MINUTES OF THE SAN JUAN COUNTY COMMISSIONERS MEETING HELD

OCTOBER 12, 1982

The Board of County Commissioners met in regular session on Tuesday, the 12th day of October at the hour of 10:00 a.m. in the Courthouse at Monticello, Utah.

On roll call, the following members were present: Commissioner Kenneth R. Bailey, acting Chairman

Commissioner Robert Low. Commissioner Calvin Black was excused to attend meetings at Halls Crossing and Bull Frog.

Minutes of the previous week were read and approved upon the motion of Commissioner Low and the second of Commissioner Bailey and it carried unanimously.

NORTHWEST PIPELINE;

Mr. Harry Freemen, a representative of Northwest Pipeline, reported to the Commission that his company is proposing to build another pipeline parallel to their existing pipeline through the county. In order to do this, they will have to cross county roads at five different locations. The Commission referred Mr. Freeman to the Road Department where he would be able to obtain the necessary encroachment permits for crossing county roads, and he could receive instruction as to the condition the roads would have to be restored to.

GENERAL ELECTION SAMPLE BALLOT APPROVED FOR PRINTING;

County Clerk, Clytie Barber, presented the sample ballot for the November General Election. She reported that the ballot will be printed today, if everything is in order. The Commission carefully reviewed the sample ballot and after determining that no corrections were necessary, the ballot was approved for printing.

WEED CONTROL PROGRAM DISCUSSED:

County Agent, Bob Thompson, and Mr. Jim Heaton presented a break-down of the total participation in the Weed Control Program through September 30th. This years program will end October 31st, at which time the Weed Board will report on the percent of county participation in the reimbursement program. It was felt that the reimbursement program encourages smaller users to buy herbicides. The Commission specified that when preparing the 1982 budgets, the Weed Control and Rodent Control budgets should be prepared and submitted as seperate budgets.

Mr. Thompson also presented a copy to each commissioner of the Memorandum of Understanding between San Juan County and Utah State University. The Commission reviewed the responsibilities of the County under the agreement.

WATER CONSERVANCY REPORT:

Mr. Mike Young reported to the Commission that the San Juan Water Conservancy Board is working on Proposition #6 on the November Ballot concerning the use of allocated funds to pay for the previously approved "Recapture," and "Monticello Development Projects." Mr. Young also reported that the funding for the "Monticello Development Project" came through on October 8, 1982.

LAW ENFORCEMENT MEETING;

Commissioner Low reported that he was able to meet with the County Sheriff, and the mayors and police Chiefs of Blanding and Monticello on October 7th. At the meeting they discussed writing a working agreement between the departments, but it was decided that nothing could be committed to paper at this time,as there is a great need for flexibility.

BLM MEETING REPORT:

Commissioner Low reported on his attendance at the recent monthly BLM meeting in Monticello.

The BLM office discussed the possibility of its representatives designing the recreational facilities

for the "Recapture Project." Commissioner Low reported that it appears there will be strong

restrictions concerning waste disposal for buildings in the area of the eventual lake shore line.

The BLM office reported they have received 56 applications for drilling in the county since the beginning of the year. Eleven of the applications were received during the month of September, indicating an increase in drilling activity.

CLOYD JOHNSON'S ROAD DISCUSSED:

Commissioner Low reported to Commissioner Bailey that Cloyd Johnson has heard that the county may be planning to improve a road which goes through his property just south of George Endters property, but Mr. Johnson prefers that the road through his property not be disturbed.

FIRE WARDEN REPORT - MEXICAN HAT FIRE STATION;

Fire Warden, John Baker, reported that Donna Valle has been appointed Fire Marshal for the Mexican Hat volunteer fire department. Mr. Baker hopes to be able to transfer all the equipment which be-longs to the Mexican Hat fire station to the station by October 14th. Commissioner Bailey reported that, the balance of the asphalt and a compactor will be sent to the Mexican Hat fire station today. Mr. Baker reported that the volunteers have completed the framing on the inside of the station and the plywood to finish the walls will be brought on October 14th.

BUILDING PERMIT SIGNED:

A building permit was approved for Phil B. Acton for a laundry mat in Montezuma Creek, Utah. The

permit was signed by Commissioner Bailey.

AIRPORT HANGAR LEASE SIGNED;

An annual airport hangar lease was approved for John Dufur for Blanding Hangar #11. The lease was

signed by Acting Chairman, Ken Bailey.

BLUFF BICENTENNIAL PROPERTY RELEASED BACK TO BLM:

The Commission did not receive any response from the community of Bluff concerning the relinquishment of application back to the BLM for 80 acres near Bluff. Commissioner Low moved to relinquish the application for a Recreation and Public Purposes Grant for said 80 acres near Bluff, back to the BLM, as the community of Bluff has not been able to locate an access route to the property. The motion was seconded by Commissioner Bailey and it carried unanimously. The relinquishment of application was then signed by Acting Chairman, Ken Bailey.

BLUFF-MONTEZUMA CREEK ROAD PROJECT BID REPORT:

Commissioner Bailey reported that there are 27 prospective bidders for the Bluff-Montezuma Creek Road project and a large percentage of the bidders are from out of state. Commissioner Bailey also reported that, as an added precaution, the addendum to the project is being sent to all bidders by registered mail.

SCHOOL BUS ROUTES ON RESERVATION DISCUSSED;

Commissioner Bailey reported that a citizens group would like to make some changes in the school bus routes on the Reservation^ and Commissioner Bailey and Road Superintendent, Bernal Bradford will be meeting with them and the School Board to finalize and prepare maps of the official school bus routes

BOOKMOBILE LIBRARY CIRCULATION REPORT AND BUDGET REQUEST:

Utah State Library Division Director. Paul Butters, presented the Bookmobile circulation report for

1981. A total of 42,839 books were loaned in the county by the Bookmobile Library in 1981.

Mr. Butters then presented the following letter of intent from the State Library Division:

The intent of this letter is for the Utah State Library Division and San Juan County Commission to continue for the calendar year 1983 the contract for Bookmobile library service presently in effect. The amount agreed upon, based on the bookmobile formula established after receiving the appropriation from the legislature, is $23,154.00, and is to be paid to the Utah State Library Division.

Commissioner Low moved to approve the letter of intent to continue the contract, for the Bookmobile library for FY 1983 at $23,154.00. The motion was seconded by Commissioner Bailey and it carried unanimously. The letter was then signed by Acting Chairman. Ken Bailey.

CORRESPONDENCE;

A letter was received from Mr. Lee Dillon, of the Mexican Hat ambulance service, certifying that Mr. T.J. Knight has returned all the equipment listed for the Mexican Hat ambulance, except the 2-way radio which the County Health Services removed from the ambulance at the beginning of the summer.

A copy of the "Utah Surface Gamma-Ray Scanner Survey," conducted by Bendix Field Engineering Corpora-tion was received by the Commission. A total of 59 locations in and around the city of Monticello were cited in the report. The Commission reviewed the report, but no conculsions could be drawn from the report at this time.
