MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON TUESDAY, THE 14th DAY_OF OCTOBER, 1969.

Meeting opened at 10:30 O'clock A. M. with Commissioner Hazleton in the Chair.

Minutes of the previous meeting were read and approved. Motion for approval was made by Commissioner Young, seconded by Commissioner Black and carried unanimously.

RESIGNATION SUBMITTED BY ROADS CLERK

Lynn L. Adams, County Roads Clerk and Purchasing Agent, tendered his resignation effective November 1,

1969.

The Commissioners accepted the resignation with regret as Mr. Adams has been a very congenial and efficient

Clerk.

C. OF C. INVITATION

Eddie Boyle met with the Commission and invited them to attend the Chamber luncheon today and hear the

Independent Candidates for City offices speak.

Mr. Boyle also discussed the specifications for the County insurance which will be up for bid shortly.

RESOLUTION ON E.D.A. PROJECT

Commissioner Black moved to approve a Resolution appointing the Utah State Road Commission as agent for San Juan County to handle all administrative and fiscal matters and the preparation of plans and contract negotations in connection with what is commonly known as the EDA Project from Red House to Glen Canyon Recreation Area. Commissioner Young seconded the motion and it carried unanimously. The Resolution was signed and dated by the Commission.

SHERIFF REPORTS

Sheriff Musselman reported to the Commission that he must extradite a prisoner from Lawton, Oklahoma, and requested information on the cost of chartering a plane for the trip.

PUBLIC ROAD CLOSING - PETERS POINT AREA

The Commissioners have instructed the County Attorney to instigate a legal proceeding to open the road cabled-off by Lawrence Bailey and Kedric Somerville and request a Court Order for immediate removal of the barracade.

CIVIL DEFENSE MATTERS

Joe Berry reported that a meeting is scheduled for October 22nd on Radon and the Commissioners are invited

to be in attendance. shelter

Mr. Berry also reported that he has been instructed to order supplies for all licensed shelters.

APPLICATIONS TO BE RECEIVED FOR ROADS CLERK

The Commissioners instructed the Clerk to give notice that written applications will be received for the position of Roads Clerk and Purchasing Agent until 10:00 O'clock A. M. Monday, October 20th. Applicants are to state experience and qualifications.

ROAD DEPARTMENT PERSONNEL DISCUSSED

In view of losing one man and possibly two, Commissioner Young introduced the motion that the Commissioners

replace the Road Superintendent as of January 1, 1970, and start advertising immediately for a man to fill

the position. Commissioner Young also stated that he is open for replacing all the top personnel.

The Commissioners then agreed to call a meeting for October 15th at 3:00 P. M. and have the Superintendent,

Foreman and Shop Foreman in attendance and present to them in writing a list of all unsatisfactory items,

and give them 30 days in which to straighten things out, or submit their resignations.

Commissioner Young's motion was entered and tabled until after the meeting with the Superintendent and

Foreman.

TROUGH CANYON ROAD REPORT

Commissioner Young reported on the meeting held the previous week with the Grand County Commissioners and B.L.M. personnel regarding the Trough Canyon Road. The B.L.M. has pledged sufficient money for Engineering a large percentage of the project and Grand County will build an oiled road practically to our County line. Crossing Kane Wash was discussed and Commissioner Young proposed a bridge for this area. Future meets will probably be held before the project is completed.

AGREEMENT ON AIRPORT HANGAR WITH CLIFFORD & RICHARD L. SMITH

An Agreement was executed between San Juan County and Clifford Smith and Richard L. Smith regarding the Hangar located at the Monticello Airport. The Clerk was authorized to sign on behalf of San Juan County. The Agreement is now on file in the Clerk's Office.
