Minutes of the County Commission Meeting held April 16, 1979.

PRESENT: Commission Chairman E. S. Boyle, Commissioner Bill Dunow, Commissioner

Calvin Black, Al Haskins, and Deputy Clerk, Peggy Jorgensen.

TIME: 10:00 A.M.

Minutes of the previous meeing were read and approved. This was done on a motion made by Commissioner Dunow and seconded by Commissioner Black. JUSTICE OF THE PEACE

Harold Muhlestein, Justice of the Peace met with the Commissioners to discuss with them his salary. The Commissioners were presented a schedual of his case load and the hours that he puts in each week. The Commission will defer making a decision on this at the present time in order that they may have time to study the situation more thoroughly.

BUILDING PERMIT

Kent Dahlquist, an Engineer for Union Carbide met with the Commissioners to discuss with them an application for a building permit in the LaSal area for a shop building. He discussed with them building ordinances and zoning ordinances. He will be submitting a request for a special use permit,

WATER PROBLEMS

Everett Johnson, Monticello Chief of Police met with the Commissioners to discuss the flooding that is taking place in Silverstone West, He was instructed to find out who the water belongs to and go from there.

CEMETARY DISTRICT

Mr. Ralph Boyer and Darrpld Young met with the Commissioners and expressed the apprec-iation of the cemetary board for the Assistance of the County during the past winter. They also expressed the need for a substantial road and the need to open up a new area of the cemetary.

FIRE INSPECTION

John Baker, San Juan County Fire Warden reported to the Commission that he had completed his inspection of three UNDC Health clinics, one in Montezuma Creek, one at Navajo Mountain and one at Halchita.

CORRESPONDANCE

The Commissioners received correspondance form the following: The State Court Administrators

Office re: Circuit Court and Justice of the Peace salaries.

Doug Nielson re: The planning of a television system at Horn Mountain.

COMMISSIONER DUNOW REPORTS

Commissioner Bill Dunow reported to the Commission that he met with the city officials Tuesday on street programs, and stop signs at the new subdivisions. He will visit Cedar Point tomorrow to check out the road problems there. He also stated that the road to Foy lake was closed.

PAY SCALE

The Commission discussed the possibility of making adjustments and re-evaluating the pay scale the County now uses.

COMMISSIONER BOYLE

Commissioner Boyle reported that he had received a letter from Sterling Davis, and that Mr. Davis stated that funds are earmarked from the upcoming State Pedestrian Safety Program for curbs, gutters and sidewalks on U. S. 666 at Monticello.

COMMISSIONER BLACK REPORTS

Commissioner Black reported that the BIA had made arrangements with Hurst Construction to do some work for them. They had requested that this work be done by the County, however due to laws regulating such work the Commission defered them to a private contractor.

Commissioner Black stated that there would be an Economic Developement District Board meeting Friday, April 20th in Moab, at 11 A.M. There will be an Association of Govern-ments meeting before it at 10:00 A.M.

KEN SUMMERS

Ken Summers, former San Juan County Commissioner met with the Commission to discuss with him the Committee he is on for the State Bureau of Land Management. The Committee he is on will recommend areas to be made wilderness. He requested the Commission's opinions on wilderness designation,

TRAVEL COUNCIL

The Commission received from the Travel Council recommendations for the appointments

of Betty Gordon of Blanding, and Maxine Christensen of Monticello to again serve on

the Travel Council. The Chairman also made this recommendation, he being the Commissioner

who serves on the Council. Due to these fine recommendation Commissioner Dunow made a

motion for this action, with Commissioner Black seconding it to carry the motion.

AL HASKINS

Al Haskins reported to the Commission on a letter he had drafted to Architect Boberg, of S.E. Bogerg Architect and Associates, specifically for the Montezuma Creek Swimming Pool. The Chairman signed the letter whicn authorized the engineers to make a change order for solar heating for the pool.

Al also reported that he has spoken with H.U.D. on waivers for the Bluff Multipurpose building, and also with Steve Roberts of Outdoor Recreation regarding estimates of the costs of engineering and architects fees.

Al also stated that he would be attending/Civil Defense Seminar, also meetings in Richfield.
