Minutes of the Board of County Commission meeting held June 11, 1979. Present: Chairman E. S. Boyle, Commissioners Bill Dunow and Calvin Black. Time: 10:00 A.M.
Minutes of the previous weeks meeting were read and approved this being done upon a motion made by Commissioner Dunow and seconded by Commissioner Black, to carry the motion.
ROAD DUST
Dean Crossland of Homestake mining met with the Commission to discuss with them the dust that is being stirred on a road near the Homestake mine. He requested that the Commission write a letter to the Clean Air and Water Standards Board to confirm that the County owns the road in question. The Commission will act on that as soon as possible.
BLUFF TO MONTEZUMA CREEK ROAD
The Commission received a call from Rodney Preator concerning a Plan-in-Hand meeting to
discuss the Bluff to Montezuma Creek road. This meeting will be held June 20 at the County
Road engineers office at the Blanding road shed. Any interested citizens are welcome to attend this plan-in-hand meeting.
LASAL FIRE CHIEF
Ernie Lisonbee, the LaSal Fire Chief met with the Commission to discuss with them the possibility of the people in LaSal getting a building or building one to house their fire truck. He reported to the Commission that individuals in LaSal are going to undertake a training program for their department.
PROPERTY IN BLUFF
Mrs. Rosalee Goldman met with the Commission to discuss with them a question she had on a piece of property she had purchased in Bluff.

AL HASKINS:
Al Raskins reported to the Commission that he had overspent the budget for the Low in-come housing, but that he expected to receive monies soon to balance the amounts.
He also reported that he would be leaving for Richfield today for a meeting on area planning. He stated that someone would have to be designated as area director as Mrs. Keele had resigned. The San Juan County Area Agency would also need to designate a person to serve on the State Aging advisory Council.
APPOINTMENT REPORT REQUESTED
Ray Johnson of the FBI met with the Commission and requested of them a listing of minority appointments made by the County to Boards and advisory councils. These include unpaid positions with no compensation for time, with travel expenses re-imbursed by the County. The Commission told Mr. Johnson that many Navajo's are appointed to serve on various boards, but that they do not participate and will not attend the meetings for any legnth of time.
NEW EMPLOYEES
John Richardson has been hired as a laborer for the weed control program and Linda McCauley has been hired as a truck driver for the week control program. These names were approved by the Commission, at wage rates of $3.58 for Richardson and $4.07 per hour for McCauley.
HOSPITAL ADDITION
Arlow Freestone met with the Commission to present to them contracts for the plumbing and heating for the new hospital addition. The contract for this has been given to Canyonlands Plumbing and Heating for a bid of $68,400.00. Commissioner Black made the motion to approve the contract and authorize the Chairman to sign it, this was seconded by Commissioner Dunow to carry the motion.
COMMISSIONER DUNOW REPORTS;
Commissioner Dunow reported that Empire Electric mines at LaSal want to improve some of the roads to mines in the area. They are willing to do the work and haul the gravel if the county will supply it. These are public roads, so the Commission approved this.
He also reported on the three days of meetings in St. George. COMMISSIONER BLACK REPORTS:
Commissioner Black called Phil Ashbaker of the Utah Department of Transportation, Division of Aeronautics, who will get in touch with Craig Sparks and clear up a misunderstanding of funding.
The public meeting for Wilderness Designation was discussed.
Commissioner Black stated that the applications for the Southern Planner of the AOG will be studied and decided upon June 21st in Moab.
The regularly schedulaed meeting of June 14th of the AOG has been deferred to the 22nd of June at 10:30 A.M. in the Courtroom of the San Juan County Courthouse.
COMMISSIONER BOYLE REPORTS;
Commissioner Eddie Boyle reported that he will be going to Salt Lake City Thursday the 14th to meet with the Attorney General and the State Auditor on the surplus in the funds in the Health Department budget.
EMERGENCY ENERGY ASSISTANCE PROGRAM
The following payments for the Emergency Energy Assistance Program were approved by the Commission:
Julia Warren, Slim Benally, Mary B.B. BlueEyes, Martha Nez, Charlie Boy, Bessie B. Begay, Anna Katy, Susie Maryboy, Katy's Mother, Billy Abe, Mae Smith, Bessie Holiday, June Black-horse, Sam and Lucy Shorty, Marie Joe and Joe Ham.
BRUCE SHUMWAY
Bruce Shumway met with the Commission to discuss with them a Mental Health Center Contract in the amount of $9,030.00 which will be funded by Title 20. The Commission approved this and the Chairman signed the contract.
They also discussed the progress of the Bluff Multi-purpose building. BRUCE HALLIDAY
San Juan County Attorney Bruce Halliday met with the Commission and discussed with them the retaining of outside counsel, which the Commission will defer from for the time being. He will also write a letter to Rosalee Goldman regarding a piece of property in Bluff.
GENE FOUSHEE
Gene Foushee met with the Commission to discuss with them the Bluff airport right of way and the Plan in hand meeting that will be held in the Road Department in Blanding at the road shed on the 20th of June.

PUBLIC MEETING
The Public meeting opened at 2 P.M. with a motion made by Commissioner Black to open the
Revenue Sharing and In Lieu Tax Money budget which will include the money that the County
will get between now and the end of the year for the Hospital addition and the Airport hangers. These amounts are:
$68,400.for the plumbing etc. of the addition for the Hospital.
$246,000.for the Hospital addition itself.
$246,049.for the Hangers at the Monticello and Blanding airports.
This motion was seconded by Commissioner Dunow to make a unanimous decision for the Commission.
