The San Juan County Commission met in regular session on March 17, 1986 at the hour of 10 a.m. at the San Juan County Courthouse, Monticello, Utah.
The following members were present: Commissioner Bailey, Vice Chairman
Commissioner Holliday
Commissioner Black was attending a DOE hearing in Washington, D.C.
ELECTED OFFICIAL MONTHLY MEETING
The following elected officials met for their monthly meeting:
Marian Bayles - Treasurer
Rigby Wright - Sheriff Mary Lou Mosher - Recorder
Gail D. Johnson - Clerk Barbara Montella - Assessor
Marian Bayles asked the Commission if the county was planning on any big expenditures in the future because she has an opportunity to invest $2 million and it has to stay invested at least a year. Commissioner Bailey said that an investment would be fine. Mrs. Bayles said that the Merrill Lynch resolution was sufficient and a larger return is expected.
Rigby Wright reported that he got permission from the state to use the two narcotic vehicles which are a
four-wheel drive blazer and a ranchero. Mr. Wright said they will need new radio units installed. These
need to be purchased under the new purchase policy.
Mr. Wright said that he needs to hire a jailer and Jerry Guthrie is going to attend jail school.
The county has had a record of 25 DUI's this month already. Mr. Wright said that a lot of them are out of
state drivers.
Mary Lou Mosher reported that an article in the Times Independent says that several residents in Spanish Valley of San Juan County indicated they want their property annexed into Grand County. Commissioner Bailey said he feels that any annexation would be resisted by the San Juan County Commission.
Barbara Montella reported that Coke-Hydro Carbon Oil Company called her Friday and said they are petitioning all the oil companies in the area to withhold all money to the county until the roads are fixed.
NEW COUNTY PURCHASE POLICY
The Commissioners met with all the elected officials to discuss the new proposed county's purchasing policy. The policy reads that all departments before making any capital purchase between the price of $100.00 and $500.00 must have two quotations, either verbal, written, or advertised, and any capital item between the price of $500.00 and $5,000 must have two quotations, either written or advertised and any item over $5,000 must be advertised and bid. Commissioner Bailey asked Gail Johnson, clerk, to prepare a definition for "capital purchases" by next week. It was also felt that the limit should be at raised to $300. The Commissioners decided to wait for approval of the new policy when Commissioner Black is here next week.
MAE SYSTEMS - COURTHOUSE TELEPHONE SYSTEM MAINTENANCE PROPOSAL
Gail D. Johnson, clerk, said she received the courthouse telephone maintenance proposal from Mae Systems in Durango, Colorado. In the proposal, Mae Systems recommends that the PBX cabinet that is located in the Clerk's office be moved into the Sheriff's office because this may be the cause of static electricity and it needs to be installed and grounded correctly. Mae Systems proposed cost to move the PBX is $996.00 for labor and parts. The maintenance proposal also suggests that time be spent training the county employees on the Mitel System. Mae System's contract is for $2,100 a year, which anticipates five service trips over the year and any additional trip will cost $60 plus repairs. Commissioner Holliday made the motion to accept this bid. Commissioner Bailey seconded it. UNANIMOUS. Commissioner Bailey asked Mrs. Johnson to write a letter to Mae Systems stating that their proposal is accepted and to submit a signed contract.
GENERAL LIABILITY POLICY FOR COUNTY
Commissioner Holliday made the motion to authorize Commissioner Bailey to sign the Comprenhensive General Liability Policy for Public Entities, Utah Local Government Insurance Trust. Commissioner Bailey seconded the motion. UNANIMOUS. This policy is on file in the clerk's office.
RECREATION UTILITIES BILLS WITH CITIES
Commissioner Holliday reported that he and Eddie Allred, county-wide recreation director, met with Blanding City Council to discuss the recreation utility bills and who should pay for than. Commissioner Holliday said that the council tabled their decision.
NACo ANNUAL CONFERENCE - LAS VEGAS
NACo's annual conference will be held in Las Vegas July 12-15 and all the elected officials are invited. UAC is encouraging each county to be represented because Utah's candidate for NACo Fourth Vice-President, Salt Lake City Commissioner Mike Stewart, needs all the support.
HERB CLAH - UNDC
Herb Clah, UNDC, met with the Commission to bring them up to date on what UNDC is doing. Mr. Clah said that the police housing has been relocated in Montezuma Creek and the Tribe is going renovate the houses so the police officers can move in soon.
Mr. Clah said that UNDC's budget is going to be reduced 20% from last year. There budget was $3.9 million last year and are expecting to receive $3.1 million from royalty revenue. UNDC, UNI, and CEU will meet in three weeks to go over this year's budget and the cuts that will be made. Commissioner Bailey asked if they were going to submit a separate budget for road funds. Mr. Clah said that they will request what they need. Mr. Clah asked Commissioner Bailey if he could give a projected figure of what the road expenditures will be for this year. Mr. Clah said that some of the cutbacks are no increases in programs or special projects. UNDC is looking at changing the direction in working with the chapters. The chapters will subcontract the programs and staff themselves and make their request to UNDC. This way UNDC will start reducing their staff and get the chapters more involved.
Commissioner Bailey informed Mr. Clah that he and Commissioner Holliday are going to attend a joint chapter meeting at Navajo Mountain on March 22. The Navajo Mountain, Oljato chapters, and the BIA will be present at the chapter house. There are some problems with installing a bridge at Piute Creek and other concerns. Mr. Clah said that he would like someone from UNDC to attend. Commissioner Bailey said the county is working on the road from Oljato to Piute Farms. Also, there is a

possibility that the bridge replacement program could help fund the bridge at Oljato wash.
Mr. Clah asked what the county was going to be do about the airstrip at Oljato. Commissioner Bailey said
that the State of Aeronautics will not help fund this airstrip because the Tribe claims they own it. Mr.
Clah said he will look into this and try to get it changed. Commissioner Bailey said the airstrip at
Gouldings needs to be changed and will see if the Tribe will release a two-mile strip to build a new
airstrip.
Mr. Clah thanked the Commissioners for their help on the roads and airports.
MONTICELLO LIBRARIAN - Vee Carroll
Commissioner Bailey reported that the Library Board voted to select Vee Carroll for Monticello Librarian.
Mrs. Carroll will work with Jim and Lora Douglas until April 1 when she will take over. Commissioner Bailey said that it was a very hard decision because there were so many competent and qualified people applying for this position. Commissioner Holliday made the motion to hire Mrs. Vee Carroll at $857 - grade 3, step 1 with a 90-day probationary raise to grade 3 step 2. Commissioner Bailey seconded the motion. UNANIMOUS.

KILN
Dell Hunter, courthouse maintenance, met with the Commissioners to discuss the Senior Citizen kiln that is in the courthouse basement. It was suggested that the kiln be donated to the sheltered workshops in Blanding or the recreation department could use for workshops for the handi-capped. The Commissioners will look into this.
