Minutes of the Board of County Commissioners meeting held May 14, 1979.

Present: E. S. Boyle, Chairman, Calvin Black and Bill Dunow Commissioners. Also present Peggy

Jorgensen, Deputy Clerk.

Time: 10:00 a.m.

Minutes of the previous weeks meeting were read and approved, this being done on a motion made by Commissioner Dunow and seconded by Commissioner Black.

AIRPORT HANGERS

Jay Nelson and Reid Reader discussed with the Commission the building of the airport hangers in Monticello and Blanding. They also discussed possible rental fees for hanger spaces. TH40's will cost $800. per year for rental or $95. per month, $15. for a night, and $35. per week. TH20's will cost $600. per year, $75. per month and $30 per week. All these fees will be payable in advance. Total price for the eight unit hanger and the four TH40's and eight TH20 hangers will be $246,049.00. This price includes insulation and partitions. The County Attorney and Lynn Adams will draw up purchase orders for Pasco Steel and Jay Nelson, in the respective amounts of $160,720.00 and $85,460.00.

SAM NAYLOR

Patrolman Sam Naylor met with the Commission to request reimbursement for appearances he has made in Court. The Commission will confer with the County Attorney on this.

COMMISSIONER DUNOW REPORTS

Commissioner Bill Dunow reported that a contract with Jim Goode for blasting, mining and crushing for gravel had been drawn up, (Blasting and Mining Inc.) This contract was signed by the Chairman upon a motion made by Commissioner Dunow and seconded by Commissioner Black.

COMMISSIONER BOYLE REPORTS

Commissioner Eddie Boyle reported that he will be attending a Library Board meeting on the 14th. He will also be attending a six state Commission meeting on health integration this week.

NEW BLM MANAGER

Ed Scherick, the new BLM manager met with the Commission to discuss views on Wilderness Designation. They discussed some of the problems that had come about in the past and hopes of more communication and cooperation in the future.

MONTEZUMA CREEK TO RED MESA ROAD BID OPENED

Bids for the Montezuma Creek to Red Mesa road were opened at l.p.m. Van Staveren Construction of West Jordon had a bid of $433,180.00. On a motion made by Commissioner Black and seconded by Commissioner Dunow, the commission will request from the state permission for the County to do the road out of force fund. This bid was $130,000.00 over the engineer's estimate for the job.

BUILDING INSPECTORS MEET WITH COMMISSION

Bob Low and Phil Acton met with the Commission to discuss with them inspection fees. They will check with Clytie Barber, the County Clerk what and when fees have to be paid. They will be checking on building throughout the County to see if all building going on has the required permits.

MINING ROAD AT LA SAL

Dick Culver of General Electric met with the Commissioners to request improvements on a public road in the La Sal area. Apparent;y the entrance off the State road onto the public road is in need of upgrading. The Commissioners said they would look into the situation and get in touch with Mr. Culver.

BID OPENING, SAN JUAN HOSPITAL

Biding were;

Bids for the new addition to the San Juan Hospital were opened at 2 p.m./ Dale Howell of Salt Lake City and Blaine L. Wadman of Ogden. Wadman Construction Co. bid $319,259.00 which includes an alternate heating and plumbing system. Dale Howell Construction bid $246,000.00 which excludes heating and plumbing systems. Mr. Howell bid $68,400.00 individually for an alternate heating and plumbing system. The engineer requested the opportunity to study the alternate plumbing and heating plans and see if they would work with the engineers plans. The Commission will wait for a determination on this before they make any final decisions.

COUNTY ROAD WORK PROGRESS

Commissioner Dunow reported that three of the six miles of road to be constructed in the Little Valley area are completed. He also reported on the road situation in Montezuma Canyon and the crossing in Verdure.

BRUCE SHUMWAY

Bruce Shumway of Social Services met with the Commisson to present to them a Mental Health Contract. Also the transfer of all funds and equipment to the State were discussed.

He also presented a contract for the Alcoholism and Drug program.

Mr. Shumway reported to the Commission that Notah Tahey will not be on the Title 20 C.A.P. Board any longer and that Worthy Grover has agreed to replace him on that Board. The Commission approved of this appointment by a motion made by Commissioner Dunow and seconed by Commissioner Black to carry the motion.

E.M.T. COMMUNICATIONS

Mr. Chad D. Mock, Regional Coordinator of the Bureau of Emergency Medical Services of the Utah Division of Health met with the Commissioners to have purchase orders signed for base station equipment etc. for the Hospital. This was approved upon a motion made by Commissioner Black and seconded by Commissioner Dunow, authorizing the Chairman to sign the Orders. He also presented a contract from the Division of Health for a Citizens training program for a Basic Life Training Course. The contract was signed by the Chairman upon a motion made by Commissioner Dunow and seconded by Commissioner Black.

ROADS

Commissioner Dunow made a motion that an agreement be made between the County and the Utah Collector Road Construction Program be approved for the Red Mesa Road project. Commissioner Black seconded the motion and the Chairman was authorized to sign the agreement.

CORRESPONDANCE

The Commission received correspondance for the United States Enviromnmental Protection Agency announcing that Energy Fules Nuclear has been awarded temporary and conditional approval to construct their uranium mill six miles south of Blanding.

GRAVEL PURCHASED

Lynn Adams received from the Commission permission to purchase 5000 yards of gravel from the Bureau of Indian Affairs for County road work. The gravel will be purchased from Mountain States Gravel for a crusher fee of $1.00 per yard.
