SAN JUAN COUNTY COMMISSION MEETING MINUTES NOVEMBER 12, 1985

The San Juan County Commission met in regular session on November 12, 1985 at the hour of 10 a.m. at the San Juan County Courthouse, Monticello, Utah.

The following members were present: Commissioner Calvin Black, Chairman

Commissioner Kenneth Bailey

Commissioner Jerry Holliday

Minutes of the November 4, 1985 meeting were approved on the motion of Conmissioner Holliday. The motion was seconded by Commissioner Bailey. UNANIMOUS

BELINDA NIELSON SAN JUAN HOSPITAL

Belinda Nielson, San Juan Hospital employee, met with the Commissioners about her working days at the hospital which have been cut from ten days to five. Mrs. Nielson said that she brought this up with her supervisor and Rayburn Jack, San Juan Health Care and they tell her they are cutting back but, Mrs. Niel-son says no one else is getting their hours cut. Mrs. Nielson had applied for part time unemployment in order to make ends meet. Commissioner Bailey said that this would be brought up at the next Health Care Board Meeting.

PROFESSIONAL GUIDANCE SYSTEMS

Merrill B. Hansenf Professional Guidance Systems met with the Commissioners about insurance. Mr. Hansen requested the county approve his insurance program and recommend it to the county employees. The Commiss-ion explained to Mr. Hansen that the Commissioners does not endorse insurance salesman or their programs.

COPY MACHINE

Mary Lou Mosher, Recorder, met with the Commisioners concerning repairs of the IBM copy machine, in which the last major one was caused by a clip that was found inside. Mrs. Mosher said that this was done by an employee and the warranty with IBM will not cover this repair, costing the county $600.00. Commissioner Bailey suggested that a padlock be put on the door of the copy machine to prevent anyone getting inside the machine but the Recorder's Office, and to have the Sheriff's Office and anyone else after five p.m. and on week ends use the little copy machine in the Recorder's Office after hours. Commissioner Bailey will look into putting a padlock on the copy machine.

EXTENSION OEFICE

Rick Bailey, Administrative Assistant, reported that there have been several local people apply for the job of Extension Agent. Mr. Bailey was told from the University to go ahead and submit the applications even though none had a Masters Degree. The Commissioners feel that a B.A. degree should be accepted in San Juan County as it is in other areas. Rick will meet with Mr. Ralph Horne this week and this will be discussed with him.

BLUE CROSS BLUE SHIELD

Rick Bailey, Administrative Assistant, said that Al Price, Blue Cross-Blue Shield representative will be in Monticello to go over the problems that some of the county employees are having with the insurance.

MEDICAL FACILITIES PROPOSALS

Rick Bailey, Administrative Assistant, reported that as far as he could tell there were six to seven companies interested in making proposals on San Juan County's medical facilities.

FEDERAL AVIATION ADMINISTRATION

Commissioner Black received a letter from Wayne W. Flaherty, Planning Officer, stating that he met with the consulting team for the Hall's Crossing Airport Site Selection and Master Plan and that a fourth site which lies inside the designated search area and slightly south of the existing entrance road is to be investigated. Mr. Creamer of Creamer-Noble, contractor wants more money and the FAA funding for this study is limited to 90.94% of the $40,000 or $36,375 and there is no provision in FAA's program to increase the federal share. Commissioner Black said he was not aware of the fourth site and feels there is no need for this. Rick Bailey will contact Buzz Hunt on the fact of these limitations.

SAN JOAN HOSPITAL

Concerned employees from San Juan Hospital met with the Commissioners requesting that a public hearing be held before any furthur action is taken to sell the county health care facilities. They feel that the citizens of San Juan County have the right to be made aware of the problems that could arise: one, being the health care; two, the rates; three, employees; and also to discuss the alternatives. They want a date from the Commissioners when this public hearing can be held. Commissioner Black said that the Commission has not made a decision to sell the facilties and are looking at all alternatives to be able to continue the health care services in San Juan County. The Commissioners are accepting proposals from all interested companies and they will carefully review all of these prior to any decision. Commissioner Black assured the hospital employees that there will be a public meeting to address all issues before any decision is made. Commissioner Bailey said the Commission had been approached from an interested company about purchasing the Nursing Home, and the Commissioners are definetly interested because of the huge deficits accumulating in Health Care Services. The Commissioners and the Health Care Board both felt that it would not be fair unless they accepted as many proposals as possible. Commissioner Bailey said that Ted Stagg, CPA developer, will be working for the county to analyze the proposals and get them in a form so the Commissioners can better evaluate them. It was pointed out from the hospital staff that it would not be fair if a company who was chosen that didn't have any benefits and made cuts. Commissioner Bailey said that the Commission is aware of this and the first priorty is health care; but due to the county valuta-tions declining, the hospital could be relegated to a first aid station because of the competition of bigger facilities. Commissioner Black commented that many small county hospitals are closing and many more will, so selling to a company may be the answer the to keeping the facilites open. Other counties have sold their facilities during recent years, mostly with very satisfactory results.

SOUTH CREEK ROAD

Commissioner Bailey reported that the trucks traveling down the south creek road are appartently overloaded and could damage the road. Commissioner Bailey said that this road will be posted.

MONTEZUMA CREEK BRIDGE INSPECTION

Commissioner Bailey said that the State Inspection on the Montezuma Creek Bridge was completed and they were very pleased with it.

Commissioner Bailey said that a shell pit was found on Alkali and the BLM is issuing a permit to the

county for it and will allow the county to keep the rock pit.

J.W. CROWLEY COUNTY ROAD

Commissioner Bailey reported that the county road out by J.W. Crowley is more complicated than was thought and needs to be taken care of. Commissioner Bailey explained that Mr. Crowley and several other people at East land use this road to transport their tractors and heavy equipment to their farms, leaving the Eastland road open for public access. The Commission agreed the county should realign this public access road as has been done in other parts of the county.

LLOYD'S LAKE GRAVEL ROAD - CATTLE GUARD

Commissioner Bailey said that a cattle guard is needed on the South Creek road going to Lloyd's Lake. Rea-lignment of the road at the cattle quard would be desirable.

AIRPORTS - AIRPORT

John Fellmeth, deputy auditor, was asked by the Commissioners to make an audit on the Monticello and Blanding Airports, operating agreements to bring them up to date.

RECREATION DIRECTOR OFFICE BUILDING

Commissioner Holliday attended the Recreation Meeting last week and said that the city of Monticello will pay for all utilites for the San Juan Recreation Director Office building, the county will pay for the telephone. Also discussed was the policy of the county furnishing a building, utilities, etc. for a private business without compensation. Commissioner Holliday will look into this.

NAVAJO TRIBAL ROAD COMMITTEE

Commissioner Black said that Robert Billie Whitehorse, chairman of the Navajo Tribal Roads Committee, was to have made a statement that if the county would request assistance from the BIA or Tribe on improving and upgrading the road from Oljato to Piute Farms that sane funds could be secured. Commissioner Bailey contact Mr. Whitehorse and write a letter concerning this. FREIGHT SERVICE

Commissioner Black reported that several freight services in the state who are delivering in the county are charging large amounts for freight service south of Blanding which to the companies is considered off route. Rick Bailey,Administrative Assistant will write a letter on behalf of the Commissioners to the public service commission protesting this kind of charge and request that a public hearing be held in Blanding.
