Minutes of the Board of County Commissioners held February 11, 1980.
Present: Commission Chairman E. S. Boyle, Commissioners Calvin Black and Bill Dunow. Also present Al Haskins and Deputy Clerk Peggy Jorgensen.
Time: 10:00 A.M.
Minutes of the previous weeks meeting were read and approved, this being done on a motion made by Commissioner Dunow and seconded by Commissioner Black for a unanimous decision of the Commission.
ROAD DISCUSSION, MELVIN LAWS:
Melvin Laws met with the Commissioners to inquire of them the possibility of a road being built out to his home which would serve several families. Commissioner Dunow stated that he would look into the problem with Mr. Laws.
MRS. RUBY BRONSON AND MRS. LEONA BAILEY RE: TRIP TO ANAHIEM CALIF.:
Mrs. Ruby Bronson and Mrs. Leona Bailey met with the Commission to requst the use of a Mini-Bus from the County for use on a trip to Anahiem, California for a Western Gerontological Society meeting. The Commission stated that they could see no problem as long as the participants paid all of the expenses and furnished qualified, licensed bus drivers for the trip. This is contingent upon being consistant with the Aging Program by-laws. The Commissioners checked with Bruce Shumway later in the day and he felt that there would be no problem if the participants adhered to the agreement with the County.
DEANA SCORUP RE: CRISIS INTERVENTION:
Deana Scorup met with the Commission and presented names for approval for Crisis Intervention aid. HARDY REDD RE: LEGISLATIVE ACTIONS:
Hardy Redd met with the Commission to discuss with them the happenings in the Legislature this year. The Commission expressed its appreciation to Hardy for the job that he did in representing his district. Mr. Redd also asked of the Commission any special items that he may be able to help them with in the future.
JOHN BAKER RE: RURAL COMMUNITY FIRE PROTECTION:
John Baker met with the Commission to discuss with them the Rural Community Fire Protection Program which involves communities of 10,000 population or less for 50/50 matching funds. He presented the amounts that he had received to the Commission. Mr. Baker also reported on the discussion he had had with Mr. Nielson, Blanding City Manager regarding Fire fighting problems and needs. He further discussed with the Commission the LaSal Fire Department situation, receiving the Commissions' full support for his actions in this matter.
CITY OF MONTICELLO REPRESENTATIVES MEET RE: ANNEXATION:
Keith B. Redd and Richard Terry representing the City of Monticello met with the Commission to discuss the annexation of the Weigh Station. Mayor Redd stated that the city wanted to annex the station but let the revenues remain with the County provided the city get the same services as it has received in the past. The Commission and the City representatives exchanged comments. The Commission requested that the County Attorney look into the legality of this arrangement. They also discussed Collector Roads, and construction costs the City would have to undergo should the annexation go through.
ROBERT FURLOW, PUBLIC HEALTH DIRECTOR RE: BUDGET, MERIT SYSTEM ETC.:
Robert Furlow , Public Health Director met with the Commission to discuss what Public Health involves, and recent problems he is facing regarding raises and the State Merit System. He explained that 85% of the Budget is for salaries and benefits. He also discussed solid waste facilities with the Commission and the E.P.A. regualtions regarding these facilities. The Commission demonstrated a negative response to the solid waste regulations, but are willing to meet with representatives from Public Health who will discuss solid waste. Mr. Furlow also reported that the audit on Public Health funds will be complete by the end of this month. Commissioner Boyle will be attending a Health Board meeting in Greenriver Tuesday evening.

B.I.A. ROAD REPRESENTATIVES RE: ROAD MAINTENANCE:
The following representatives from the Bureau of Indian Affairs met with the Commissioners to discuss road problems, maintenance and future building of roads. Harry Tome, Chairman, Tribal Transportation and Road Committee, Charlie C. Billie, member, Tribal Transportation Road Committee, Jimmie Bidah, Member Tribal Transportation Road Committee, Frank Peres, Road Engineer, Tuba City Arizona, Fred Palsano, Road Maintenance Foreman from Tuba City Arizona, Darrell Statham, B.I.A. Shiprock, N.M., W. D. Frazier, B. I. A. Roads, Gallup N.M., Gilbert L. Sullivan, B. I. A. Roads, Gallup, N.M. The Commission! discussed with these gentlemen the County's dealings with the B.I.A. and the money problems that are being felt by both entities. They discussed the March Bid Opening by the B.I.A. for the completion of the Bluff to Mexican Water Road, Collector Rd. 433. The group discussed with the Commission furute maintenance on all roads, both in State and Reservation. They discussed the possibility of a cooperative agreement with the U.D.I.A. on some maintenance. The representatives from the B.I.A. stated that they appreciated the service and cooperation San Juan County has given to the B.I.A. and the Navajo Tribe. Questions and answers were exchanged along with various comments from the Commission and the group.
BRUCE SHUMWAY RE: BLUFF COMMUNITY CENTER:
Bruce Shumway met with the Commission to discuss the cost of hardboard for lining the walls of the Bluff Community Center. He stated that it would cost approximately $1,000 to do the job.
LOYD YOUNG RE: WATER MEASUREMENTS:
Loyd Young met with the Commission to discuss with them the guageing stations that are being established to measure North and South Creeks. He requested that the County push some of the snow on the roads into these areas, these being County Roads, the Commission agreed that this would be alright.
COLLECTOR ROADS:
Doug Pehrson and Lynn Adams met with the Commission to discuss roads that may be Collector Roads, or designated as Collector Roads.
AIRPORT HANGARS:
Commissioner Calvin Black brought to the attention of the Commission the problems that exhist at the Monticello Airport hangars, especially the problems with the eves. He stated that he had spoken with Jay Nelson and gotten a price for materials for snow and ice troughs, the cost being $5,548.00 for materials and $3500. to $4,000. for installation. The materials would be F.O.B. from the factory. Bill will call Jay on this matter.
COMMISSIONER DUNOW REPORTS: LETTER FROM SCHOOL DISTRICT AND EMPLOYEE SITUATION:
Commissioner Bill Dunow reported that he had received a letter from the San Juan School District regarding snow removal difficulties at three crossing on the bus route. He also reported that Karl Barton had given notice that he would be quitting in April to work for the Forest Service. Ace will be talking to him on this matter soon.
COMMISSIONER BOYLE REPORTS ON VARIOUS ITEMS & CORRESPONDANCE:
Commissioner E. S. Boyle reported that he had received a letter from the State regarding Doug Pehrson's experience and qualifications for being the County Road Engineer. These have been approved.
Commissioner Boyle also reported that he had received a letter from Governor Scott Matheson regarding the desire of the Governor to get people off Welfare and to work. The Governor suggested that the County list all open positions with Job Service, which the Commission stated the County was already doing.
Commissioner Boyle also presented a letter from Central Utah Insurance Company reporting payments that have been made on claims for the County.
Commissioner Boyle also reported for the minutes that Commissioner Black had been Nominated Paul Revere of the Sage Brush Rebellion and presented with a golden horseshoe at the Convention in St. George this last week.
LETTER FROM FOREST SERVICE RE: LAND EXCHANGE:
The Commission received from the LaSal National Forest notice that the County's special use permit had been revised. They also received notice of Public Hearings in regard to the exchange of State Lands on February 20, 1980.
