MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON MONDAY, THE 14th DAY OF APRIL, 1969

Clytie Barber, Clerk Meeting opened at 10:00 O'clock A. M. with Commissioner Hazleton in the Chair,

Minutes of the previous meeting were read and approved. MOtoion for approval was made by Commissioner Young, seconded by Commissioner Black and carried unanimously.

ELECTRICAL POWER AT MEXICAN HAT DISCUSSED

Jim Hunt and Everett Neff met with the Commission to inform them that the electrical line at Mexican Hat may be dismantled and salvaged unless it is purchased and maintained by someone. $150,00. has been the asking price at one time. Utah Power & Light Company has given notice that there is not sufficient usage to justify them coming into the matter.

The Commissioners informed Mr. Hunt and Mr. Neff that they were aware of this threat, and have given the matter much thought. They also stated that the Utah Division of Indian Affairs may purchase the line if the Navajo Tribe does not. The Commission also advised that it would be an advantage to the Mexican Hat Association if they could purchase the line and maintain ownership of it.

TV MATTERS DISCUSSED

Bruce Stevens met with the Commission to update them on Television improvement and changes within the County. The Commission suggested that Mr. Stevens keep a log on activities and submit this report monthly so that they could inform citizens on the improvements taking place. Mr. Stevens mentioned the additional expense involved in the change-over from channel 12 to channel 13 and the extra help required. The Commission authorized Mr. Stevens to submit a billing for these added expenses.

A meeting is scheduled with the School District Superintendent and others for April 17th to ascertain if sufficient improvement can be made on the Educational Channel to enable it to be used in the schools.

CABARETS REQUEST LATER CLOSING HOUR

Hunt's Club and Victor Thill of LaSal Lounge have requested permission to remain open one hour later after day-light saving time is adopted. No decision has been given on this request.

BIDS ACCEPTED

Hugh W. Edwards submitted a bid in the amount of $125.00 for the grain bin owned by the County. Commissioner Black moved to accept the bid of Mr. Edwards. Commissioner Young seconded the motion and it carried unanimously. Bids were received on IBM typewriter serial No. 1103857 as follows:

R. J. Fellemth - $180.00

Intermountain Printing - $140.00

Commissioner Young moved to accept the bid of R. J. Fellmeth in the amount of $180.00 on the above typewriter. Commissioner Black seconded the motion and it carried unanimously.

AGREEMENT SIGNED WITH CITY OF BLANDING.

This Agreement made and entered into this 14th day of April, 1969, by and between CITY OF BLANDING a Municipal Corporation, hereinafter referred to as "CITY" and SAN JUAN COUNTY, a political subdivision of the State of Utah, hereinafter referred to as "COUNTY".

WITNESSETH:

WHEREAS, City owns and operates with its voluntary fire department the following described fire equipment, to wit:

1958 Model American-LaFrance 750 Gallon Per Minute Pump and Hose Car, Including all

Appurtenances and Equipment, and

WHEREAS, there are certain areas within the boundaries of the County which are in need of fire protection and which are also adjacent to the boundaries of cities; and,

WHEREAS, County has no facilities to furnish said fire protection;and,

WHEREAS, the parties desire to make an agreement in accordance with the terms of Section 7-7-1, Utah Code Annotated, 1953, as amended, wherein said City can furnish such protection,

Now, Therefore, in consideration of the covenants herein contained the parties hereto agree as follows:

1. City agrees that its fire department will answer ^ calls with its existing equipment within a

radius of five miles of the City office situated in said City. If a conflict arises as to the demands on said equipment and fire department between calls for fires within the City and outside the City, the fire calls within the City shall have preference.

2. For said fire protection County agrees to pay City an amount equal to the sales tax which County receives from all businesses located outside the corporate limits of the City of Blanding and within a radius of 5 miles of the City Office of City.

3. This Agreement shall run for a term of five years.

Commissioner Black moved to authorize the Chairman to sign the Agreement with the City of Blanding. Commissioner Young seconded the motion and it carried unanimously.

COMMISSIONER BLACK TO ATTEND HEARING IN PROVO

Mr. Bill Gibbons called to inform the Commission that the Four Corners Commission Hearing will be held in Provo on April 21st, 1969. Commissioner Black will be in attendance at the hearing and is excused from regular County Commissioners' Meeting.

LITTLE LEAGUE PROGRAM DISCUSSED

Robert and Madge Anderson and Cooper Jones met with the Commission to discuss the Little League program for the 1969 season. Mr. Anderson felt that the program would be more successful if the same individual would over-see and manage the program and maintain the grounds with the necessary helpers. Commissioner Hazleton stated that he would contact the prospective man for the job and have definite information on this as soon as possible.

BLANDING CITY STREET PROGRAM FOR 1969 was received and filed for future reference. COUNTY ATTORNEY RECEIVES OPINION FROM ATTORNEY GENERAL

As opinions on several issues had been requested from the Attorney General, these were received by the County Attorney and condensed and presented to the Commissioners, and are now on file in the Clerk's office.

COMMISSIONERS' MEMO ON TRAVEL REIMBURSEMENT AND PER DIEM EXPENSES

Commissioner Black introduced the following motion that the travel reimbursement and per diem allowances be set as follows:

Mileage paid for use of private vehicle: 8 cents per mile, off-highway travel @ 9 cents per mile.

Overnight allowance for Motel, etc.: $11.00 per night.

Breakfast : 1.50

Lunch: 2.00

Dinner: 2.50

When leaving on County business in the morning, employee is not entitled to a breakfast allowance.

The above schedule on expenses will be honored and reimbursement made upon employee submitting a voucher

showing expenses incurred. No advance payments will be made hereafter.

The above will supercede and repeal any previous policies, and is effective as of April 1, 1969.

The foregoing motion was seconded and carried unanimously.

MISSILE FIRING SCHEDULE

Blanding Launch area: The period from 8 A. M. on April 29, 1969 to 8 P. M. of April 29, 1969 is hereby declared a firing period.
