MINUTES OF TOE SAN JUAN COUNTY COMMISSION MEETING NOVEMBER 13, 1984
The San Juan County Commission met in regular session on Tuesday, November 13, 1984, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.
The following members were present: Commissioner Calvin Black, Chairman
Commissioner Kenneth R. Bailey Commissioner Robert Low
Minutes of the previous meeting were approved with the specified corrections on the motion of Commis-sioner Low. The motion was seconded by Commissioner Bailey and carried unanimously.
COMMISSIONER-ELECT JERRY HOLLIDAY MEETS
Commissioner-elect Jerry Holliday was also present for the Commission meeting. The Commission welcomed Commissioner-elect Holliday and reviewed some of the responsibilities of the Commission with him. The Commission authorized mileage and expenses for Commissioner-elect Holliday to attend the UAC Legislative Conference in Park City this week.
BEER LICENSE FEES DISCUSSED
Beer license fees from some of the Counties and Cities in the State were reviewed and compared with the fee charged in San Juan County. The present fee is as follows:

The Commission also discussed a request from Jerry Baum in Mexican Hat to lower the license fee. The reasons for the fee increase effective in April 1983, was concern over alcohol related law enforce-ment costs. Also pointed out was the fact that the fees had not been changed sin 1936. Commissioner Bailey stated that the fees were used to limit the number of beer outlets instead of doing so arbitrarily and he feels that it has accomplished this. Commissioner Low stated that he feels that the cost of the license fees are to high according to the State average. Commissioner Black also reported that at the present time we are continuing more illegal alcohol into the State and County. Commissioner Low made a motion to reduce the fees to the following rates:

in favor: Commissioner Black
Commissioner Low against: Commissioner Bailey The motion carried.
HUMAM SERVICES BOARD APPOINTMENTS APPROVED
Al Haskins met with the Commission to make the following recommendation for re-appointments to the Human Services Board.
Carl Osborne
Walter Atene
Evangelina Tanner
Marsha Keele
Mary Jane Cantse
Commissioner Bailey made a motion to approve Mr. Haskins recommendations for re-appointment. The motion was seconded by Commissioner Low and carried unanimosly. The re-appointments are for a two-year term effective July 1, 1984, and will expire on July l, 1986.
RECOMMENDATION FOR STATE DIVISION OF AGING AMD ADULT SERVICES BOARD
Al Haskins recommend nominating Fern Richey to the State Division of Aging and Adult Services Board. Commissioner Bailey made a motion to support this nomination. The motion was seconded by Commissioner Low and carried unanimously.
FIELD CAMPS FOR COLLEGE STUDENTS DISCUSSED
George Lindenberg met with the Commission to request their support for his project of establishing a field camp for colleage students in the LaSal area. The Commission request Mr. Lindberg present additional information in writing.
JOINT HIGHWAY COMMITTEE MEETING ATTENDED
Commissioner Bailey reported that he attended the Joint Highway Committee Meeting in Delta last week. Commissioner Bailey reported that he seconded a motion to leave the formula for the division of $31 million in B & C road funds the same. The motion did carry but not unanimously.
Commissioner Bailey further reported that the following funds will be received in 1985:
San Juan County $1,370,720 B road funds
Blanding 42,341 C road funds
Monticello 24,891 C road funds
COUNTY ROADS DISCUSSED
Commissioner Bailey reported that the possibility of a bridge across Oljato Wash is being considered as part of a flood analysis.
GENERAL ELECTION RETURNS CANVASSED
Gail D. Johnson met with the Commission to canvas the general election returns. The final results are on the following pages:

Commissioner Low reported that he met with Lou Ventru and Jeff Williams from the D.O.E. to tour the Gibson Dome site last week. Mr. Williams indicated that San Juan County is intitled to receive a grant from the DOE and to use some of the State funds received from the DOE. MONTICELLO SWIMMING POOL DISCUSSED |

Commissioner Bailey reported that he met with Sue Halliday, Heidi Redd and Doug Whipple to discuss the needed improvements at the Monticello Swimming Pool. A.O.G. BOARD MEETING IN PRICE ATTENDED |

Commissioner Black reported that he attended the local A.O.G. Board meeting yesterday in Price. Among the topics discussed was possibly extending Interstate 163 to Kanab, State PILT and integral vista. SANM KLEMM MEETS |

Sam Klemm, Staff Assistant to Senator Garn and Congressman Nielson, met with the Commission to report he is being transferred to Provo. Mr. Klemm introduced Sue Cook who will be replacing him in this area. PUBLIC HEARING RE: BLUFF SPECIAL SERVICE DISTRICT |

A public hearing was held at 2:00 p.m. to discuss the establishment of a special service district in Bluff for the sewer and water system. The following representatives from Bluff were present. Mr. & Mrs. Jeffery Anderson Gene Foushee Mr. Foushee reported that he is opposed to the establishment of a special service district because he feels the expense will override the benefits. Mr. & Mrs. Anderson stated that they feel the establishment of a district will upgrade Bluff. The Commission proposed that they consider re-incorporating Bluff as a city which would give them the benefit of state and other revenue. The petition was withdrawn until December 5th at which time a public meeting to discuss these proposals will be held in Bluff at the Community Center at 7:00 p.m. COMMUNICATIONS ENGINEER MEETS |

Milt Rose, Communications Engineer, met with the Commission to discuss the television translator in Bluff. The lease with the B.L.M. for the translator site is due for renewal. Mr. Rose will meet with the BLM to determine whether the lease should be renewed. Mr. Rose requested clarification regarding billing individual departments for time, service and supplies required for that department. The Commission stated that each department should be billed for any expense incurred in relationship to necessary reparis and supplies. BILLS APPROVED FOR PAYMENT |
