MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD SEPTEMBER 18, 1978

TIME: 10:00 A.M.

Minutes were read and approved on a motion by Commissioner Black and seconded by Commissioner Boyle. EMT COURSES

Deanna Scorup met with the Commissioners to discuss having the County pay the hotel for the County EMT's to go to the annual convention in Salt Lake City. Commissioner Boyle will discuss this with the hospital personnel and with the head of the EMT's.

WILDERNESS COMMITTEE MEETING

Commissioner Black reported that the committee had voted to accept the Staff recommendations and forward these to the Governor. Because only eleven members were present for the vote, Commissioner Black stated that the Governor might decide to conform to the county recommendations. These are that any wilderness area in the State of Utah must be approved by the Counties that they are in or that are directly affected by these wilderness areas.

JIM BLACK SUBDIVISION

Commissioner Boyle received a letter from the Monticello City Admisistrator stating that the Subdivision east of town was not conforming to the city subdivision standards in that they were not putting in a 4" water main. The letter also stated that the moriatorium is still in effect and no water connections are being made outside the city limits. It was the consensus of the council that no water could be supplied to the subdivision at this time, and only then if agreed upon by the council, until these conditions agreed upon were brought to completeion. Commissioner Boyle wrote a letter to Jim Black stating that the approval of the San Juan County Commissioners was based upon approval of the Monticello City Subdivision Standards. A copy of the City's letter was also attached to the County letter.

COUNTY JUSTICE OF THE PEACE SYSTEM

The Commissioners discussed the Justice of the peace system with the County Auditors Deputy Bill Francom.

BLUFF MULTIPURPOSE CENTER LOCATION

Commissioner Boyle stated that he had received a copy of a letter sent that Bruce Shumway sent to Don Latham of HUD. It stated that the location of the building site is in the middle of the town on a block owned by the County. This is the recreation block and the construction will be on the unused northwest corner of the park.

CEDAR POINT FIRE TRUCK

John Baker reported that the Cedar Point Fire Truck was due here tomorrow.

The Commissioners canvassed the Primary Election returns and corrections ere made and totals accepted as per the following:

The San Juan County Commissioners opened bids for pickups at 1:00 as advertised. The only bid was Redd's of Monticello. The bid was accepted at $5,601.00 for 4 of the pickups. 2 pickups with additional gas tanks will be an additions $127.00 per unit. This was accepted on a motion by Commissioner Black and seconded by Commissioner Boyle.

BUSES - AGING PROGRAM

Al Haksins discussed the replacement of the buses being used in the south part of the county.

He also reported on the states audit of the surplus vehicles.

VISTA VOLUNTEERS

Jim Kindred met with the Commissioners to introduce the new Vista Volunteers who will be working in the county. They are Hector who will be working in Monticello, Sandy Simon who will be working

in Mexican Hat and Jim Schultz who is working on the White Mesa Ute Reservation. Commissioner Boyle welcomed these people to our county.

VETERAN'S EXEMPTIONS

The following Veteran's Exemptions were approved on a motion by Commissioner Black and seconded by Commissioner Boyle:

The deputy clerk was instructed to notify these people as to whether or not their abatement was approved and also to inform those whose abatements were denied because of income that they could file under the Circuit Breaker law for refund of part of their property taxes.

BEER LICENSES FOR MONTEZUMA CREEK, RED MESA, ANETH AREA

A motion was made by Commissioner Black regarding the beer question in the Montezuma Creek, Aneth, Red

Mesa area, to have the issue placed on the November ballot for the advisory opionion of the voters as to whether they wish to have beer sold in the area or not. The County Commissioners will be guided by their dicision in making the final decision.

Penind determination of this issue a temporary and conditional renewal of the licence to Joan Moyle will be issued. In the event of a majority decision against the licensing of beer in this area, all beer licenses will be revoked and the fee will be pro-rated and refunded as applicable. The decision will be made on November 13, 1978 which is the first Monday after the November 7th election. The motion was seconded by Commissioner Boyle and passed by those present.
