MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD NOVEMBER 13, 1979.

PRESENT: CHAIRMAN E. S. BOYLE, COMMISSIONER BILL DUNOW. COMMISSIONER BLACK BEING EXCUSED AS HE IS OUT OF TOWN ON BUSINESS. ALSO PRESENT, AL HASKINS AND DEPUTY CLERK, PEGGY JORGENSEN.

Minutes of the previous weeks meeting were read and approved, this being done on a motion made by Commissioner Dunow and seconded by Commissioner Boyle who relinquished the chair, the motion carried.

MONTEZUMA CREEK SWIMMING POOL:

Commissioner Boyle brought to the attention of the Commission the need for a Butane Tank to be installed for the Montezuma Creek Swimming pool. Lynn will check prices for possible purchasing of a tank by the County. The Commission authorized Lynn to purchase either a new or used tank if he can find one at a reasonable price. The Commissioners also stated that they will bid for Butane service on a three year basis starting this year.

AL HASKINS:

Al Haskins presented to the Commission contracts for the Aging program. This is an extention of the conteact signed earlier in the year and does not include the nutrition funds. Commissioner Dunow made the motion that the Commission accept this contract and that the Chairman sign it into effect. Commissioner Boyle relinquished the chair to second and carry the motion and sign the new contract into effect.

Al discussed with the Commission the cover needed for the Montezuma Creek Pool. He will speak with S. E. Boberg on this matter. Mr. Haskins made a telephone call to Mr. Boberg, and Mr. Boberg will obtain other bids for the cover of the pool.

AIRPORT PROBLEMS:

Commissioner Boyle reported that the airport is having drainfield problems. The Commissioners will check on this and a possible solution to the problem when they inspect the new airport hangers today.

PLANNING COMMISSION REPRESENTATIVE:

Elwood Lovell met with the Commission to discuss with them the annexation of the County buildings and fairgrounds. The Commission will get with the School District and write a letter to the City Planning Commission regarding their decision on the annexation of the afore mentioned land and also certain islands of property that are in the City but not yet annexed.

SOUTH THIRD RECREATION:

Notah Tahe met with the Commissioners to discuss with them the amount remaining in the South Third Recreation Budget and the tentative plans that have been made for use of the money. He explained to the Commission the programs and possible amounts that would be necessary for their execution. The Commission discussed with Mr. Tahe the possibility of using some of the money for the hard-walling of the Bluff Community Center so that it could be made useable for basketball games in the Southern part of the County. This will be looked into by Mr. Haskins, Mr. Tahe, and Mr. Bruce Shumway of Social Services.

ANACONDA COPPER CORPORATION CORRESPONDANCE:

The Commission received a letter from Anaconda Copper Corporation informing the Commission of

seismic work that will be being carried on near the road that leads to the Yellow Circle mine group.

Anaconda will reclaim any damage done to the surface if there should be any. The Commission had

no objections to this work being done as long as the road surface is not damaged.

HOSPITAL FACILITY IN BLANDING PROPOSAL:

Commissioner Boyle presented to the Commission a rough drawing of the Hospital Facility that has been proposed for Blanding. The drawing was prepared by Jon Taft, of the Architect Firm of Edwards, Daniels

and Associates of Salt Lake City. The Commission discussed the drawings and the amounts that are

proposed for the completion of this project. No decisions on this were made.

BILL PAID UNDER PROTEST:

Commissioner Boyle reported that the Clerk-Auditor/paid the bill submitted by the Monticello Country Club for a dinner held by the Travel Council to introduce the new Director, Ms. Vivian Sande to

the officers of the Travel Councils of Grand and San Juan Counties and the State Travel Council

under-protest.

EXTENTION SERVICE:

Helen Neal of the Extention Service met with the Commission to request that her budget for travel for the up-comming year be increased in the amount of $400.00 to cover the increase in traveling that she

is having to do as the County developes. The Commission stated that this would be satisfactory.

COMMISSIONER DUNOW REPORTS:

Commissioner Dunow reported that he had gone to Spanish Valley, the M-4 Ranch to check on a report

that a pipe has been laid across the road there. He also stated that he visited the La Sal Subdivision

to check on the road that has been recently built there.

Commissioner Dunow also reported that the crusher will be moved back to Red Mesa this week.

COMMISSIONER BOYLE REPORTS:

Commissioner Boyle reported that he had attenteded a Canyonlands Region budget presentation, and that Grand County had voted to/increase their transient room tax to 3%9 and that they had proposed that a tax of the same amount be put on tour operators in the area. The Commission dissussed the possibil-ity of the motel owners in the County increasing the transient room tax to 3% and the County subsidising

the budget for the Travel Council.

BLANDING AIRPORT:

Commissioner Dunow made the motion that the Commission approve the billing of the City of Blanding this being the amount that the County subsidises Blanding City to operate the airport there. Commissioned

Boyle relinquished the Chair to second and carry the motion.

EMPIRE ELECTRIC AGREEMENT:

The Commission received a letter from Empire Electric Co. of Cortez, Colorado regarding the install-ation of electricity to the hangers at the Monticello Airport. Commissioner Dunow made the motion that the Chairman sign the electric hook-up agreement between the County and Empire Electric, Commissioned Boyle relinquished the Chair to second and carry the motion, he then signed the agreement.

STATE OFFICE BUILDING:

Marion Hazleton of Public Health and Bruce Shumway of Social Services met with the Commission to dis- cuss the possibility of Public Health renting space in the new building that will house Social Services

offices. After discussing the cost differential and space available and needed Commissioner Dunow

made the motion that the Public Health office personnel in Blanding stay where they are at present. Commissioner Boyle relinquished the Chair to second and carry the motion.( The rent at the State Building

is $230.00 higher than the building they are already in.)

MEMO OUT TO OFFICES:

Commissioner Boyle instructed the Secretary to type up and distribute memos to all offices that make

up budget sheets in the County informing them that the budget sheets will have to be to the Clerk's

office Monday so that the Commissioners can study them during their meeting.
