Minutes of the Board of County Commissioners Meeting held October 15, 1979.

Present: Chairman E. S. Boyle, Commissioners Calvin Black and Bill Dunow. Also present Al Haskins

and Deputy Clerk Peggy Jorgensen. Time: 10:00 A.M.

Minutes of the previous weeks meeting were read and approved with the stipulated corrections upon a motion made by Commissioner Black and seconded by Commissioner Dunow to carry the motion.

COMMISSIONER BLACK

Commissioner Black presented a letter from the Association of Governments to the Commission

for its input on matters regarding local government. The Commission filled this out and Commissioner

Black will return the letter to the AOG.

Commissioner Black called Doug Pehrson and Al Haskins to discuss the Wilderness letter draft they have composed this past week, A discussion followed. Commissioner Black made the motion that the County adopt the letter as a County position and that it be mailed to the B.L.M. and to State Representative Hardy Redd. Commissioner Dunow seconded the motion and it passed unanimously.

He also advised Doug of the meeting of the possible closing of the airport taxiways at 3 P.M.

Commissioner Black reported on the Utah Energy Extention Service and the energy problems at hand, the Service provides suggested programs and information of conservation of energy.

COMMISSIONER BOYLE

Commissioner Boyle reported on the meetings he and Commissioner Black attended last week in Logan and stated that they were very informative. He further stated that Pete Van Alstein the master-planner for the A.O.G. would consider doing a Master plan for San Juan County, this would be dealing with the requirements of Federal Law. At the meetings the Construction Bid Limit was also discussed. There is a great interest from Counties to raise the bid limitation from $40,000 to $100,000. Commissioner Black will contact C. Hardy Redd to see if he will support and sign as co-sponcer of the bill.

Commissioner Black added to Commissioner Boyle's statements regarding the meetings by stating that the Commissioners at the meeting in Logan adopted a resolution in support of eliminating Property Taxes as support for the Uniform School Fund, and that they were in favor of supporting Senate Bill 1680 which deals with this subject.

AL HASK1NS

Al reported that there will be a Title XX meeting Thursday. He also discussed the Solar green houses that will be put up at Navajo Mountain, the Monument Valley School, Bluff, Red Mesa and the Aneth School, and that the school's will be Useing them in conjunction with their teaching programs.

He also reported that Norman Johnson had received release of Liens for the Montezuma Creek Swimming Pool and that they have been forwarded on to Boberg.

SUB-DIVISION PLAT PRESENTED

Judge Donald Crist on behalf of Horace Beeman presented to the Commission a sub-divison plat for its approval. The Commission will have Doug Pehrson check out the road in the sub-division, and Judge Crist will get back with them next Monday.

BRUCE SHUMWAY

Bruce Shumway met with the Commission to discuss with them the Senior Citizens meals in Blanding,

and that they had been discontinued at the school. He presented to the Commission the possibility of a private individual providing the cooking of the meals once a week on a possible $2.25 a meal basis.

He further discussed with the Commission the Aging program that is being set up on the Reservation.

Mr. Shumway reported that the Mental Health Staff has been placed on State Employment, and that Rick Mainord who is co-chairman of the Human Resources Board wants to resign. The Commission stated that if Mr. Shumway will make a recommendation the them Commission, an appointment will be made.

Mr. Shumway stated that the Bluff Multipurpose Building is in need of a propane hook-up. The Commission told him to follow through and have a tank installed and filled.

BUDGET HEARING

At 2:00 P.M. E. G. Boyle, Chairman of the San Juan County Commission called to Order the Budget Hearing. There were no participants. The Commission upon due discussion made the decision to Budget into the Trust Fund 2.5 Million Dollars, this is the approximate ending balance of December 31, 1978. The General Fund appeared to need no change.

AIRPORT TAXI-WAY HEARING

Chairman Boyle called to Order the Public Hearing regarding the possible closing of the taxi-ways of the Monticello Airport at 3:00 P.M. There was one participant late in the meeting. After due deliberation the Commission made the decision to leave in operation the taxi-ways at present, and do maintenance as needed, and to fill cracks and patch holes until such time as the situation worstens at which time they will reconsider their decision, Jim Black was the citizen present. Commissioner Black discussed the possibility of getting mic-keyed light systems for the Blanding and Monticello airports in order to save lighting costs,
