SAN JUAN COMMISSION MINUTES NOVEMBER 16, 1987
The San Juan County Commission met in regular session November 9, 1987 at the hour of 10:00 A.M. at the San Juan County Courthouse, Monticello, Utah.

A motion to approve the minutes of November 9, 1987 as corrected was made by Commissioner Maryboy and seconded by Commissioner Bailey. UNANIMOUS.
A group of students from Monticello High School met with the Coitmission to observe the proceedings. ELECTED OFFICIALS MEETING
Sheriff's Department - The following bids were received for the purchase of 14 Clock 17 9mm pistols for the Sheriff's Department:

Strauss Uniforms $4,550.00
Commissioner Bailey made a motion to accept the bid of Professional Armaments for the purchase of the
guns. Commissioner Maryboy seconded the motion. UNANIMOUS.
Strauss Uniforms who presented an identical bid indicated they would be unable to repair the guns when
needed.
County Assessor's Office - County Assessor, Barbara Montella, indicated that all was running smoothly in the Assessor's Office. A letter of complaint had been received from Milton Oman in regards to his taxes. His property does not qualify for a green belt classification. However, he received his tax notice the same time other county residents did but he did not attend the Board of Equalization meetings held to register such complaints.
Recorder's Office - Louise Jones, County Recorder, indicated there were no problems in the Recorder's Office. The purchase of a new Courthouse copier was discussed. A new IBM 50 copier can be purchased at $7,190 with a $7,000 trade-in of the old IBM 60 copier. Commissioner Bailey made a motion to approve the purchase. Commissioner Maryboy seconded the motion. UNANIMOUS.
County Clerk's Office - County Clerk, Gail Johnson, reported that the royalties received for the month of October from the Mi Vida mine was $306.38.
The Commission discussed the Lloyd Shumway parcel of property on which he refuses to pay taxes. A letter had been sent to him asking that he respond within a month as to the disposal of this property. He has not responded to the letter. The Commission directed that the property be placed on the tax sale list of next May and a letter indicating this be sent to Mr. Shumway. The road through his property needs to be surveyed and a right-of-way deeded to the county before he can get it off his taxes. Louise Jones, County Recorder, indicated that part of that property may be part of the state highway which would affect the valuation of the property.
Mrs. Johnson also reported her attendance at the Recreation Board meeting where the accounting procedures were discussed. Eddie Allred, County Recreation Director, had previously reported the $80,000 revenue taken in by the department. To present a total picture of their financial condition, the County has contributed $42,000 to the recreation program.
COMMISSIONER CALVIN BLACK'S REPORT
Halls Crossing Airport - While in St. George at the UAC meetings, Commissioner Calvin Black talked with
Bob Wiedner concerning the meeting to be held with the FAA on the Halls Crossing Airport. Mr. Wiedner
contacted Bob Beelek, head of the FAA in Denver, to determine the status of the airport. Mr. Beelek
indicted the environmental assessment is not complete. Sitex needs to bring it up to date. Mr. Beelek
also indicated that before an airport can be built a complete Environmental Impact Study needs to be made.
The FAA was meeting with the National Park Service, BLM and Fish & Wildlife agencies to get the funding for the EIS.
Glen Canyon Land Exchange - Commissioner Black met with Scott Flandro and the land board office to go over the maps on the proposed land exchange to make adjustments on the boundaries.
Mental Health - Mark Lyman, San Juan County Mental Health Director, and Commissioner Black met with the State Mental Health Board in Provo on Friday to ask them to reconsider their allocation formula wherein San Juan County, over a three-year period, will only get half of the funds they received this year. The state board indicated they will reconsider the issue and put it on their December agenda for possible changes.
County Roads - Gene Cressler contacted Commissioner Black about the improvements needed on the road in the Punksville area. The area residents have moved their fences back so that the road can be widened and improved. Several other county roads in need of repair were discussed and will be put on the list for consideration. After the first of the year the Commissioners will meet with the Road Department to priortize the roads that need repairs.
Airport Hangars - Clint Howell no longer wants to lease Blanding Hangar #9. Scenic Aviation has arranged
to exchange hangar #2 now leased by Calvin Black for hangar #11. Mr. Black preferred to move into the
hangar vacated by Mr. Howell leaving hangar #11 vacant. Hangar #3 at the Monticello airport is also vacant.
COMMISSIONER KENNETH BAILEY'S REPORT
Halls Crossing Dump/Montezuma Creek Road Shed - Commissioner Bailey asked Administrative Assistant, Rick Bailey, to write a letter to the Bureau of Land Management and find out the status on land for the Halls Crossing dump and Montezuma Creek road shed. The last indication was that we would have already received the right-of-way for the road shed.
D7 Cat Vandalism - The D7 cat vandalism reported last week is going to require even more extensive repairs than previously indicated. The engine will have to be taken apart and cleaned out before it will be able
to be used again. The Road Department has replaced the D7 cat with a newly purchased rubber-wheeled dozer to complete the work on Cahone Mesa. They will also use it for further road work in order to check it out. Administravtive Assistant, Rick Bailey was asked to complete the paper work on the second rubber-tired scraper from the government surplus and find out when it can be picked up.
Insurance Coverage - Administrative Assistant, Rick Bailey, was asked to check out what insurance coverage the County has on property. Particular question was asked as to whether the D7 cat vandalism and the recent lightning caused damage to the communications equipment on Abajo Peak would be covered by insurance. The County would be saved considerable expense if these and other similar items are covered by our insurance.
Montezuma Creek Swinming Pool - Due to the excavation of holes to install lights on the Montezuma Creek Park the water pipes were undermined and blew out over the weekend. The pipes were capped but will have to be repaired and a shut-off valve installed. The Recreation Department will oversee the repairs.
Retiring Employees - Road Department - Commissioner Bailey drafted letters of appreciation for Lynn Adams, Ted Bronson and Robert Bryan for their years of service to the Road Department. A retirement dinner in their honor will be held on Dec. 4, 1987 at the Lions Club building.
Road Department Mechanics - Applicants are being interviewed today by Tierre Patterson and Victor Nebeker for employment as mechanics for the Road Department. A recommendation will be given to the Commission at their next regular meeting.
Road Department Heavy Equipment Operators - Bernel Bradford and Karl Barton are setting up the interviews of applicants for the position of heavy equipment operator with the Road Department. They will have a recommendation for the Commission by next Monday.
Navajo Mountain Library - The State Library called to inform the County they will place the order for books for the Navajo Mountain Library by the first of the month.
Weed Board Meeting - Jim Keyes and Ralph Home were asked to review their total operation and make recommendations for a more efficient and effective operation. They are wondering about the possibility of having the secretary in Jim's office do more of the weed applications, money for percentages, etc. They also want to cut down on the labor for running the spray truck.
LaSal Road - A road on the D road list that UMETCO is going to use is in need of repair. They are requesting that they be allowed to grade and rock the road. Two thousand yards of rock will be hauled from a LaSal gravel pit, on approval from the BLM. UMETCO has offered to haul gravel back from Blanding when they haul the ore to the mill. The Bureau of Land Management has approved the improvement of this "D" road.
Ccmmunity Impact Funds - Commissioner Bailey made a motion to authorize Chairman Black's signature on the application for funding on the Montezuma Creek Police Station, road shed, and fire truck. Commissioner Maryboy seconded the motion. UNANIMOUS.
COMMISSIONER MARY MARYBOY'S REPORT
Montezuna Creek Residents - Montezuma Creek residents are having problems with the oil companies in the area. The oil trucks drive too fast past residences, Navajo oil workers are being laid off work for no reason and there are no promotions of Navajo workers even though some have taken schooling to improve their skills.
HUD Housing Dedication - The dedication ceremonies of the HUD Housing development at White Rock Point, Utah held Saturday were very successful. Commissioner Maryboy enjoyed a visit with the vice chairman who insured him the Navajo Nation would do all they can to get the road from Oljato to Copper Canyon funded.
Bluff Senior Citizens - Commissioner Maryboy reported that funding for the Bluff Senior Citizens program would probably be forthcoming about December 28.
Driver's Licenses - A bilingual person is needed to help non-English speaking Navajos take the driver's license examination.
Safety Inspections - Conmissioner Maryboy reported there are no safety inspection stations in Bluff or Montezuma Creek. Residents in the southern area of the County have to drive to Monticello or go into Arizona to get license plates on their cars. Inspection stations are established in private businesses. Conmissioner Maryboy will report this back to the businessmen.
Utah Navajo Industry Meeting - Commissioner Maryboy will be meeting with the Utah Navajo Industry and Henry Hilson Clothing Company in Albuquerque, New Mexico on Thursday and Friday of this week.
ADMINISTRATIVE ASSISTANT, RICK BAILEY'S REPORT
Mi Vida Mining Cars - Rusty Musselman contacted Rick Bailey on the possibility of purchasing the old mining cars at the Mi Vida mining site for salvage. Conmissioner Black indicated the cars may have antique value. Mr. Bailey will obtain pictures of the cars in question to help determine their value.
Fire Hydrants - Residents of southeast Blanding requested County participation to install fire hydrants in their area. Contnissioner Black said he did not think the County had any authority to authorize this installation. The residents need to work through Blanding City and the State Fire office.
Blanding Airport Billing - The Commissioners reviewed the operating cost report regarding the Blanding airport. Question was raised as to the amount of revenue being taken in and the County's responsibility in reimbursement of operating costs. The Commission felt the Operating Contract for the airports at both Blanding and Monticello need to be amended and updated.
Blanding Clinic and County Hospital - A rough draft for the possible sale of the Blanding Health Care Center was presented. Further discussion was deferred until the Hospital Board meets tomorrow night.
Public Safety Building - Commissioner Bailey made a motion to approve payment of $77,542.00 to Valley Builders for the Public Safety Building. Commissioner Maryboy seconded the motion. UNANIMOUS.
CURRENT BUSINESS
Senior Citizens - Two senior citizens from Bluff and two from Blanding met with the Commission last week and nine Monticello senior citizens met with the Comnission today. It had been reported in the San Juan Record that the senior citizens had gone on a shopping trip to Farmington. The Commissioners were
concerned about the fact that the tax payers were paying to transport the seniors outside the area to shop when it would help our own economic viability by shopping at home. Mary Ann Brown, director of the Senior Citizens, reported that the trip was not scheduled as a shopping trip exclusively but a regular recreation outing. Those items purchased were only items that could not be found locally. Some of the seniors were also concerned that the County itself was going outside the area to purchase needed items. A jeep for the sheriff's department was one item in question. The local vehicle dealer does not handle jeeps thereby requiring the County to accepts bids outside the County. Commissioner Black stated that possibly the County ought to adopt a policy to give a percentage consideration for local businesses on such items. Mike Young, a local businessman attending the meeting, would like the County to consider such a policy. The Commission also said the County purchased locally whenever possible.
Independent Audit - Gail Johnson, County Clerk, and John Fellmeth, Hospital Administrator, met with the Commission to discuss the independent audit for the County, hospital and medicare cost report for the 1987, 1988, and 1989 years. The following bids were submitted;
