERAL LAND MINERAL LEASE REVENUE REPORT:
Mr. Bill Howell reported to the Commission that the 1981 payments to the State from mineral lease
revenues from Federal lands from the four county area were as follows:
