Minutes of the Board of County Commissioners Meeting Held September 17, 1979.

TIME: 10:00 A.M.

PRESENT: Commission Chairman E.S. Boyle, Commissioners, Calvin Black and Bill Dunow, also present, Al Haskins and Deputy Clerk Peggy Jorgensen.

Minutes of the previous weeks minutes were read and approved upon the stipulated additions and corrections, this being done upon a motion made by Commissioner Dunow and seconded by Commissioner Black to carry the motion.

CURB AND GUTTER REPORT

Commissioner Boyle reported that he had received work that Peter Kiewit is asking $16.00 a foot for curb and gutter.

COMMISSIONER BLACK REPORTS:

Commissioner Black reported on the meetings of the State Roads Steering Committee in

Washatch this past week, and that $347,000 had been allocated for the Bluff to Montezuma

Creek Road. He further stated that there is a possibility of getting funds throught Bill 601

which provides for special funding for Uranium and Coal Mining impacted areas.

Commissioner Black will be going to a Governor's Tax Study Committee meeting Tuesday, and then make recommendations to the Legislature.

There will be an Association of Governments meeting in Castledale at 10:00 A.M., September 21 that Commissioner Dunow will attend representing the Commission. This will cover Fed. Multipal Use Lands, Regarding this meeting Councilmembers will be elected, recommendations that Commissioner Dunow be nominated for aCouncilman representing Government and Commissioner Black for Mining and Exploration, have been made.

Commissioner Black will be flying to Boise, Idaho to attend the Idaho County Commissioners Convention where he has a speaking engagement, and then he will go on to Wyoming where he has another meeting and speaking engagement.

COMMISSIONER DUNOW REPORTS

Commissioner DunOw reported that he had attended a meeting in Blanding last week and that Blanding City plans to go ahead with the building of Koldesak Street and will pay for the oiling from 3 West to 4th West.

He also reported that he had gone to Bluff last Wednesday with Ed Scherick of the B.L.M. to meet with concerned citizens in that area, regarding Sand Island Campground. The Citizens of Bluff were told that another entrance way will be built into the picnic area and that tables will be added and the area cleaned up. The citizens were staisfied with the proposed changes.

Commissioner Bunow reported that Tom Wilson, of Atlas Minerals had told him that the rock for the road to the Velvet Mine is ready to be hauled in and that if the County can furnish a loader, a Catapiller, and a gridroll the road can be completed. Commissioner Dunow also stated that the Monticello Streets will not have any oil applied to them until Wednesday and then again on Friday, these streets being the ones under construction at this time.

Commissioner Dunow presented to the Commission a Memorandum of Agreement between the County and the Bureau of Indian Affairs. The Commission agreed that it was satisfactory and will return it to Lynn Adams to take care of.

The Commission also discussed the need for repairs on the D-8 Catapiller and the D-7 Catipiller. They discussed the Richard Perkins road and Commissioner Black reported that Doug Pehrson had written a letter to Mr. Perkins on this matter.

COMMISSIONER BOYLE REPORTS:

Commissioner Boyle reported on a Hospital Board Meeting he had attended Tuesday night. He stated that Steve Nielson, Chairman of-the-Board had been meeting regularly with members of the Blanding group who want improved in Blanding. The Commission is still awaiting a study supported by facts before any decisions on this matter can be made.

AL HASKINS

Al Haskins reported to the Commission that he had met with Outdoor Recreation for re-imbursement

for the Montezuma Creek Swimming Pool, they approved $50,000 and will approve their share of the remainder

out of their next fiscal budget. Outdoor Recreation also billed the County for $1,957.00

for a recreational maintenance assessment.

Al also stated that he had met with the State Council on Aging, and that a few minor corrections would be made in the New Older Americans Act. He reported that two public officials will have to serve on the Board. He presented to the Commission an Amendment to the State Division of Aging for Supplemental Appropriations of $143.00, which is the County's share of the State's funding for the Aging Program. Commissioner Dunow made the motion that the Commission accept this amount, Commissioner Black seconded the motion and the Chairman signed the Agreement.

CORRESPONDANCE

The Commission received correspondance from Delores Kirksberg supporting Commissioner Black in his efforts in the "Sagebrush Rebellion".

TELEPHONE CALL

The Commission received a telephone call from Architect Boberg regarding the Montezuma Creek Swimming Pool. Mr. Boberg is recommending that the pool be covered. Mr. Jay Nelson who is contracting work done on the pool has reported that it may be three to four weeks before the pool can be completed, and that his crews may have to have a time extention. The Commission is willing to give this extention if it is needed.

COMMISSION DIRECTIVES;

The County Commission has demanded that the Clerks-Auditor's Office and the Treasurer's work together in complying with the recommendations made by the independant Auditor, and that the problems pointed out by Audit reports be solved as soon as possible. This is to include the recommendations for this year and previous years reported differences.

CAP-TITLE XX ADVISORY BOARD APPOINTMENT

Commissioner Black made the motion that the Commission accept the recommendation of Tully Lameman that Worthy Glover take his place on the Title XX CAP Advisory Board. Chairman Boyle relinquished his chair to second and carry the motion. A letter will be sent out immediately notifing Mr. Glover of his new appointment.
