Minutes of the Board of County Commissioners Meeting Held September 10, 1979.

PRESENT: Chairman E. S. Boyle, Commissioners Calvin Black and Bill Dunow. Also present Deputy

Clerk Peggy Jorgensen. TIME: 10:00 A. M.

Minutes of the previous weeks meeting were read and approved, this being done upon a motion made by Commissioner Black and seconded by Commissioner Dunow to carry the motion.

JIM STEVENS

Jim Stevens met with the Commissioners to request names of individuals who might be interested in representing San Juan County at aPrime Land Issue matters meeting. The Commission suggested the names of Ty Lewis of the Farm Bureau, and Dean Robinson and Clisbee Lyman

of the Cattlemans Association for consideration. Jim also returned some money that had not been used at the horse show. The Secretary will deposit this with the Treasurer for the General Fund.

BRUCE HALLIDAY

Bruce Halliday met with the Commission to report on the Law Suits the County is involved in.

COMMISSIONER BOYLE REPORTS

Commissioner Boyle reported on a meeting he had attended regarding City and State roads and the Department of Transportation. He reported that Sterling Davis and Archie Hamilton also attended and gave their opinions on many matters. They discussed the Curb and gutter issues on the road East on U.S. 666. Plans have been made for the new construction to begin October 1st at the stop light and go East. The Commission discussed the new machine that Peter Kiewit has for curb-and-gutter construction.

TRAVEL COUNCIL DIRECTOR INTRODUCED

Brother Juniper of the San Juan Travel Council and Vivian Sande the new Director met with the Commission wherein Bro. Juniper introduced Ms. Sande to the Commission. Chairman Boyle welcomed Ms. Sande to San Juan County, and the Commission discussed with her and pointed out to her many of the natural wonders of the County and the not so natural Solar Plant at Natural Bridges National Monument. They informed her of all of the many dirt roads that are available in the County for Four-Wheel vehicles and the years of enjoyment the citizens of the County have derived from these roads. Ms. Sande presented a pleasent and entheusiastic impression before the Commission and a willingness to work with the County's Travel Council in every way.

J.P. HAROLD MUHLESTEIN

The Commission had requested an hourly breakdown of the work of the County J. P. After examining the information offered, Commissioner Black made the motion that Mr. Muhlestein's wages be in-creased to the same as other elected officials such as the Clerk-Auditor, Treasurer, Assessor This raise covers all of the duties associated with the job including office personnel. Commissioner Dunow seconded the motion for a unanimous decision of the Commission. This will be effective 9-01-79.

BUD NIELSON, BLANDING CITY MANAGER

Bud Nielson met with the Commission and discussed with them the roads that are being built in Blanding and the commitments of the County regarding these roads. Commissioner Dunow stated that he will be meeting with the Blanding City manager the llth. Again the Commission stated that before streets can be finished conditions must be met, and that the roads are not in a subdivision, but City Streets.

The Commission also discussed Airport hangers and the policies that need to worked out, and the agreements regarding rental fees. He also stated that the rental fees now in effect should be raised to be consistant with the new hanger rates. He also requested bid amounts and the amounts expended to date for the hangers, which the secretary will mail immediately. He will also be working with Energy Fuels Nuclear on getting a supply of jet fuel for the Airport in Blanding.

DEPARTMENT OF TRANSPORTATION

Ron Theabold and Archie Hamilton met with the Commission to discuss with them the City project in conjunction with Kiewit's Contract. They stated that as of now the project on U.S. 666 East will begin at the stop light. They also discussed Recapture & Devil's Canyon.

CERTIFIED LEVY SHEETS PRESENTED;

Clytie Barber, Clerk-Auditor presented to the Commission the Certified Levy Sheets she had

received from the State Tax Commission. The Commission gave their approval to proceed with the

computing of the taxes. Mrs. Barber also reported to the Commission that Deputy-Auditor Bill

Francom will be traveling to Salt Lake City Thursday to meet with the State Auditor and

search out any non-compliance with what is being done in the County's Auditing system. Mrs, Barber

also stated that she had requested Journal entries from the independant Auditor. They are

necessary to correct any errors that may be present. The Commission requested that Mr. Francom

give a detailed report on what is to be done in the future with County Audit proceedures.

They further stated that they wanted the problems corrected and and not carried on year after year.

COMMISSIONER DUNOW REPORTS

Commissioner Bill Dunow reported that a culvert has been installed in Montezuma Canyon & Verdure

Creek. He stated that they are still working to get a bridge in. He also reported that

two miles of road past the Postash plant need to have dirt haul in and that culverts will

be installed also. He stated that Grand County will do the job for San Juan County and bill

us for the work done.

Commissioner Dunow stated that the curbs will be in on 3rd. East by Thursday, and that the road

past the cemetary will be chip and sealed soon. He discussed with the Commission problems

in Blanding subdivisions regarding curb and gutters and who should be responsible for paying

for such.

He also stated that Spanish Valley should possibly consider becomming a Sewer & Water District.

DIVISION OF WILDLIFE RESOURCES

Larry Dalton, Rick Schultz and Derris Jones met with the Commission and presented a program that provides information to Planning Commissions etc. in order that Wildlife can be protected and undesturbed before decisions for developements are made. Slides were presented entitled "The Relation of Wildlife and Energy on Industrial Development" Mr. Dalton went on to explaine that Wildlifes greatest competator is man. He further compared exploration vs geographical changes. He also presented maps and overlays. He requested that the Commission go to the Conservation Officers regarding problems revolving around development, streams and wildlife were examples, and that the Division of Wildlife Resources can offer what kind of alternatives are available regarding development. Comments were exchanged. The D.W.R. will be sending to the Commission a set of overlay maps as soon as they are completed.

COMMISSIONER BLACK REPORTS

Commissioner Black reported that he had been attending meetings in Reno, Neveda this last week, and that over 300 persons participated in these meetings. He stated that/Attorney Generals from all of the Western 13 States except Hawaii attended. He reported that there is TOTAL UNITY to put Federal Lands back into the hands of the States, and that with more support it can be done. He stated that the feeling at the meetings was that anyone running for political office this next year will have to support the Public Lands Concept in order to win. He stated that they will proceed offensively judicially, through Legislation, Administration policies and the Courts. At the meetings Resolutions were adopted including Alaska and Neveda Law-Suits. These meetings were sponsored by the Western Coalition on Public Lands made up of Commissioners Legislators and Attorney Generals and is also knows as the Sagebrush Rebellion.

Commissioner Black further reported that he had spoken with Harvey Merrill of the Grand County Commission and that contrary to the negative picture that had been painted regarding Nuclear Waste Repositories in Grand and San Juan Counties, there was a great deal of support in favor of such a project in our area, once safety measures had been proven.

ROBERT BILLIE

Robert Billie met with the Commission to ask if they had any questions that he may be able to help them with. He reported to them that he had been made head of the U.N.D.C. Board and that he was also in the Utah Navajo Industries Board. The Commissioners asked him to discuss with UNDC the walkways in from to the School, to the pool and to the juncion at Montezuma Creek. He stated that he will make this proposal to the Tribe. They also discussed with him the possibility of the schools taking over the pools and having swimming as part of their physical education program. The Navajo Aging program was also discussed.

MISCELLANEOUS

The Commission also discussed "Professional Services" and are going to have Bruce Halliday

check into the legality of this.

They also discussed Building permits and the number of inspections required and costs per inspection.

JOHN BAKER

The Commission has decided to decline the proposition made by John Baker for winter-time

employment for the County.
