Minutes of the Board of County Commissioners Meeting held June 18, 1979.

Time: 10:15 A. M.

Present: E.S. Boyle, Chairman, Commissioner Bill Dunow, Commissioner Black being excused on County Business. Also present, Al Haskins and Deputy Clerk Peggy Jorgensen.

Minutes of the previous weeks meeting were read and approved with the stipulated correction, this being done upon a motion made by Commissioner Boyle who stepped down as Chairman for the day and seconded by Commissioner Dunow.

BLM REPRESENTATIVES VISIT

Robert Turri and Ed Scherick met with the Commission to discuss a problem that Plateau

Resources is having in obtaining access on a road that goes through Park Service land

in the Mike's Canyon area. The BLM had been requested to make an environmental assessment

of the situation, which they have completed. They presented to the Commission three letters

of correspondance concerning the request of Plateau Resources to use the wash bottom

in Mikes's Canyon. The BLM's assessment stated that the impact of using the wash bottom

would be less than if they build a road across the ridge, which would also be a great

expense to Plateau. The Commission will write a letter on this and see if there is someway

they can helpin this situation.

They also discussed the Wilderness meetings to be held, and road maintainance. They also had a question of the D. Road system. They also expressed the desire to have open communications between the Commission and the BLM.

COURTHOUSE CARPET

Mrs. W. B. Francom met with the Commission to discuss the new installed carpet and the work that is yet to be done.

DOUG PEHRSON

Doug Pehrson met with the Commission to discuss water-well problems and other county road business.

EQUIPMENT SALE REPORT

Lynn Adams met with the Commission to report on the success of the Equipment sale Saturday. 40 items were sold. $118,852.50 Proceeds

2,046.78 sales tax

5% Auctioneer. Mr. Adams stated that it was indeed a very good sale.

COMMISSIONER DUNOW REPORTS

Commissioner Bill Dunow reported that he had checked the Moab roads by Pack Creek on Tuesday and that Ace Holden of the Road Department went down on Thursday with a crew to start repairing the crossing. Apparently half of the road has been washed away so they will have to do some filling and rebuild the half gone.

He also reported on the Water Board Hearing of last week. He stated that the Commission gave its approval for Darrell Redd to build his water reservior.

Commissioner Dunow also stated that he had attened the Chamber of Commerce Luncheon last Tuesday and that he had spoken to the group on various matters.

COMMISSIONER BOYLE REPORTS

Commissioner E. S. Boyle reported that the County had received $2000.00 for low income housing.

He also presented for the Commission to sign an agreement with KBYU to help bring this educational channel to San Juan County. They L.D.S. Church is going to put in this back-bone system and all of the Counties in the State will help with the funding of the project. Commissioner Dunow made a motion that the Commission support this effort. Commissioner Boyle stepped down from the Chair to second the motion. They signed the agreement and it will be mailed today.

NEW EXTENTION PERSONNEL

Jim Stevens introduced to the Commission Ms. Birdie Yazzie who works with the U.S.U. Extenetion Service in the department of 4-H for the handicapped. She helps individuals with handicaps of the physical, mental, income, emotional or social types. She will be working in San Juan and Grand County.

AL HASKINS

Al Haskins met with the Commissioners and reported on the meeting he had attended in Richfield last week.

LYNN SAMSEL OF THE GOVERNOR"S AGING COUNCIL

Lynn Samsel met with the Commissioners to explain to them the possibility of the Navajo Nation having their own area aging agency. He explained the problems that may be involved and the possible effectiveness of such a program. They talked at legnth on this subject.

CUSTODIAN BID OPENING

Custodian bids for the San Juan County Courthouse were opened at 2:0'clock P.M. Two sealed bids were received by the Commission. Dale Hunter entered a bid of $1,050.00, and Bob Bellman entered a bid of $1,069.00. Chairman Boyle stepped down from the chair and made the motion that the bid be awarded to Dale Hunter provided that he is aware of and will adhere to the job specifications of the custodian job. Commissioner Dunow seconded the motion.

PUBLIC HEALTH

Marion Hazleton, Gerald Story, Mark Hutchinson and Terry BeBe met with the Commissioners and discussed with them the progress and problems they are having with building permits in the area. Many questions regarding Building permits have been asked and the general consensis is that some publishing of the rules of the building and health standards for building needs to be done soon. They also discussed some of the problems that are going on throughout the County in which the Health Dept. is involved.

DONALD GILLIAM

Don Gilliam met with the Commission to discuss with them the necessity of Revenue sharing monies, and the use, distribution and need for this money in the County. He also got a list of the recent expenditures of the Revenue Sharing money for the hospital addition, the airport hangers, roads and senior citizens.

The Commission also received correspondance from Rio Algom Corporation and Senator Orrin Hatch. The following are letters sent out by the Commission:

The San Juan County Commission has closely examined the proposal by Plateau Resourses for use of the West Mike's Canyon access.

We completly agree with the environmental assessment as prepared, indicating there would probably be less negative impact if Plateau Resources would be granted authorization to use this access insted of having to construct a road actoss the steep ridge at a great expense.

We request that serious consideration be given to this request and that further development in San Juan County not be set back.
