MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON MONDAY, THE 10th DAY OF NOVEMBER, 1969.
PRESENT: Calvin Black, Acting Chairman
Harold C. Young, Member Clytie Barber, Clerk
Meeting opened at 10:15 A. M. with Commissioner Black as Acting Chairman.
Chairman Hazleton was excused as he was attending meetings in Salt Lake City by appointmen of Gov. Rampton. Minutes of the previous meeting were read and approved. Motion for approval was made by Commissioner Young, seconded by Commissioner Black and carried unanimously.
SHERIFF'S DEPUTY SWORN IN
Ralph R. Stanard was sworn in as a Deputy Sheriff by County Clerk, Clytie Barber.
The County Commissioners congratulated Deputy Stanard and expressed their pleasure at his appointment.
COUNTY CARS - PRIVATE USE FORBIDDEN
The Commissioners cautioned Sheriff Musselman on use of County-owned cars for private business and asked him to inform his Deputies that this practice is not tolerated.
Commissioner Black then stated in the Sheriff's presence, that the next time he hears of a County vehicle being used for private business, he will instruct the County Attorney to file an action against the Sheriff and the Deputy guilty of the violation.
The Commissioners also instructed the Sheriff to refrain from picking up any Deer Hides when he is in the County car and on-duty.
CIVIL DEFENSE DIRECTOR REPORTS
Joe Berry reported on the Directors' Meeting held the previous week in Salt Lake City, where he was ad-vised that properties and supplies are available for use in the event of a Nuclear attack, but the sup-plies furnished are subject to Audit. Mr. Berry stated that he will have complete records shortly, of all shelters and supplies, to comply with this inventory requirement.
Mr. Berry also presented a letter from the Corps of Engineers wherein they stated that they cannot under-take a flood-control project at the Cottonwood Wash at Bluff. This decision was made after a thorough
investigation of the surrounding areas. Several economical solutions were given to be considered in
the event of an emergancy as happened in the Summer of 1968.
Mr. Berry then reported that the State Forester has requested that the -Fire Truck, furnished by the State,
be returned to Moab now that the Fire Season is over.
AGREEMENT WITH SAN JUAN RESOURCES
AGREEMENT
THIS AGREEMENT, made and entered into as of November 1, 1969, by and between San Juan County, hereinafter called "County" and the San Juan Resources Development Council, a Utah non-profit corporation, herein called "Resource"/
WITNESSETH
WHEREAS: Resource was organized for the purpose, among others, of supporting tourism and industry devel-opment within San Juan County. County has organized committees consisting of County residents who promote and function in behalf of the County in tourism and industry. County also employs an executive secretary to perform certain duties as requested by the commission and the committees in tourism and industrial development. Resource has, by agreement, contracted to perform certain duties as requested by the South-eastern Utah Economic Development District which also is organized for the purpose, among others, to pro-mote the development of industry and tourism.
Since the objective of the parties with reference to tourism and industry are parallel, and County is staffed and equipped to assist Resource and the Southeastern Utah Economic Development District, County agrees to provide services on the terms hereinafter set forth:
NOW THEREFORE: In consideration of the premises and the mutual promises herein set forth, it is agreed by and between the parties as follows:
1. Resource will, upon execution of this agreement, pay to County the sum of $800. to be utilized by County as part of the salary paid to the tourism and industry executive secretary until June 30, 1970.
2. County will allow this employee to perform certain duties as requested by the Southeastern Utah Economic Development District and Resource as long as these requests do not detract from the responsibi-lities and services for which County has employed the tourism and industrial secretary.
3. The office of the executive secretary at the Court House in Monticello, Utah will be used as a con-tact point for both Resource and Southeastern Utah Economic Development District.
4. This agreement by no means eliminates the right of County to contact the Price or Blanding office of Southeastern Utah Economic Development District to request services of personnel who may be hired to per-form duties related to industry, tourism, or other functions for which the District was organized.
5. This agreement shall terminate on June 30, 1970, unless extended by the parties.

San Juan County Commission San Juan Resource Development Council
Commissioner YOung moved to authorize the Chairman to sign the foregoing agreement. Commissioner Black seconded the motion and it carried unanimously.
The Commission stated that this agreement in no way increases the salary of the proposed secretary. Mr. Bradford then presented a chart showing proposed plans for future cooperative development.
GOLF COURSE BUDGET DISCUSSED
Grant Leavitt met with the Commission to discuss matters pertaining to the Golf Course budget.
A new tractor and mowers were considered, also, combining Recreation and Hospital lawn area under one
employee was discussed to cut down operation costs.
Mr. Leavitt stated that he would look up some figures on new equipment.
CEDAR POINT ROADS DISCUSSED
Mr. Elmer Gilbreth of Cedar Point met with the Commission to request road improvements in certain areas of the Cedar Point country. He particularly mentioned a cattle guard that needs to be raised. The Commissioners stated that they would instruct the Road Superintendent and East Foremen to inspect the area and determine if some repair work could correct the needs or if it should be a project for the coming year.
4-H AWARD NITE SCHEDULED
Commissioner Black will represent the County at the 4-H Award night to be held in Blanding this Thursday November 12th, 1969.
AVIATION FUEL TAX AGREEMENT APPROVED
A Master Cooperative Agreement having been received from the State Division of Aeronautics, regarding payment of the fuel tax from the Monticello Airport; Commissioner Young moved to approve the Agreement, Commissioner Black seconded the motion and it carried unanimously. The Agreement was signed and attested and returned to the Stateoffice in Salt Lake City. The accompanying letter from the State provided that the reimbursement would be received promptly.
Manti-LaSal Forest Office requests RECORDED RIGHT-OF-WAYS
George F. McLaughlin, Forest Supervisor of the Price office, sent a letter inquiring as to whether San
Juan County would be interested in acquiring Deeded Right-of-Ways on certain roads in the LaSal area, & cooperating on a Maintenance Agreement.
The Commissioners instructed the Clerk to answer the letter and inform the Supervisor that San Juan County would be interested in obtaing Deeded Right-of-Ways in the area, and would also be agreeable to a cooperative Maintenance Agreement. San Juan County will try to acquire the needed Right-of-Ways and inform the Price office of their progress.
SALARIES FOR ROAD DEPARTMENT EMPLOYEES - RAISES
Following a discussion, Commissioner Young moved to approve a salary raise of 1 step, retroactive to Julyl, 1969, for Aroe Brown, George Barry and Guy Palmer.. Commissioner Black seconded the motion and it carried unanimously.
A discussion followed with reference to the Roads Clerk taking over purchasing for the Recreation Dept., and particularly the Swimming Pools. The Commissioners stated that they would present this proposal to the Roads Clerk and make a decision on a salary raise for said Clerk.
The remainder of the afternoon was spent in preparing the Insurance coverage to be advertised in the near future, with Mr. Eddie Boyle giving assistance on some matters.
