Minutes of the Board of County Commissioners Meeting held August 13, 1979.
Present: Commission Chairman E. S. Boyle, Commissioners Bill Dunow and Calvin Black. Also present Al Haskins, and Peggy Jorgensen Deputy Clerk.
Minutes of the previous weeks meeting were read and approved with the stipulated corrections,
this being done on a motion made by Commissioner Black and seconded by Commissioner Dunow to carry
the motion.
BOB TURRI- BLM
Bob Turri of the BLM met with the Commissioners to announce that the maps showing the new Wilderness boundaries would come out today, but that there was not a great deal of change on the maps from what he and Ed Scherick had already reported. Most of the changes were boundary changes. He presented to them a summary of public comment from the State of Utah by districts. He stated that in order to change the Wilderness boundaries even more in the second stage of the designation there would have to be more help and comments from interested parties.
He also discussed with the Commission the problem Plateau Mining is having in the Mike's Canyon area in gaining access throught the wash at the base of the Canyon. Commissioner Black stated that he would get more information on this.
He also discussed with the Commission Arch Canyon, and off road vehical use in that area. He is going to set an appointment with them to go out and see the road and the alledged problems there.
COMMISSIONER DUNOW REPORTS
Commissioner Bill DUnow reported that he had attended a Weed Board Meeting the 9th, wherein two farmers who were neighbors were complaining about noxious weeds in the others fields. He stated that weed control for one of the farmers has already began, and that the other will start soon with his weed control.
He also discussed with the Commissioners the two insufficient-fund checks the County had received from the County Sale and conferred with the County Attorney on the action to take in this matter.
He and Commissioner Boyle went downstairs to inspect the room in the Recorder's office where the old Zerox Machine is. They want to use the present Zerox room for the Driver's License examiner. Everett Johnson met with the Commission and requested that the old machine be given to the City of Monticello that they can use it for their young peoples traing program. The Commission gave the machine to the City of Monticello .
Mr. Johnson also stated that the fence that was damaged during the Demolition Derby would be fixed as soon as possible.
COMMISSIONER BOYLE REPORTS
Commissioner Boyle reported on a recent SEU-AOG announcement that Farmers Home Administration is going to have $60 Million dollars made available for developement to Energy impacted areas.
COMMISSIONER BLACK REPORTS
Commissioner Black reported that he had met with the Revenue and Taxation sub-Commitee and had recommended to the Full Committee and the Governor their proposal on the Uniform School Fund Position, that any increase in non renewable resources be put into a fund

for this purpose. He also reported that he would be attending a meeting Wednesday with the Legislative Committee on the possibility of putting a severence tax on non-metaliferous materials and increasing the tax on oil, gas and metaliferous materials. He also stated that he would be attending a meeting in Price Friday, wherein both political parties will present resolutions regarding public lands, and transferring lands that are private to the State.
He reported that he had spoken with Rosalie Goldman on her property in Bluff, and that he felt that the letter that County Attorney Bruce Halliday had written to Ms. Goldman on this matter had adequately answered her concerns.
Commissioner Black will attend a Wilderness Committee meeting on the Glen Canyon Recreation Area Management Proposal. The Committee will recommend to the Governor that he take a position of pointing out to the Federal Government that the initial planning for the Recreational area was to be a joint County-State-Federal operation. The Committee will state its position on NO WILDERNESS and ask the Congressional Deligation to support the NO WILDERNESS cause. Commissioner Black and the other members of the Commission will write a letter on this.
Commissioner Black also requested that Doug Pehrson check out the Richard Perkins road and
see if it is up to County Standards for maintenance. He stated that he felt that the County
needs to have written standards available before individuals start building roads so that they are indeed built up to standards.
MRS. BECKY DUNOW
Becky Dunow met with the Commission to ask questions on the road east (She will have to see the State engineer at the State Office.) Mrs. Dunow sat in on the remainder of the meeting covering it for the Deseret News.
COUNTY ATTORNEY
County Attorney Bruce Halliday met with the Commission and discussed with them a billing presented to them by Eric Swenson on an Indigent Case before he entered into his agree-ment with the County. Mr. Halliday stated that he was approving the amount for the job accomplished. He also discussed with them the billing the County had received from Harry Snow for the defense of Mr. Hayes.
AIRPORT HANGERS
Mr. Reeder discussed with the Commission the airport hangers being built. He will also check with the County Attorney on the possibility of leasing land from the County to build and lease a private hanger at the airport. The Commission stated that they would have to lease the land at a competative business rate.
MILL LEVY
County Clerk - Auditor Clytie Barber, Deputy Auditor Bill Francom, Marian Bayles, Treasurer and Bob Fellmeth met with the Commission to discuss the setting of the mill levy. As not all levy work sheets have returned to Mrs. Barber, they will defer setting the levy at this time.
AL HASKINS
Al reported to the Commission on the hearing he had attended at Aneth Tuesday on the Area Agency for Aging. He stated that he made perfectly clear to those attending that the County's
Area Agency would not supply services on the Reservation for the Aging, after the Navajo Agency goes into effect.
MRS. PEARL WHITTAKER
Pearl Whittaker met with the Commission to get their approval for the l/8th page ad that is ran in the newspapers and distributed at the State Fair. She will check on some of the wording in the ad to see if it is accurate and will submit it for the County's representation.
BRUCE SHUMWAY
Bruce Shumway met with the Commissioners to discuss with them a meeting he had attended with the Bluff Group, Wednesday. He stated that the names of Jean Treece, Ray Johnson (school) Dorothy Nielson (senior citizens) Roy Bill Maryboy (Navajo' s) & Alvin Ranier had been submitted to serve on the advisory council for the Bluff Building.
He also discussed with the Commission the Senior Citizens Program. He reported that recreation was a big part of what the Senior citizens desired, and he would check with the Senior Citizens Council on this.
