MINUTES OF THE SAN JUAN COUNTY COMMISSION MEETING HELD
APRIL 16, 1984
The San Juan County Commission met in regular session on Monday, April 16, 1984, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.
The following members were present: Commissioner Kenneth R. Bailey
Commissioner Robert Low Commissioner Calvin Black was excused.
Minutes of the previous meeting were approved on the motion of Commissioner Low. The motion was seconded by Commissioner Baiely.
DIVISION OF AGING AND ADULT SERVICES CONTRACT DISCUSSED
Al Haskins reported that an admendment has been added to the Divison of Aging and Adult Services contract between San Juan County and the State of Utah. This change will grant San Juan County an additional $3,922.96 in funding from the State. Commissioner Low made a motion to approve the

ammendment and to authorize Mr. Haskins to sign it. The motion was seconded by Commissioner Bailey and carried unanimously.
POLICE SERVICE IN MONTEZUMA CREEK DISCUSSED
Commissioner Low reported that he has been receiving letters from the elementary school students in Montezuma Creek regarding the recent break in and thefts at their school. Commissioner Low also reported that Sheriff Rigby Wright has hired Robert Woody to live in and work in the Montezuma Creek area as soon as he completes the necessary courses at the Utah Police Academy. Mr. Woody will begin his duties in Montezuma Creek sometime prior to April 30th. Mr. Woody is bilingual, and it is the intention of the Sheriff's office to have him cross deputized in the future. The Commission drafted a letter to Mark Peterson, Principal of the Montezuma Creek Elementary School thanking everyone for their interest and informing him of Mr. Woody's employment with the County.
EASTLAND RECREATION BUILDING DISCUSSED
Lorraine Barry met with the Commission to report on the letter she received from the San Juan School District in regards to the transfer of the EAstland school building and property to the Community of Eastland school building and property to the Community of Eastland. The School District's attorney recommends the following options:
1. The citizens in Eastland could organize a nonprofit corporation with articles and bylaws and a board of directors. The porperty could then be deeded to that corporation.
2. The proeprty could be deeded to San Juan County. San Juan County would essentially hold the property in trust for the citizens of Eastland and permit use of the building by the Eastland group.
I believe it would be possible to put language in teh deed indicatig that San Juan County was holding the property for the benefit of the residents of Eastland.
The second option is recommended but will need to be studied by the County Attorney. HEALTH CARE SERVICES DISCUSSED
Commissioner Low reported that only 1.87% of the 16 mill levy for San Juan County is used for Health Care Services. Commissioner Baiely reported that he does not feel this is a true picture becasue the amount of investment in the Health Care Services is very significant. Commissioenr Baiely further stated that all of that property is being used to generate money and that if you are going to see a true picture of the Health Care you need to look at the County budget plus the Health Care budget.
EMPIRE ELECTRIC DISCUSSED
The Commission instructed the County Attorney to draft a letter to Empire Electric in regards to the program at the Golf Course. Empire Electric has stated that the Electric Company has signed a general right-of-way across any and all of the County's property. The Commission has no knowledge of any such right-of-way, and would like copies of it if it exists. The Commission feels that the proplem can best be avoided by Empire Electric assuming the responsibility of moving the pole.
PROPOSED LAND TRANSFER DISCUSSED
Bill Dunow Jr. met with the Commission to propose a land trade between J.B. Grain and San Juan County for land near the Golf Course to possibly be used as a putting green.
BLUE CROSS/BLUE SHIELD REPRESENTATIVE MEETS
Al Price from Blue Cross/Blue Shield met with the Commission to discuss an increase in health insurance costs for County employees for the 1984-1985 year. The Commission requested Mr. Price gather information on the cost of each of the following:
dental insurance
visison insurance
life insurance
prescription cards Mr. Price will meet with the Commission on April 23rd to report his findings.
BLUFF TO MONTEZUMA CREEK ROAD BID ACCEPTED
Commissioner Bailey reviewed a list of the bids submitted for oiling the Bluff to Montezuma Creek road. Commissioner Bailey reported that the low bidder was W. W. Clyde Construction from Springville, Utah. The amount of the bid is $1,594,387.80. Commissioner Low made a motion to accept the bid submitted by W. W. Clyde Construction. The motion was seconded by Commissioner Bailey and carried unanimously. The Commission drafted a letter to George Thompson, Local Projects Engineer for the U.D.O.T. reporting the Commission's decision.
COUNTY ASSESSOR MEETS
Barbara Montella; County Assessor, Bruce Halliday; County Attorney, and Gail Dalton; County Clerk, met with the Commission to compare the County's method of assessing property to the method used for State assessed property. Also discussed was the scheduled formal hearing before the State Tax Commission.
NUCLEAR WASTE POLICY WORK GROUP APPOINTMENT APPROVED
The Commission received a letter from Governor Scott Matheson approving the appointment of Commissioner Low to the Nuclear Waste Policy Work Group.
COUNTY CLERK MEETS
Gail Dalton, County Clerk, met with the Commission to discuss her possible withdrawal from the State Retirement Program. Miss Dalton asked if it would be possible to invest the employer and employee share in an alternate retirement plan. The Commission requested Miss Dalton make a comparision of her request to the Commission's decision regarding the Sheriff's withdrawal.
REPRESENTATIVE FROM THE DEPARTMENT OF NATURAL RESOURCES MEETS
Marv Jensen from the Department of Natural Resources met with the Commission and reviewed the Commission's

position in regards to the Nuclear Waste Repository. Also reviewed was the Commission's request to have the gravel areas around Blanding withdrawn from the Project Bold proposal.
CONGRESSMAN DAN MARRIOTT MEETS
Congressman Dan Marriott met with the Commission to discuss some of the following concerns of San Juan County:

Unemployment
Halls Crossing Expansion
Canyonlands National Park
Also present was Gail Dalton, County Clerk, representatives from the City of Monticello and interested local citizens.
