SAN JUAN COUNTY COMMISSION MINUTES OCTOBER 13, 1987

The San Juan County Cmnmission met in regular session October 13, 1987 at the hour of 10:00 A.M. at the San Juan County Courthouse, Monticello, Utah.

The following members were present: Commissioner Calvin Black

Commissioner Kenneth Bailey Commissioner Mark Maryboy

A motion to approve the minutes of October 13, 1987 as corrected was made by Commissioner Bailey and seconded by Commissioner Maryboy.

County Employees Salary Survey - The elected officials of the County appeared requesting salary increases for all county Courthouse clerical employees. Upon motion of Commissioner Bailey and seconded by Commissioner Maryboy the Commissioners went into Executive Session to discuss the matter. UNANIMOUS.

A motion to return to the regular session of the San Juan County Commission was made by Commissioner Maryboy and seconded by Commissioner Bailey. UNANIMOUS.

COMMISSIONER CALVIN BLACK'S REPORT

Government Surplus Equipment - Commissioner Black spent a day in Tooele, Utah at the Tooele Army Ordinance Depot where the government has some surplus equipment for sale. There were several items he felt the County would be interested in purchasing for the Road Department. Rick Baileyf Administrative Assistant, will contact Dave Johnson from the Depot and make an appointment to go select the items needed.

Cattle Guard - North of Blanding - David Perkins reported to Commissioner Black that the cattle guard on the road going to the reservoir north of Blanding is torn up and either needs to be fixed or removed. Also the weeds and brush along that road need to be mowed further back as it is obstructing the vision of drivers.

Fence Proposal - David Perkins, et. al. property - The fence proposal that was sent out indicating that the County would furnish the materials to construct a fence along the David Perkins, et. al. property was not acceptable. David Perkins indicated that he would be willing to buy the material and build the fence if the County would pay him $1.50 per foot. The Conmission agreed this would be an acceptable solution to the problem.

Hole-in-the-Rock Jeep Jamboree - Commissioner Black met with Dale Lemon and Frank Smith from California concerning the Jeep Jamboree they are sponsoring to the Hole-in-the-Rock area.

San Juan County Fact Sheet Report - Commissioner Black reported on different areas of interest indicated on the San Juan County Fact Sheet. There is a 3% increase on vehicle traffic on the Eastland Road and a 9% increase on the north/south Highway 191. The fourth quarter report showed retail sales dropped in the County as a whole 21.9%; Blanding dropped 14.7% and Monticello 33% with the rest of the County 18.8%. Tax rates in the County indicated that Blanding City was 1.6247 and Monticello .4726. Comnissioner Black felt there was a discrepancy in the tax rate figures between the two cities. Tourist room revenue was up 24.1% while gross taxable retail sales in the same period of time (April - June 1986-87) were down 24% which verifies a definite increase in tourism this year over past reports.

Congressional Oversite Hearing - The Subcommittee on general oversite investigations, The House Interior Committee, will be in Cortez next Monday. The purpose of the hearing is to assess the scope of the problem of the theft of Indian artifacts, to evaluate the efforts of federal agencies to stop the theft of Indian artifacts and to discuss possible legislative and administrative solutions to the problem. Commissioner Black has been asked to testify at these hearings.

COMMISSIONER KENNETH BAILEY'S REPORT

Sub-Division Problems in the County - Commissioner Bailey met with Greg Adams, County Building Inspector, concerning sub-division problems in the County. Commissioner Bailey gave Mr. Adams additional information on building permits, etc. to help clear up the problems.

TV site on Abajo Peak - Commissioner Bailey visited the TV site on Abajo Peak. The new building has been constructed of metal rather than concrete as Commissioner Bailey had an understanding. Also all the TV equipment was still in the old building which was supposed to be torn down. Commissioner Bailey will contact Bill Bayles to find out the status on the buildings and equipment.

Montezuma Creek Jail - Inquiries into the status of the preliminary estimate on the Montezuma Creek Police Station are needed so that the County can make application to the Community Impact Board for remodeling funds.

Cahone Mesa Road - The road on top of the Cahone Mesa is a paved road as is the one at the bottom; however, the steep dugway going to the top needs to be rebuilt. Robert Montoya has surveyed that area and Doug Pehrson, County Surveyor, will contact Mr. Montoya to get a right-of-way to begin that project.

Johnson Creek Road - The Johnson Creek Road project has been completed for this year.

Richard Perkins Crossing - The Road Department has plans to fix the crossing on the Richard Perkins road to alleviate the problems there.

Litter Problems on Highways - A letter dated October 6, 1987 was received from Dyke LeFevre, Utah Department of Transportation, regarding the litter problems along Highway 163. The State will be glad to work with the County and the Navajo Reservation to correct any problems that may arise.

COMMISSIONER MARK MARYBOY'S REPORT

Agenda for the Utah Council Delegates Meeting - The agenda for the Utah Council Delegates Meeting to be held October 21, 1987 at 1:00 p.m. was discussed, corrected and will be mailed to the individual delegates.

Federal/State Ihholding Land Exchange Petition - A petition from the Navajo Land Administration in support of the Federal/State Land Exchange along Lake Powell is being circulated within the Tribe. As soon as all the signatures are received the petition will be forwarded to the State Land Board.

Oljato Road - The proposal for funding of the Oljato Road will be submitted Thursday.

Aging Committee - Commissioner Maryboy and Rick Bailey, Administrative Assistant, will be meeting with the State Aging Director to get some funding for the Bluff Senior Citizens.

Bluff Citizens Concerns - A letter dated October 9, 1987 received from Kathy Carson expressed the need for road repairs on the road to the dump and weed control on the tennis court as well as a net for the court. Commissioner Bailey will pass on these requests to the Road Department and the Weed Control Board. Commissioner Maryboy will contact Eddie Allred, County Recreation Director, about the net for the tennis court.

RICHARD BAILEY, ADMINISTRATIVE ASSISTANT'S REPORT

Public Safety Building Payment - Commissioner Bailey made a motion to approve payment #4 of $216,731.00 to Valley Builder's for the Public Safety Building. Commissioner Maryboy seconded the motion. UNANIMOUS.

Utah Local Government Trust & Colonial Insurance - Representative are in the County this week to talk to the County employees on additional coverage offered on the Health Insurance Plans. Cortmissioner Maryboy made a motion to approve the signing of the needed form for the Medical Reimbursement Plan, Flexible Benefits Plan and Dependent Care Assistance Plan. Commissioner Bailey seconded the motion. UNANIMOUS. Dean Johnson from Utah Local Government Trust and Teresa Wallace from Colonial Insurance met with and explained the additional coverage to the Commissioners.

GAIL JOHNSON, COUNTY CLERK'S REPORT

Attorney Bills - County Clerk, Gail Johnson, met with the Commissioners concerning the need of monitoring the attorney bills for indigent defense as they are quite extreme.

Accounts Receivable System - The accounts receivable print-out for the end of September was presented to the Commissioners. All County Departments send their billings through the Clerk's office except the Sheriff's Department. Sheriff Claude Lacy talked to Mrs. Johnson and said he has not been able to keep track of his state and federal task force money. Conmissioner Black will talk to Sheriff Lacy about working through the accounts receivable system in the Clerk's office to keep track of these funds.

Circuit Court Contracts - There is a task force from the Clerk's Association working on the inequities of the Circuit Court Contracts throughout the State. The Commission will hold off signing the San Juan County Circuit Court Contract until Mrs. Johnson returns from the UAC meeting in St. George in November.

OTHER BUSINESS

Long Canyon Road - Max Dalton appeared before the Commission to tell them he would open the gate on his property at Long Canyon to deer hunters. He will attach a sign to the gate asking that it be kept closed.

Oljato Road - Joe Slade reported that the Oljato Road is in need of repair to the marina. The Conmissioners told him the Road Department is trying to keep the dirt road in as good a condition as possible but funding for paving the road may take years to obtain.

Sheriff's Department Employee - Monte Dalton - Sheriff Claude Lacy gave the Commission an evaluation report from the Sheriff's Department and one from the Officers Training Center and recommended Monte Dalton's promotion from jailer to Deputy Sheriff with a salary increase to Grade 8 Step 1. Commissioner Bailey made a motion to approve the recommendation. Commissioner Maryboy seconded the motion. UNANIMOUS.
