MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD OCTOBER 10, 1978

Minutes read and approved on a motion by Commissioner Guymon and seconded by Commissioner Boyle. Commissioner Black is excused on county business. SUBDIVISION ROADS
The county Commissioners discussed the subdivision roads. The commissioners decided that they needed to have a definite policy on roads. When a road is brought up to county standards the County will take over the maintenance but that doesn't mean that they will pave these roads.
RED MESA PROJECT
The Commissioners discussed the Red Mesa and the water from the Red Mesa Well. The well is now in operation and will probably put out enough water but the project is going slower than was expected.
BEER LICENSES
On a recommendation by Sheriff Rigby Wright, the Commission approved and the chairman signed two beer licenses for LaSal. Both of these were renewels. One, for the LaSal store and one for Bob Shumway, the new owner of the Korner Kafe.
UNION CARBIDE HECLA LEASE
Commissioner Boyle presented a letter from Terence J. Keating stating that Union Carbide has decided
to leave things as they are. They find the "State of Utah royalty schedule" unacceptable at this
point and since they have a valid lease in that area, they feel they can operate under the terms of the lease.
ENERGY FUELS
Energy Fuels asked the Commissioners to write a letter to the United States Nuclear Regulatory Commission to help them get a Source of Materials License with respect to ist proposed uranium mill to be located in southeastern Utah near Blanding. The Commissioners agreed to do this.
BUSES
Al Haskins presented the specifications for the purchase of new buses for San Juan County to the Commissioners. These were approved for publication for bids. The bid opening will be at 1:30 on October 23, 1978.
BLUFF
Clytie Barber, San Juan County Clerk and Auditor met with the Commissioners to discuss a phone call she had received from Utah Power and Light. They had received a letter from Bluff stating that Bluff was no longer a town and that they didn't have any more money to pay for their lights (street lights). It was suggested in the letter that they apply to the County for the money. Commissioner Boyle stated that they county was not obligated to pay for the bills of Bluff because at this time it is still a town. They asked Mrs. Barber to contact Utah Power and Light to this effect.
LETTER
Paul McPherson sent a copy of a letteraddressed to Judge Boyd Bunnell, District Judge of the 7th Judicial Court. In this letter he stated that there is raw sewage running on the ground in Bluff. He requested that this problem be corrected. The commissioners discussed this problem with Marion Hazelton who stated that he would look into this problem.
AFFIRMATIVE ACTION PLAN
Greg Beckstrom presented a copy of an Affirmative Action Program to the commissioners along with several charts showing the % of people hired that are non-white or that are over 45 or under 22. These were approved by the Commissioners and the deputy clerk was instructed to type these up and return them to Mr. Beckstrom.
CETA GRANT
Bruce Shumway met with the Commissioners to discuss a new CETA grant which will provide part time
work for Senior Citizens. Bruce stated that this would be a really good addition to the winterization,
Low Income Housing program. The Commissioners stated that they are in favor of this.
WILDERNESS HANDBOOK
Mr. Les Sweeney of the BLM met with the Commissioners to discuss various matters including wilderness
