MINUTES OF THE SAN JUAN COONTY COMMISSION MEETING MARCH 18, 1985
The San Juan County Commission met in regular session on Monday, March 18, 1985, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.
The following members were present: Commissioner Calvin Black, Chairman
Commissioner Kenneth R. Bailey Commissioner Jerry Holliday
Minutes of the previous meeting were approved with the specified corrections on the motion of Commis-sioner Holliday. The motion was seconded by Commissioner Bailey and carried unanimously.
ELECTED OFFICIALS MONTHLY MEETING
The following elected officials met with the Commission for their regular monthly meeting.

Mary Lou Mosher, County Recorder, reported that within two years her office will be out of storage space in the vault. The Commission instructed her to research microfilm alternatives and make a recommenda-tion to the Commission.
Barbara Montella, County Assessor, reported that she received a call from the State Tax Commission with a decision on the County's appeal to the factoring order. The State Tax Commission's decision was an order to factor 1.613. The original factoring order was 1.235. This order is based on a random com-mercial appraisal of ten properties that was recently completed by the State Tax Commission. The County has ten days to appeal the order.
Bruce Halliday, County Attorney, expressed personal concern about the economic slump that San Juan County is in and feels that we need the support of all of our businesses and especially our bankers. Mr. Halliday said, "What I am seeing on individual experiences is what appears to me to be on the part of First Security Bank an effort to pull in. It seems to me that is not beneficial to the community and as far as I am concerned they have never loaned a porportionate share to what they should considering the amount of money they take out of this community. I feel that ultimately there should be some pressure put on the bank to look around and see if they can't help here instead of hurt. Whether the County should get involved in that I'm not sure, but I feel that it should be considered."
The Commission discussed the concerns presented by Mr. Halliday. The Commission stated that if the bank is not making loans primarily based on the economic situation in San Juan County it might be beneficial for the Commission to meet with the bank and discuss this matter
Mr. Halliday also reported that the UAC has asked him to speak at the UAC Commissioners' Group Meeting in April regarding what was done in San Juan County on redistricting and alternate forms of government.
STATE ROAD AT RECAPTURE RESERVOIR
The Commission discussed the old state road at Recapture Reservoir. The Commission wants the access roads to the reservoir to remain state roads. Commissioner Bailey reported that the state is planning to destroy these access roads. Commissioner Black will try to schedule a meeting with the DOT to discuss this matter further.
PROPOSAL FOR BOOK STORAGE IN THE BLUFF COMMUNITY CENTER DISCUSSED
Louise Berrenson, Dorothy Nielson, and Lena French met with the Commission to discuss a proposal to install a library in a corner portion of the Bluff Community Center Auditorium. Mrs. Berrenson reported that if the County will supply the necessary materials her husband will donate the labor. The Commission stated that if a cost estimate is submitted they will review the budget to see if any funds are available for this type of project.
U.N.I. REPRESENTATIVE MEETS
Francis Lyman from UNI met with the Commission to discuss the payment of property and sales tax by UNI. Mr. Lyman stated that UNI is a profit corporation, according to Utah law they must pay sales tax. Mr. Lyman also reported that they are working with the Tribe regarding some of the problems related to charging Navajo residents of the reservation sales tax.
Commissioner Bailey reported that UNI is not charging Navajos sales tax at the lumber yard in Blanding. Mr. Lyman reported that there is no UNI policy not to charge Navajos sales tax.
Mr. Lyman requested some minor repairs and road maintenance for the road to Piute Farms Marina. The Commission agreed to do the repairs and maintenance on a temporary basis.
COMMISSIQN ASSISTANT MEETS
Rick Bailey, Assistant to the Commission, reported that he and Al Haskins attended the Area Agency Directors meeting in St. George last week.
Al Haskins reported that a SEU-CAP Board meeting is being scheduled for March 28th, in Price.
SEP-CAP BOARD AND HUMAN SERVICES BOARD APPOINTMENTS
Commissioner Holliday made a motion to appoint Rick Bailey to the SEU-CAP Board and Human Services Board to replace Al Haskins. The motion was seconded by Commissioner Bailey and carried unanimously.
BLUE CROSS-BLUE SHIELD LIAISON APPOINTED
Commissioner Bailey made a motion to appoint Rick Bailey as the county liaison with Blue Cross-Blue Shield. The motion was seconded by Commissioner Holliday and carried unanimously. A memo will be sent to all employees instructing them to contact Mr. Bailey with any problems or concerns related to their Blue Cross-Blue Shield insurance coverage.

COUNTY QUEEN CONTEST DISCUSSED
Becky Young met with the Commission to review the 1984 expenses for the Queen
Contest. Mrs. Young also reported that Robby Boscoe from BYU has agreed to be the emcee for the 1985
Queen Contest which is scheduled for June 29th in Monticello. The Commission thanked Mrs. Young for all
the hours of hard work she has dedicated to the Queen Contest. The possibility of awarding a cash
scholarship to the Queen, 1st Attendant and 2nd Attendant were discussed. Mrs. Young made the following
recommendation:
A cash scholarship of $250 for the Queen
A cash scholarship of $150 for the 1st Attendant
A cash scholarship of $100 for the 2nd Attendant
The Commission did not make a decision at this time.
OLD CLINIC BUILDING IN BLANDIMG DISCUSSED
Al Haskins presented a letter from Reese Thomas of the San Juan School District asking for the use of the old clinic building in Blanding for use as a sheltered workshop for handicapped adults and a place to house the Developmentally Delayed/Handicapped Pre-School Program. The School District is requesting the decision be delayed for 30 days to enable them to set up a funding package.
SOCIAL SERVICES BLOCK GRANT - 1986 BUDGET APPROVED
Bruce Shumway, Social Services Director, met with the Commission to present the Human Services Board budget recortinendations for the Social Services Block Grant funds for the fiscal year of 1986. The Board is recommending carrying over the $7,500 surplus from 1985 and adding it to the 1986 budget, making the 1986 total budget $101,500. Commissioner Holliday made a motion to approve the recommendations. The motion was seconded by Commissioner Bailey and carried unanimously. The Commission discussed the possibility that the County may have to look at this funding for some of the County operating funds if the assessed valuation drops severly.
BIDS OPENED FOR REMODELING WORK AT THE HOSPITAL
A bid opening was held at 2:00 for the remodeling work at the hospital for a physician's office. The following bids were submitted:
E.J. Sonderegger General Contracting $39,937.
Young Builders, Inc. $37,000.
Commissioner Bailey made a motion to accept the low bid submitted by Young Builders with a completion date of June 1st. The motion was seconded by Commissioner Holliday and carried unanimously.
MEMO RE: SUPREME COURT DECISION/OVERTIME WAGES
The Commission is sending a memo out to all employees stating that due to the recent Supreme Court decision which states that County's are subject to federal wage and hour laws the following will apply to county employees:
A work day cannot exceed 8 hours. A work week cannot exceed 40 hours.
These changes do not apply to supervisory and administrative personnel.
COUNTY INSURANCE POLICY DISCUSSED
Doug Boyle met with the Commission to discuss the County's insurance policies. Mr. Boyle reported that there will be an increase in the county's yearly rate. Commissioner Black stated that he thought the County had bid for a three-year policy which would leave one year remaining on the bid. If the bid was not for three years then the County would be able to advertise for bids. This matter will be researched and further discussed next Monday.
ROADS NEAR ANETH DISCUSSED
Commissioner Bailey reported that Robert Billie Whitehorse contacted him regarding road work in Aneth. Mr. Whitehorse reported that he wants to estimate the cost of the road work and try to get tribal funds for some of the work.
MONTICELLO RESERVOIR ROAD
Commissioner Bailey reported that the work on the Monticello Reservoir road work will probably be bid out.
JOINT HIGHWAY COMMITTEE MEETING SCHEDULED
Commissioner Bailey reported that he will be attending a Joint Highway Committee meeting in St. George this week.
MEETING ATTENDED AT EDGE OF THE CEDARS
Commissioner Holliday reported that he attended a meeting at the Edge of the Cedars last week regarding public input into their master plan.
AOG MEETING ATTENDED
Commissioner Holliday reported that he attended an AOG meeting in Price last week. Among the topics discussed at this meeting was the proposed SEU-ALG comments on the draft implementation plan for visibility protection.
NEWSPAPER ROCK STATE PARK
The Commission stated that they would consider supporting the addition of 1,000 acres requested by the Park Service for Newspaper Rock State Park if the Park Service would put the Blanding Reservoir and Lloyd's Lake (Monticello Reservoir) into the Park System.
NUCLEAR WASTE REPOSITORY LETTER DISCUSSED
Commissioner Black reported that Gary Sandquist has completed the letter to the DOE and he is sending it down for signatures from the Grand and San Juan County Commission. The Commission authorized Commissioner Black to sign it.
HALLS CROSSING FERRY DISCUSSED
Commissioner Black reported that he is sending information regarding the history of the ferry at Halls Crossing to the DOT. The DOT is compiling information for the opening scheduled in May.

SAN JUAN COUNTY LABOR FORCE DECLINE REVIEWED
Commissioner Black also reported that the labor force in San Juan County has dropped from 3,990 in 1983 to 3,700 to 1984, which is a 7.3% decline.
FOREST SERVICE/BLM REALIGNMENT DISCUSSED
The Commission reviewed a copy of a letter from Bill Howell, SEU-ALG Executive Director, to Bob Burford, Director of the BLM, regarding the consolidation of the Forest Service and BLM.
MDNTICELLO RECREATION DISCUSSED
Bruce Adams met with the Commission to discuss the recreation program. Mr. Adams expressed some concern about the new policy regarding purchasing of equipment. The Commission reviewed the recreation budgets for 1984 and the proposed 1985 budgets with Mr. Adams.
HISTORICAL BOARD APPOINTMENTS
Commissioner Bailey made a motion to appoint the following people to the San Juan County Historical Board:

The motion was seconded by Commissioner Holliday and carried unanimously. The terms of appointment will be for 2 and 4 years for the first term and 4 year terms thereafter.
BLUFF SPECIAL SERVICE DISTRICT
Jim Sayers met with the Commission to request the approval of the Commission to get a complete copy of the engineering report for the sewage treatment facility plans at the time of Bluff's Incorporation. This information can be obtained from the State Department of Health. The Commission approved this request and authorized Commissioner Black to sign it.

Commissioner Bailey made a motion to approve the following resolution. The motion was seconded by Commis-sioner Holliday and carried unanimously.

San Juan County authorizes Jack Young to attend the Annual Meeting of Empire Electric Association Inc. to be held April 20, 1985, and to cast its vote on all matters that may properly be voted upon at this meeting or any adjournment thereof.
