MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON MONDAY, THE 17th DAY OF NOVEMBER, 1969

Meeting opened at 10:15 O'clock A. M. with Commissioner Hazleton in the Chair.
Minutes of the previous meeting were read and approved. Motion for approval was made by Commissioner Young, seconded by Commissioner Black and carried unanimously.
UTAH GAS SERVICE REQUESTS PERMISSION TO MAKE INSTALLATION ON COUNTY LAND
Byron Eastin, representing Utah Gas Service, met with the Commission to request permission for his com-pany to install a pipe-line protection device, namely, a cathodic installation on their lines in the vicinity of the County Fair Grounds. This protective installation would be for an indefinite period. The Commission gave their unanimous approval to this request.
FIRE TRUCK RETURNED TO STATE
Joe Berry informed the Commission that he is delivering the fire truck to Moab this day. He also stated that a representative from the State Foresters office would come in the Spring to discuss a Fire Agreement for the 1970 Fire Season and possibly provide a truck.
HANGAR AT AIRPORT DISCUSSED
George Endter met with the Commission to discuss plans for a rental Hangar at the Monticello Airport.
If enough interest is shown, the County would construct a hangar for Pilots on an Annual or Monthly rental
basis.
ROAD CONSTRUCTION REQUESTED AT CEDAR POINT
Joseph W. Gilbreth sent a letter requesting the extension of rock-surfacing for 3/4 of a mile at the lower end of the Cedar Point Road. A map was also enclosed shwing the exact location of the needed work. This matter was referred to the Road Superintendent for investigation and follow-thru'. The Clerk was instructed to notify Mr. Gilbreth by letter, that the request is being placed on the Road Department's schedule.
CONGRESSIONAL LETTERS RECEIVED RE: U-95 & COMB WASH PROJECTS
Letters were received from Representative Laurence Burton and Secretary Volpe, Sec. of Transportation, pledging their support for funds for the Comb Wash and U-95 Projects.
SCHOOL DISTRICT REPLIES RE: FINANCIAL SUPPORT FOR BOOKMOBILE
In answer to a letter from James Greenhalgh, County Librarian, Superintendent Maughan replied that the School District cannot commit school funds towards the purchase of a new Bookmobile. He and the Board acknowledge that the Bookmobile offers a vital and worthwhile service to the County, but they feel that it is a County function and should be administered and financed as such.
DUDE RANCH ROAD DISCUSSED
Don Barton met with the Commission to discuss the restrictions on the Road to the Dude Ranch. As there was a difference of opinions, it was requested by Mr. Barton that an opinion be requested from the Attorney General as to whether the County Commissioners have the authority to spend tax-payers money on a section of (public) road when it prohibits the driving of cattle to a permittee.
The Commissioners agreed to request the opinion and stated that they would check with Mr. Barton to make sure that the wording of the request is suitable before it is mailed.
In discussing the Verdure Project with Commissioner Young, Mr. Barton stated that he did not hold up the Verdure Project.
DELINQUENT RENT ON COUNTY HOUSE REQUESTED
Commissioner Young introduced the motion that the Clerk send Duane Carlson a statement for the delinquent rent on the County-owned house No. 254 West Circle Drive, Monticello, and inform him that the Commission is agreeable to having this account paid in monthly payments of $75.00 per month, starting with January 1, 1970, and that no interest will be charged unless the payments become delinquent. The account is delinquent in the amount of $2100.00 which equals 28 months rent, commencing with March of 1967 and run-ning thru' June of 1969. Commissioner Black seconded this motion and it carried unanimously.
AUDIT FOR 1968 - FORMAL ACCEPTANCE
Commissioner Black moved to accept the Audit done by E. J. Glaus & Associate for the year 1968. Commis-sioner Young seconded the motion and it carried unanimously.
COUNTY INSURANCE TO BE BID
The Commissioners instructed the Clerk to advertise for bids for insurance for San Juan County, the bids to be opened December 15, 1969. Specifications are available at the County Clerk's office and Roads Clerk's office. (1 P. M.)
ROADS CLERK & DEPUTY SHERIFF APPOINTMENT
The County Commission stated that they were rescinding the action taken on October 20, 1969, in as much as Ralph R. Stanard had chosen to accept a position as Deputy Sheriff and Lynn L. Adams had reconsidered and been re-hired as Roads Clerk. This action will in no way effect the seniority of the Clerks position.

ROAD FOREMAN - NORTH DISTRICT, APPLICATIONS REQUESTED
written The Clerk was instructed to give notice in the local Newspaper and a Salt Lake City paper, that application
were being accepted for the position of Road Foreman for the North District for an opening on January 1, 1970, at a salary of $600.00 per month plus and including benefits.
Written applications will be received at the County Clerk's office until 10:00 O'Clock A. M. of December
22, 1969.
RAISE APPROVED FOR ROADS CLERK
At the Road Meeting held November 17, 1969 at 9:00 A. M. the Commission unanimously approved a raise of
1 step for Roads Clerk Lynn Adams.
D.U.P. REMITS PAYMENT
Lorraine Hansen informed the Commission that the D.U.P. had turned to the Treasurer this day the amount of $139.50 to apply on the price of the books financed by a loan from the County. This payment making a total of $1,174.00 paid to date.
